As the end of National Safety Month approaches, first responders are reminded not only of the tremendous impact that public awareness can have on preventing common injuries and deaths, but also the unique role they have in fostering that awareness. Pursuant to a recent court case*, first responders have an affirmative duty to act-whether by educating the public or otherwise ensuring their safety-when there is a known and present danger. With more than 177 million Americans relying on natural gas to meet their energy needs, there are few dangers as universally threatening as the fires and explosions resulting from gas leaks. According to the U.S. Department of Transportation Pipeline and Hazardous Materials Safety Administration, pipelines are the safest means of transporting natural gas. Nevertheless, their figures indicate that nearly 900 natural gas pipeline incidents over the past 20 years have resulted in serious bodily injuries or fatalities. As the 2.5 million miles of pipeline nationwide continue to naturally degrade over time, first responders' training about and management of these leaks will become increasingly important.

Envisage Technologies, the leading software company for the public safety training and compliance industry, announced that it received a major investment led by Armory Capital, a family investment office. Financial terms were not disclosed. Envisage will use the new capital to solidify the company's position as the dominant training and compliance software platform in the law enforcement and public safety sector. Several months ago I taught a class on successful strategies and tactics for implementing on-line training and education. The class curriculum required a "status report" on the state of computer based training in public safety. In preparation for the class I conducted a web based survey of public safety trainers and senior staff officers. The reason for this specific group was to better understand and hear from trainers in the classroom and those in budget decision positions.

On February 13, Supreme Court Justice Antonin Scalia died in his sleep at the age of 79, marking only the second time in more than 60 years that a sitting justice on the Court has died. Appointed by President Ronald Reagan and unanimously confirmed by the Senate in 1986, Scalia's 29-year tenure was the longest of any current Supreme Court judge. Scalia's adherence to originalism-a belief that constitutional interpretation should be based on the original meaning of the text-not only set him apart from his contemporaries but also made him more controversial. Regardless of how history interprets Scalia's three-decade legacy on the bench, immediately more impactful for public safety professionals is the uncertainty left in his wake.

A fitness test is an effective and legal device for screening first responders, but only when designed and implemented in a particular way. Though some believe that the daily demands of public safety professionals are enough to maintain adequate levels of fitness, this is a faulty and dangerous assumption. Even though the most common tasks performed by first responders do not involve physical exertion, the primary goal of training and fitness should be to ensure that first responders are able to get to, control and remove a threat to public safety. Because individuals with poor fitness may be incapable of performing these essential tasks, departments with lax or no standards are at risk for lawsuits based on negligence and deliberate indifference. Implementing overly-stringent standards is hardly a panacea for a department's litigation woes. If standards are based on, relative to, or disparately impact members of a protected class, then rejected applicants may allege discrimination under state or federal law.

Wearable tech is emerging as a potential resource for law enforcement agencies. New tools like Google Glass can be used in the field as an effective way of protecting officers by providing information and communication support, as well as documenting procedures for use in court. These innovations are not limited to law enforcement, though; firefighters also employ wearable technology. Across the nation, fire departments are investing in small cameras that can withstand high temperatures. These devices are mounted on a helmet to record exactly what a firefighter sees on a scene. Once captured, the information provides opportunities for potential gains in firefighter and fire victim safety.

First responders can struggle to gain experience with large-scale emergencies, such as terrorism and natural disasters, due to their rare and unpredictable occurrence. Live simulations are an effective means of preparing rescue workers to navigate these events, but agencies are often deterred from conducting disaster simulations by financial constraints and concerns for the safety of both civilians and officers. Every day, police officers encounter situations that invoke and challenge their training. As they try to adhere to department policies, a changing world tests the validity and effectiveness of those decisions. Critical attention is being paid to high-profile incidents involving use of force. Communities are demanding that law enforcement revisit their training content to find tactics that better address concerns of public safety. While that transition may be difficult, injecting technology at key points in police training and operations can help lower resistance to change. Body cameras are already having an impact on policing, and training simulators offer a safe environment in which to prepare for emerging real-world challenges. As a result, officers may be more willing to shift their routines to meet the needs of their communities without sacrificing their own safety.

The primary goal of any first responder is to come home alive. Ongoing training is essential to improve the chances of that happening. To be effective, however, training must evolve to reflect and anticipate future emergency scenarios. Threats of the past become instruction tomorrow.

In the aftermath following the terrorist attacks on September 11, 2001, federal agencies and law enforcement drove home the need for increased information sharing and improved performance throughout the intelligence community. The information failures that plagued the system previous to the attacks demonstrated the consequences of division during a crisis. Had well-run fusion centers been available at the start of this century, the deadliest terrorist attack in history would have resulted in a different outcome.

Your firearms and equipment are the lifesaving tools of our profession. Their functionality and reliability should be without question or hesitation. Your safety should never be compromised. If you have issue with the function of your carry weapons, seek out a qualified armor and do so within departmental bounds.

By aiding first responders in their efforts and providing care for disaster victims, medical centers play a vital role in the success of emergency response. All agencies, including medical institutions, must examine how they act before, during and after an emergency to improve their end-to-end disaster preparedness.

Car accidents and fires are obvious situations that may require a call to 911. For the most part, doing so does not increase risk for the caller. However, in cases of domestic abuse or abduction, calling 911 can put the victim in grave danger. In these situations, new technology that allows people to silently text to 911 can be life-saving. The National 911 Office is driving the planning and adoption of the text-to-911 service to make communicating with emergency services more dynamic. This begins the process of increasing accessibility and a push for public safety answering points (PSAP) to begin Next Generation 911 (NG911) implementation. Text-to-911 is an interim step between current systems used in PSAPs and NG911 implementation. While there is a national push to upgrade, it is a lengthy and expensive process that will initially limit the availability of the service.

Bloomington-based Envisage Technologies, the leading provider of law enforcement and public safety training and compliance solutions, announced today that the Wyoming Peace Officer Standards and Training Commission (POST) and Law Enforcement Academy has awarded them a contract for the Acadis® Readiness Suite. This will support legally defensible training and certification records for their 4,000 sworn law enforcement officers.

Mental illness has long been one of the most difficult health problems to diagnose. Because so many of the symptoms are hidden from sight, it is not easy to recognize when people need help. For police officers, this assessment is often made under stressful conditions, when an individual may present a danger to themselves or others. Faced with societal stigmas against mental illness, first responders struggle to marry sensitivity and safety.

The Barnstable Police Department recently received a $126,121 grant from the state Executive Office of Public Safety and Security to train and update training for 82 telecommunicators, including dispatchers, and 10 new police officers in emergency medical dispatch. Everyone currently assigned to the communications desk has had the training, Sweeney said.
