I don't know what all the specs are, but I'm having the exact same problem. After creating a sticky, I am only given the option of sharing it to one of my three groups. I created all three groups...
We fixed some bugs in cache server and search server. Don't worry. Once your bookmark URL is in diigo system, we will try our best to fetch the cache page.

Related problem: No visible URLs in my library, so I can't differentiate between multiple bookmarks for the same page.
