Behaviors and reflexes are not changed as easily as the law. In early April, a North Carolina man by the name of Frank Arthur Janssen was kidnapped from his home. Within a few days, law enforcement agencies pinpointed the victim's location through a coordinated search effort. Janssen was ultimately rescued from an Atlanta apartment by an elite counterterrorist unit, the FBI's Hostage Rescue Team.

A well-developed infrastructure can be the difference between citywide resilience and longstanding disorder. Notably, this infrastructure consists of both the coordination of first responders and the physical structures they need to support emergency work. Both of these components impact the way a city reacts to natural disasters or other severe weather disturbances.
