Agile development is no longer an alternative way to develop software. With the pace of technology adoption accelerating at a frenetic pace, agile is increasingly the only way to develop software. That is, if you want to stay in business.

Authorities evacuated hundreds of students in an orderly procession - a demonstration of aggressive security measures developed by police and schools following the chaotic 1999 shooting at Columbine, some 8 miles west of Arapahoe High. After that tragedy, police across the country developed "active shooter" training in which responding officers rush toward gunfire - and step over bodies and bleeding victims if necessary - to stop the gunman.

Envisage Technologies, a Bloomington, Indiana-based software company, announced today that it is a member of the Capstone Corporation Team that was one of seven companies presented an award of the Joint Force Development Services (JFDSS) indefinite-delivery/indefinite-quantity contract valued at $877 million. This contract allows Team Capstone to compete for task orders requiring training, education and exercise solutions and services in support of the Office of the Secretary of Defense, the Joint Staff, Combatant Commanders, the Military Services, U.S. Government Federal agencies, and multinational partners.

New York State is offering a unique training program for law enforcement today in Utica, aimed at giving agencies resources and information to better address critical incidents, such as the death of one of their own in the line of duty or as a result of suicide. The state Division of Criminal Justice Services (DCJS) developed the TRAUMA (Trauma Resources and Unified Management Assistance) program as part of its mission to offer trainings for law enforcement agencies and officers so they can better serve their communities. DCJS Executive Deputy Commissioner Michael C. Green said: "As a former prosecutor, I have seen first-hand the toll that a line-of-duty death or devastating injury can have on a department. Men and women on the front lines of this state's fight against crime may be reluctant to share their grief or on-the-job experiences with co-workers, family, and friends, which can lead to extreme stress. The aim of this training is to provide a line of defense for those officers to help themselves, each other and their families."

Allan Friedman, Austen Mack-Crane and Ross Hammond say they developed a preliminary model to look at the long-term consequences of data theft on diverse economic sectors. Their approach depends on treating cyber theft not as a problem of stolen assets worth an intrinsic value, but as one of diminished future growth. When so framed, the effect that stolen data has on companies within a sector--the ones the preliminary model investigates are the chemical, pharmaceutical, financial, consumer mobile phone and semi-conductor industry--depends on what type of data is stolen and the competitive nature of those sectors.

Envisage Technologies, the leading software company for the public safety training and compliance industry, announced that it received a major investment led by Armory Capital, a family investment office. Financial terms were not disclosed. Envisage will use the new capital to solidify the company's position as the dominant training and compliance software platform in the law enforcement and public safety sector. Envisage Technologies is the developer of the Acadis Readiness Suite®; the only training ecosystem platform focused on the needs of public safety. The new funding also will enable Envisage to accelerate its rollout of FirstForward, the Nation's first secure professional learning network for first responders.

There are strong correlations between rising temperatures and crime rates. To keep the public safe, leaders need not only to be aware of this relationship, but also to engage peers and the public in developing solutions to the impending resource gaps.

The Federal Aviation Administration's air traffic controller training program overran costs four years in a row because it didn't properly outline training needs before issuing the program contract, a Dec. 18 Transportation Department inspector general report says. The overruns totaled about $89 million. In 2008, the FAA began developing the Air Traffic Control Optimum Training Solution meant to train thousands of new controllers the agency intends to hire by 2021.

A well-developed infrastructure can be the difference between citywide resilience and longstanding disorder. Notably, this infrastructure consists of both the coordination of first responders and the physical structures they need to support emergency work. Both of these components impact the way a city reacts to natural disasters or other severe weather disturbances. Understanding environmental and climatic patterns proves critical in preparing for weather disturbances and natural disasters. Often, severe weather accompanies shifts in climate but affects each region differently. Armed with this knowledge, city officials across the country are examining ways they can alter infrastructure to mitigate disaster and rapidly repair the damage it might cause.

Earlier this year, a Washington emergency services agency wrapped up its annual social media disaster preparedness game, the "30 Days, 30 Ways Preparedness Challenge." Created by the Clark Regional Emergency Services Agency (CRESA), the game invites participants to complete one simple task each day aimed at training people to be more prepared for an emergency. CRESA partners with local organizations to develop activities that foster conversations about preparedness between families, friends, co-workers and neighbors. Some businesses encourage employees to join the challenge to create a shared experience for their teams.

The International Association of Directors of Law Enforcement Standards and Training (IADLEST) announced a partnership with Envisage Technologies to develop a National Certification Program for law enforcement continuing education.

No matter the industry, your job requires you to develop a particular mindset in order to perform well. Whether you fabricate metal, perform surgery, or control operations in a large company, your mind must be focused on the task at hand. For law enforcement professionals, the right mindset necessitates some cynicism. Cynicism is an inherent part of police culture. Outside of the first responder and military network, law enforcement officers face situations unlike other professions. Officers constantly assess situations by determining the credibility and potential threat of people they encounter. In a 2012 publication, researchers Juha Kaarianen and Reino Siren noted how this practice can slip into other interactions: "The suspicious, cynical attitude of the police towards citizens is a natural consequence of their constant interactions with dangerous unreliable individuals." The cynical mind begins to diminish trust and drives constant assessment of others. Whether on- or off-duty, constant questions linger in an officer's mind: Can you trust that the person approaching you is going to simply walk by without attempting to harm you? Can you trust that the figure walking down a residential sidewalk is not looking for an easy target to attack or the next home to burglarize? A cynical mind may seem like a negative facet of police life, but the ability to carefully assess situations and react accordingly is a sign of a seasoned and well-trained officer.

Only 4 percent of people who hold degrees in computer and mathematical sciences were employed by the government as of 2008, the report says, compared to 70 percent in the private sector. The lack of talent comes from substantial recruitment and retention barriers.

Several months ago I taught a class on successful strategies and tactics for implementing on-line training and education. The class curriculum required a "status report" on the state of computer based training in public safety. In preparation for the class I conducted a web based survey of public safety trainers and senior staff officers. The reason for this specific group was to better understand and hear from trainers in the classroom and those in budget decision positions.

Have you ever tried to use your computer with your eyes closed? Even with a screen reader, it's incredibly challenging. The fact is, most computer applications are not designed with disabled users in mind. Trying to navigate the web using a screen reader gave me a new level of appreciation for the amount of effort Envisage Technologies, the company for which I work, has put into improving the overall 508 compliance of the Acadis® Readiness Suite. Section 508 is part of the Rehabilitation Act of 1973, which prohibits discrimination on the basis of disability in programs run by federal agencies, programs that receive federal assistance, in federal employment, and in the employment practices of federal contractors. An amendment to Section 508 requires federal agencies to make electronic and information technology accessible in order to eliminate barriers in information technology and create new opportunities for people with disabilities. The Acadis Readiness Suite is an enterprise software application designed to streamline training management for first responders and other federal, state and local government agencies. While 508 compliance is a requirement for several of our customers, Customs and Border Protection made compliance a priority for this software suite. Their intent was to perform 508 compliance checks on Acadis, and our intent was to be prepared.
