The Army released its "Training for Full Spectrum Operations" field manual in December 2008. A few short months later, work had already begun on revisions. The increasingly complex battlefield is prompting the service to rethink the way it trains for war. Troops can find themselves conducting offensive operations, defending against an attack or carrying out stability operations - building schools, meeting with local tribal leaders to help improve citizens' conditions - all in the course of one day. "It's not specifically that you conduct offense, you conduct defense, then you conduct stability operations," said Lt. Gen. Thomas Miller, commanding general of the First Army, Fort Gillem, Ga. "The approach is that those are always intermingled together … It's just the dynamic nature of the fight."

A tactical medical team consists of first responders who are trained in special operations and basic EMT skills. Being trained in both areas allows tactical medics to attend to the wounded as quickly as possible, even when a scene is not secure. By outfitting a crisis response team with at least one of these multifunctional individuals, agencies can save precious time and, as a result, lives.

American forces have not shied away from working with foreign troops. Recently, troops from the U.S. turned their attention to Africa. The annual Border Security Expo, which took place mid-March in Phoenix, brought together 72 different law enforcement agencies from around the world to interact with the largest exhibition of border security products and technology. Such innovations are making a big difference in current U.S. Border Patrol operations, as well as impacting future training and budgets.

Military leaders, government workers and industry professionals recognize that cybersecurity cannot be understated. Last month, many of these minds-including leaders from the Space and Naval Warfare Systems Command (SPAWAR)-gathered in San Diego at the C4ISR Symposium to discuss how to improve cybersecurity for the fleet. Personnel on board U.S. Navy ships must work hard to overcome technical limitations. With a significant number of older vessels failing cybersecurity checks due to outdated software, onboard systems are susceptible to a data breach-an event that could put lives and military operations at risk.

Unmanned aircraft systems can be used in a variety of contexts. Hobbyists fly them for private use, as they might a model aircraft. E-commerce giant Amazon is exploring the use of drones for rapid product delivery. Drones are also used for humanitarian purposes, surveying damage caused by natural disasters. The versatility of drones entices state and local law enforcement agencies, as well. The U.S. Customs and Border Protection, for example, deployed UAS to help monitor areas that are difficult to traverse along the Mexican and Canadian borders. When drones detect movement in these places, the CBP is able to send human agents equipped to deliver medical assistance. For local law enforcement, however, drone use is often misunderstood. As quickly as police departments find ways to leverage the benefits of unmanned vehicles, public criticism of such operations can shut them down. Along with an investment in technology and crafting good policy, public perception is a critical factor that law enforcement needs to address.

Through the first half of fiscal year 2015, the Department of Justice distributed $505 million in grants to law enforcement agencies. This past year was marked by innovative-sometimes controversial-technologies that promise to have significant impact on law enforcement agents, firefighters and EMTs. Prior to a disaster, public safety officials try to equip residents with the proper information and resources to survive catastrophe. Some communities are cultivating a volunteer-driven response by training citizens how to act during an emergency. These initiatives-such as the Citizen Preparedness Corps in New York, Operation Rescue Ready in Virginia and FEMA's Community Emergency Response Teams (CERT)-are intended to help communities withstand the interim between disaster and the arrival of first responders.

Canines play an important role in emergency response by assisting with search-and-rescue operations. Dogs employ superior senses to track down victims and reach locations that may be inaccessible for humans. Veterinary Partner noted that rescue teams need more trained dogs-and-handler pairs to share duties during emergencies and improve victims' chances for survival. Before they can be sent into the field, dogs must undergo standard search-and-rescue training. According to the National Association for Search & Rescue, it typically takes about one year of training for dogs to be ready to complete missions with their handlers. That shared experience can pave the way for both parties to quickly adopt new methods and equipment.

Over the past two years, people adopted smart technology with increasing frequency. According to the Pew Research Center, half of American adults today own a tablet or e-reader. First responders are among the professional groups who have found ways to integrate these devices into their day-to-day operations. As tablets, smartphones and other mobile devices enter the public safety scene, however, agents must not only familiarize themselves with their use, but also understand their benefits and drawbacks.

No matter the industry, your job requires you to develop a particular mindset in order to perform well. Whether you fabricate metal, perform surgery, or control operations in a large company, your mind must be focused on the task at hand. For law enforcement professionals, the right mindset necessitates some cynicism. Cynicism is an inherent part of police culture. Outside of the first responder and military network, law enforcement officers face situations unlike other professions. Officers constantly assess situations by determining the credibility and potential threat of people they encounter. In a 2012 publication, researchers Juha Kaarianen and Reino Siren noted how this practice can slip into other interactions: "The suspicious, cynical attitude of the police towards citizens is a natural consequence of their constant interactions with dangerous unreliable individuals." The cynical mind begins to diminish trust and drives constant assessment of others. Whether on- or off-duty, constant questions linger in an officer's mind: Can you trust that the person approaching you is going to simply walk by without attempting to harm you? Can you trust that the figure walking down a residential sidewalk is not looking for an easy target to attack or the next home to burglarize? A cynical mind may seem like a negative facet of police life, but the ability to carefully assess situations and react accordingly is a sign of a seasoned and well-trained officer.

Every day, police officers encounter situations that invoke and challenge their training. As they try to adhere to department policies, a changing world tests the validity and effectiveness of those decisions. Critical attention is being paid to high-profile incidents involving use of force. Communities are demanding that law enforcement revisit their training content to find tactics that better address concerns of public safety. While that transition may be difficult, injecting technology at key points in police training and operations can help lower resistance to change. Body cameras are already having an impact on policing, and training simulators offer a safe environment in which to prepare for emerging real-world challenges. As a result, officers may be more willing to shift their routines to meet the needs of their communities without sacrificing their own safety.
