Law enforcement agencies across the U.S. are still experiencing the effects of a recovering economy. Lowered state funding continues to slash local budgets, compelling many departments to lay off officers. Agencies are faced with the choice to have their remaining officers focus on law enforcement or administrative duties, the former being the priority. As a result, they may look to engage people who are not sworn officers to complete critical administrative tasks. The concept of civilianization is not a new one, but the shift toward civilianization that occurred near the end of the 20th century was substantial. In 1965, the ratio of sworn officers to civilians employed by law enforcement agencies was 8.3:1, and in 1995 the ratio was 2.6:1. In general, civilians have been employed to a greater extent in large metropolitan police departments than small departments. They are employed more in the west than the east, and also are employed in greater proportions in city and county departments than in state agencies. Increasing civilian employment in law enforcement may help organizations address the diminished number of sworn officers. Civilianization of police departments offers many advantages and disadvantages for organizations that should be reviewed before making this transition.

Each year, public safety professionals learn more about the complexities of firefighting. Technology has advanced with that knowledge, allowing first responders to capture critical data and use it to inform future calls. Faced with budgetary and personnel shortages that hamper management of that data, however, fire departments stand to benefit from adoption of cloud-based solutions. Taking on the burden of hardware and software maintenance, Software as a Service (SaaS) greatly mitigates the technical overhead for a firehouse. Cloud computing improves performance, increases access to important information, and lowers the total cost of ownership for software. For fire departments, that efficiency translates into more effective emergency response.

Less than a year after reaching its long-sought goal of 10,000 officers, the Los Angeles Police Department is now seeing a steady decline in its ranks as the city struggles to find enough qualified candidates. Fewer people are applying to join the LAPD and, of those who do, a significantly higher number of them are being disqualified from consideration. A team of heavily armed New York Police Department officers conducted a late-night drill at a closed shopping mall last month in hopes of avoiding a repeat of the chaos that accompanied the mall massacre earlier this year in Kenya, police officials said Tuesday.

Law enforcement training requires a significant investment of resources. The time, money and manpower needed to conduct proper training practices can drain even the largest and most well-funded department. Training compliance is particularly difficult for agencies in smaller communities.

Wearable tech is emerging as a potential resource for law enforcement agencies. New tools like Google Glass can be used in the field as an effective way of protecting officers by providing information and communication support, as well as documenting procedures for use in court. These innovations are not limited to law enforcement, though; firefighters also employ wearable technology. Across the nation, fire departments are investing in small cameras that can withstand high temperatures. These devices are mounted on a helmet to record exactly what a firefighter sees on a scene. Once captured, the information provides opportunities for potential gains in firefighter and fire victim safety.

The Los Angeles County Sheriff's Department acknowledged Tuesday that it hired about 80 officers who should have been disqualified because of problems in their backgrounds including criminal convictions and poor job performance.

All three provide computer servers, data storage and communications capabilities at a central location, allowing clients to access software applications remotely. However, each is designed for a specific business need. Which type of service an organization needs comes down to two basic questions: How much internal technical expertise will be supported by the department? Is the department prepared to invest in ongoing maintenance of software? Often, government agencies benefit by freeing up these resources to address greater needs.

Advancing technology affords police departments the opportunity to make their operations faster and more effective. Some departments are exploring using cloud computing-data stored securely on a third-party system that is accessible instantly across remote locations-to provide digital evidence storage. Although traditional bunkers are still needed to protect physical evidence, the proliferation of digital videos, photos and other records can be easily stored on the cloud to the advantage of law enforcement agencies.

According to estimates from the National Fire Protection Association, there are over 1.1 million firefighters in the U.S. As of 2012, however, professional firefighters comprise the majority in only 15 percent of fire departments across the country. Approximately 70 percent of firefighters are volunteers. Volunteer firefighters are prevalent in the South and the Midwest, especially in rural areas lacking the resources to staff their departments with career firefighters. While these first responders possess skills sufficient to deal with most emergencies, there are instances when the lack of comprehensive firefighter training creates problems.

Over the past few months, numerous media outlets propagated the image of U.S. law enforcement officers in military-grade armor, inferring a formidable police presence and sparking national debate. The use of force constitutes a seizure under the Fourth Amendment. It is analyzed by courts under an objective reasonableness test: the amount of force used in any police encounter must be reasonable in relation to the risks presented. Deadly force is acceptable only if an officer has probable cause to believe that the suspect poses a significant threat of death or serious injury to the officer or others. When an officer exceeds these bounds, supervisors and departments may be subject to liability. Use of force occurs in a relatively small number of interactions between the police and public, but the potential costs in terms of dollars, reputations and lives demand that resources be allocated toward its management. Through standards, education and technology, departments can effectively and proactively limit their exposure to these costs.

New York State is offering a unique training program for law enforcement today in Utica, aimed at giving agencies resources and information to better address critical incidents, such as the death of one of their own in the line of duty or as a result of suicide. The state Division of Criminal Justice Services (DCJS) developed the TRAUMA (Trauma Resources and Unified Management Assistance) program as part of its mission to offer trainings for law enforcement agencies and officers so they can better serve their communities. DCJS Executive Deputy Commissioner Michael C. Green said: "As a former prosecutor, I have seen first-hand the toll that a line-of-duty death or devastating injury can have on a department. Men and women on the front lines of this state's fight against crime may be reluctant to share their grief or on-the-job experiences with co-workers, family, and friends, which can lead to extreme stress. The aim of this training is to provide a line of defense for those officers to help themselves, each other and their families."

When wildfires strike, firefighters are called upon to tame massive blazes, often without the benefit of significant financial support. That could change if a recent proposal from President Barack Obama is approved. The potential budgetary plan would allow the U.S. Forest Service and Department of the Interior to access a FEMA disaster fund for aid when fighting the largest wildfires.

In the year following the Newtown tragedy, police have reassessed the way they'd respond to a similar incident, and a number of departments are learning how to better work with people who have mental health issues or are in crisis.
