it's big bug, fixed it. only group admin can access this page to edit group tag dict

good news is only group admin can update tag dict before i fixed it

there are two type of group tag dict data source:
1. Use existing group tags
2. Use a pre-defined group tag dictionary

if choose the first type, toolbar will load the top 10 tags from existing group tags. if the second choice, toolbar will load all the pre-defined group tag dict.

you can access into a particular message, and find a "Leave This Conversation" link to delete it .
