Highlights can be navigated with the 'Jump to' feature of Diigolet 4.0b14.
AFAIR some 3.x versions of Diigolet offered the 'Jump to' feature to all viewers of an annotated link.
Sadly, more modern Diigolet 4.0b5 (which presents to viewers of annotated links) seem to be far less useful for sharing information. No navigation of highlights, and (IMHO the worst bug in Diigo 4.0 beta) all page comments are missing.
