Community policing is a widely-adopted model put into practice for nearly 40 years. The concept stemmed from a desire to address community concerns about rising crime rates through increased citizen involvement. Recent advancements in technology are altering the ways in which law enforcement agencies can incorporate community policing into their operations. By providing an easier and more efficient way for people to report crime and share information, social networks like Facebook and Twitter significantly impact how well police connect with people. Software for mobile devices facilitates and eases communication both internal and external to a department. Officers who master these digital tools may increase the effectiveness of community policing in their jurisdictions.

Prior to a disaster, public safety officials try to equip residents with the proper information and resources to survive catastrophe. Some communities are cultivating a volunteer-driven response by training citizens how to act during an emergency. These initiatives-such as the Citizen Preparedness Corps in New York, Operation Rescue Ready in Virginia and FEMA's Community Emergency Response Teams (CERT)-are intended to help communities withstand the interim between disaster and the arrival of first responders.

In March 2011 the Hawthorne, California, Police Department Community Affairs Unit hosted their first Coffee with a Cop event. Over the past few months, numerous media outlets propagated the image of U.S. law enforcement officers in military-grade armor, inferring a formidable police presence and sparking national debate. The head of the Office of the Director of National Intelligence's civil liberties office said the transition to a more transparent intelligence community will be slow. "The intelligence community is not designed and built for transparency. We're designed and built for the opposite," said Alexander Joel, the ODNI's civil liberties protection officer. He spoke on a panel at Brown University's Watson Institute for International Studies Dec. 4.

Every day, police officers encounter situations that invoke and challenge their training. As they try to adhere to department policies, a changing world tests the validity and effectiveness of those decisions. Critical attention is being paid to high-profile incidents involving use of force. Communities are demanding that law enforcement revisit their training content to find tactics that better address concerns of public safety. While that transition may be difficult, injecting technology at key points in police training and operations can help lower resistance to change. Body cameras are already having an impact on policing, and training simulators offer a safe environment in which to prepare for emerging real-world challenges. As a result, officers may be more willing to shift their routines to meet the needs of their communities without sacrificing their own safety.

When local law enforcement is able to engage residents in an exchange of information, crime-fighting is more effective. Increasingly, social media is becoming a valuable tool for police and citizens to engage each other. These networks present opportunities to gather and distribute information quickly. Many departments are not able, willing or sometimes allowed to leverage the benefits of this technology. The ones who do so successfully, however, provide a blueprint for peers to follow.

Practical skill and medical expertise are fundamental requirements for first responders. Now, emergency experts are realizing the impact cultural competency can have on saving lives in a community. First responders are the cornerstone of the areas they serve. In the event of an emergency, firefighters, EMTs, law enforcement officers and other key players share the duty of not only saving lives, but working directly with local residents to create an overall safer environment. Cultural competency represents the idea that understanding the nuances of the different cultures and the backgrounds that make up a particular population better equips first responders to provide effective care.

Envisage Technologies, a Bloomington-based software company, has signed on as an official collaborator with the National Fallen Firefighters Foundation. For each fire and rescue employee who signs up for access to the company's free online training network, FirstForward®, between April 15 and April 30, 2016, Envisage has pledged to donate one dollar to the Foundation. FirstForward is the nation's first Professional Training Network for first responders. It aggregates training programs and resources, making them more readily accessible to first responders across all disciplines. The FirstForward platform includes a private online community in which first responders can share insights, best practices and personal experiences. Envisage donations will be directed to Foundation programs that honor the fallen, assist their survivors, and help prevent future line-of-duty deaths and injuries.

In the aftermath following the terrorist attacks on September 11, 2001, federal agencies and law enforcement drove home the need for increased information sharing and improved performance throughout the intelligence community. The information failures that plagued the system previous to the attacks demonstrated the consequences of division during a crisis. Had well-run fusion centers been available at the start of this century, the deadliest terrorist attack in history would have resulted in a different outcome.

The Barnstable Police Department recently received a $126,121 grant from the state Executive Office of Public Safety and Security to train and update training for 82 telecommunicators, including dispatchers, and 10 new police officers in emergency medical dispatch. Everyone currently assigned to the communications desk has had the training, Sweeney said.

New York State is offering a unique training program for law enforcement today in Utica, aimed at giving agencies resources and information to better address critical incidents, such as the death of one of their own in the line of duty or as a result of suicide. The state Division of Criminal Justice Services (DCJS) developed the TRAUMA (Trauma Resources and Unified Management Assistance) program as part of its mission to offer trainings for law enforcement agencies and officers so they can better serve their communities. DCJS Executive Deputy Commissioner Michael C. Green said: "As a former prosecutor, I have seen first-hand the toll that a line-of-duty death or devastating injury can have on a department. Men and women on the front lines of this state's fight against crime may be reluctant to share their grief or on-the-job experiences with co-workers, family, and friends, which can lead to extreme stress. The aim of this training is to provide a line of defense for those officers to help themselves, each other and their families."

Free, over-the-air terrestrial television and radio broadcasting is a key element of disaster response, the International Telecommunication Union says in a draft report released in late November. The one-to-many nature of broadcasting means that so long as transmission capabilities exist, victims with access to receivers will have access to updated information. Unlike communications networks, which may fail after a disaster due to sudden and rushed demand to bandwidth or due to power loss, broadcast transmission is often robust and characterized by multiple local providers.

The switch was thrown quietly in May 2012, hidden inside a 16-page directive, "Gang Violence Reduction Strategy," and largely ignored amid a 60 percent rise in murders in the first quarter alone. With less than a year on the job, McCarthy had already disbanded two special task forces, roving teams that muscled neighborhoods into submission.
