Have you ever tried to use your computer with your eyes closed? Even with a screen reader, it's incredibly challenging. The fact is, most computer applications are not designed with disabled users in mind. Trying to navigate the web using a screen reader gave me a new level of appreciation for the amount of effort Envisage Technologies, the company for which I work, has put into improving the overall 508 compliance of the Acadis® Readiness Suite. Section 508 is part of the Rehabilitation Act of 1973, which prohibits discrimination on the basis of disability in programs run by federal agencies, programs that receive federal assistance, in federal employment, and in the employment practices of federal contractors. An amendment to Section 508 requires federal agencies to make electronic and information technology accessible in order to eliminate barriers in information technology and create new opportunities for people with disabilities. The Acadis Readiness Suite is an enterprise software application designed to streamline training management for first responders and other federal, state and local government agencies. While 508 compliance is a requirement for several of our customers, Customs and Border Protection made compliance a priority for this software suite. Their intent was to perform 508 compliance checks on Acadis, and our intent was to be prepared.

Envisage Technologies, a Bloomington-based software company, has signed on as an official collaborator with the National Fallen Firefighters Foundation. For each fire and rescue employee who signs up for access to the company's free online training network, FirstForward®, between April 15 and April 30, 2016, Envisage has pledged to donate one dollar to the Foundation. FirstForward is the nation's first Professional Training Network for first responders. It aggregates training programs and resources, making them more readily accessible to first responders across all disciplines. The FirstForward platform includes a private online community in which first responders can share insights, best practices and personal experiences. Envisage donations will be directed to Foundation programs that honor the fallen, assist their survivors, and help prevent future line-of-duty deaths and injuries.

Free, over-the-air terrestrial television and radio broadcasting is a key element of disaster response, the International Telecommunication Union says in a draft report released in late November. The one-to-many nature of broadcasting means that so long as transmission capabilities exist, victims with access to receivers will have access to updated information. Unlike communications networks, which may fail after a disaster due to sudden and rushed demand to bandwidth or due to power loss, broadcast transmission is often robust and characterized by multiple local providers.

As public funds continue to shrivel, state and local governments are increasingly turning to the Internet to trim technology costs and better manage information services. Cloud computing not only makes it possible to access information from anywhere at any time, but also to shed internal IT infrastructure in favor of renting software applications from remote providers. There are essentially three types of cloud computing services: Software as a Service (SaaS), Platform as a Service (PaaS) and Infrastructure as a Service (IaaS). All three provide computer servers, data storage and communications capabilities at a central location, allowing clients to access software applications remotely. However, each is designed for a specific business need. Which type of service an organization needs comes down to two basic questions: How much internal technical expertise will be supported by the department? Is the department prepared to invest in ongoing maintenance of software? Often, government agencies benefit by freeing up these resources to address greater needs.

When wildfires strike, firefighters are called upon to tame massive blazes, often without the benefit of significant financial support. That could change if a recent proposal from President Barack Obama is approved. The potential budgetary plan would allow the U.S. Forest Service and Department of the Interior to access a FEMA disaster fund for aid when fighting the largest wildfires.

In a crisis, the difference between life and death is often having knowledgeable people on the scene with quick access to accurate information. With smartphone penetration in the U.S. up to 56 percent, mobile technology is an increasingly effective pathway to these facts. Mobile applications are now making it easier to find and share essential information during emergencies.

TSA has issued a solicitation for what it calls "Credential Authentication Technology," or CAT, which can ensure that only legitimate airport personnel, airline crews, non-traveling passengers using a gate pass, law enforcement officers and Federal Air Marshals can gain access to sterile airport areas.

During emergency response, the ability to access information in a timely manner can be critical for survival. Recent incidents with active shooters have underscored the importance of relaying accurate information quickly, and first responders are beginning to leverage these technologies more frequently.

The International Association of Directors of Law Enforcement Standards and Training (IADLEST) in partnership with Envisage Technologies unveiled the National Certification Program (NCP), a broadly supported national training standard for law enforcement continuing education programs. IADLEST is a catalyst for law enforcement innovation. The association focuses on the pressing issues of training and standards and created the NCP with the primary goal of improving training quality for law enforcement officers. The NCP applies rigorous standards on training content ensuring that providers incorporate best practices. IADLEST then enforces these standards for providers wishing to be recognized for excellence in law enforcement training. The NCP will also simplify access to quality training by aggregating certified courses in a national training catalog. Departments will be able to easily search for certified training from providers from around the Nation that have met the quality standard.

Each year, public safety professionals learn more about the complexities of firefighting. Technology has advanced with that knowledge, allowing first responders to capture critical data and use it to inform future calls. Faced with budgetary and personnel shortages that hamper management of that data, however, fire departments stand to benefit from adoption of cloud-based solutions. Taking on the burden of hardware and software maintenance, Software as a Service (SaaS) greatly mitigates the technical overhead for a firehouse. Cloud computing improves performance, increases access to important information, and lowers the total cost of ownership for software. For fire departments, that efficiency translates into more effective emergency response.

Advancing technology affords police departments the opportunity to make their operations faster and more effective. Some departments are exploring using cloud computing-data stored securely on a third-party system that is accessible instantly across remote locations-to provide digital evidence storage. Although traditional bunkers are still needed to protect physical evidence, the proliferation of digital videos, photos and other records can be easily stored on the cloud to the advantage of law enforcement agencies.

When first responders arrive on a fire scene, they face the unknown. From outside the structure, it is often difficult to predict the situation inside. Because this uncertainty impacts decisions about where to concentrate resources and how to approach and enter the scene, firefighters must prepare for a host of scenarios that can put them in harm's way. Under these circumstances, having more information can lead to a safer environment for firefighters and increase response efficiency. Technology can help responders become better informed as they approach a fire scene and increase the effectiveness of their initial entry. One way that firefighters now obtain this information is through the use of unmanned aerial vehicles (UAV), or drones. These devices extend the reach of firefighters by flying over a variety of hazardous scenes-including those with limited accessibility or excessive risk to humans-and providing valuable information to the responders below.

Car accidents and fires are obvious situations that may require a call to 911. For the most part, doing so does not increase risk for the caller. However, in cases of domestic abuse or abduction, calling 911 can put the victim in grave danger. In these situations, new technology that allows people to silently text to 911 can be life-saving. The National 911 Office is driving the planning and adoption of the text-to-911 service to make communicating with emergency services more dynamic. This begins the process of increasing accessibility and a push for public safety answering points (PSAP) to begin Next Generation 911 (NG911) implementation. Text-to-911 is an interim step between current systems used in PSAPs and NG911 implementation. While there is a national push to upgrade, it is a lengthy and expensive process that will initially limit the availability of the service.
