Law enforcement agencies across the U.S. are still experiencing the effects of a recovering economy. Lowered state funding continues to slash local budgets, compelling many departments to lay off officers. Agencies are faced with the choice to have their remaining officers focus on law enforcement or administrative duties, the former being the priority. As a result, they may look to engage people who are not sworn officers to complete critical administrative tasks. The concept of civilianization is not a new one, but the shift toward civilianization that occurred near the end of the 20th century was substantial. In 1965, the ratio of sworn officers to civilians employed by law enforcement agencies was 8.3:1, and in 1995 the ratio was 2.6:1. In general, civilians have been employed to a greater extent in large metropolitan police departments than small departments. They are employed more in the west than the east, and also are employed in greater proportions in city and county departments than in state agencies. Increasing civilian employment in law enforcement may help organizations address the diminished number of sworn officers. Civilianization of police departments offers many advantages and disadvantages for organizations that should be reviewed before making this transition.

Law enforcement agencies depend on new technology to help them ensure public safety. Section 508 is part of the Rehabilitation Act of 1973, which prohibits discrimination on the basis of disability in programs run by federal agencies, programs that receive federal assistance, in federal employment, and in the employment practices of federal contractors. An amendment to Section 508 requires federal agencies to make electronic and information technology accessible in order to eliminate barriers in information technology and create new opportunities for people with disabilities. The Acadis Readiness Suite is an enterprise software application designed to streamline training management for first responders and other federal, state and local government agencies. While 508 compliance is a requirement for several of our customers, Customs and Border Protection made compliance a priority for this software suite. Their intent was to perform 508 compliance checks on Acadis, and our intent was to be prepared.

New York State is offering a unique training program for law enforcement today in Utica, aimed at giving agencies resources and information to better address critical incidents, such as the death of one of their own in the line of duty or as a result of suicide. The state Division of Criminal Justice Services (DCJS) developed the TRAUMA (Trauma Resources and Unified Management Assistance) program as part of its mission to offer trainings for law enforcement agencies and officers so they can better serve their communities. DCJS Executive Deputy Commissioner Michael C. Green said: "As a former prosecutor, I have seen first-hand the toll that a line-of-duty death or devastating injury can have on a department. Men and women on the front lines of this state's fight against crime may be reluctant to share their grief or on-the-job experiences with co-workers, family, and friends, which can lead to extreme stress. The aim of this training is to provide a line of defense for those officers to help themselves, each other and their families."

In the aftermath following the terrorist attacks on September 11, 2001, federal agencies and law enforcement drove home the need for increased information sharing and improved performance throughout the intelligence community. The information failures that plagued the system previous to the attacks demonstrated the consequences of division during a crisis. Had well-run fusion centers been available at the start of this century, the deadliest terrorist attack in history would have resulted in a different outcome.

Firefighters and law-enforcement agencies in Riverside County are practicing or discussing new federal guidelines that, in order to save more lives, recommend sending armor-wearing medics into mass-casualty attacks before shooters or bombers are subdued. San Bernardino County sheriff's deputies and Rancho Cucamonga firefighters, meanwhile, are years ahead of the guidelines that the Federal Emergency Management Agency issued in September. The tactic is a departure from the common practice of making firefighters wait in safe areas for the all-clear from police before entering a scene to tend to the wounded. The impetus for change, said San Bernardino County sheriff's Lt. Danielle Boldt, began with the 1999 shootings at Columbine High School in Colorado that killed 13 people.

Through the first half of fiscal year 2015, the Department of Justice distributed $505 million in grants to law enforcement agencies. Earlier this year, a Washington emergency services agency wrapped up its annual social media disaster preparedness game, the "30 Days, 30 Ways Preparedness Challenge." Created by the Clark Regional Emergency Services Agency (CRESA), the game invites participants to complete one simple task each day aimed at training people to be more prepared for an emergency. When law enforcement agents head into an interrogation room, they are tasked with getting to the truth of an investigation. They must do so while protecting themselves and the rights of the individuals they are questioning. Since the early 1900s, federal agencies were banned from using audio records of suspect statements without special approval. More than a century later, however, the U.S. Department of Justice changed that policy, mandating that federal agencies record video of all interrogations of suspects in custody, whenever possible.
