When you dial 911, you expect to be connected with someone who is able to provide emergency services to you in your time of need. But what do you really know about who is answering that emergency line? Telecommunicators are often thought of as the "first, first responder." They collect sufficient information from calls in order to get the proper response to the emergency at hand. One might presume there is a great deal of training and education that precedes procuring a job as a telecommunicator. While that may be true, a standard level of training is rarely required for employment.

Envisage Technologies, a Bloomington-based software company, has signed on as an official collaborator with the National Fallen Firefighters Foundation. For each fire and rescue employee who signs up for access to the company's free online training network, FirstForward®, between April 15 and April 30, 2016, Envisage has pledged to donate one dollar to the Foundation. FirstForward is the nation's first Professional Training Network for first responders. It aggregates training programs and resources, making them more readily accessible to first responders across all disciplines. The FirstForward platform includes a private online community in which first responders can share insights, best practices and personal experiences. Envisage donations will be directed to Foundation programs that honor the fallen, assist their survivors, and help prevent future line-of-duty deaths and injuries.

In recent decades, the nation's prisons have become packed with inmates who suffer from a diagnosed mental illness. As policymakers try to reverse that trend, they're looking at an array of different options, and here in Massachusetts, that's led to increased training on how police officers should interact with mentally ill individuals.

A tactical medical team consists of first responders who are trained in special operations and basic EMT skills. Being trained in both areas allows tactical medics to attend to the wounded as quickly as possible, even when a scene is not secure. By outfitting a crisis response team with at least one of these multifunctional individuals, agencies can save precious time and, as a result, lives.

Police, sheriffs and other law enforcement departments around Minnesota are seeking to shore up their ranks in preparation for a possible large-scale exodus of older, experienced veterans next spring when pension changes could result in a wave of early retirements. Out of about 10,500 peace officers in the state, an estimated 10 percent could be eligible to retire early by May 31, 2014, after which pension reductions will increase for those who retire before they turn 55.

Less than a year after reaching its long-sought goal of 10,000 officers, the Los Angeles Police Department is now seeing a steady decline in its ranks as the city struggles to find enough qualified candidates. Fewer people are applying to join the LAPD and, of those who do, a significantly higher number of them are being disqualified from consideration. In the year following the Newtown tragedy, police have reassessed the way they'd respond to a similar incident, and a number of departments are learning how to better work with people who have mental health issues or are in crisis.

The Los Angeles County Sheriff's Department acknowledged Tuesday that it hired about 80 officers who should have been disqualified because of problems in their backgrounds including criminal convictions and poor job performance.

The switch was thrown quietly in May 2012, hidden inside a 16-page directive, "Gang Violence Reduction Strategy," and largely ignored amid a 60 percent rise in murders in the first quarter alone. With less than a year on the job, McCarthy had already disbanded two special task forces, roving teams that muscled neighborhoods into submission. Now he was betting on what he calls "the next phase of community policing in this world": an emphasis not on the traditional "hot spots" for crime, but on the "hot people" who commit most criminal acts.

Only 4 percent of people who hold degrees in computer and mathematical sciences were employed by the government as of 2008, the report says, compared to 70 percent in the private sector. The lack of talent comes from substantial recruitment and retention barriers.

What each of these stories have in common is that they all arose in states-California, Massachusetts and New York-that do not have laws governing the licensing of law enforcement officers who engage in serious misconduct. Thus, it is up to each department to decide whether to apply discipline-and what kind of punishment, if any, is merited. Similarly, New Jersey, Hawaii and Rhode Island have no police licensing rules. The remainder- 44 states-do have the authority to remove the licenses of unfit police officers.

Firefighters who work at San Francisco International Airport are receiving additional training on how to respond to airplane crashes following the Asiana Airlines accident in which a teenage girl was run over and killed by two emergency vehicles while lying wounded on the runway. Commanding officers from the San Francisco Fire Department's airport division will receive 40 to 80 hours of advanced instruction next year at the Fire Training Research Center at Dallas-Fort Worth International Airport, the San Francisco Chronicle reported Saturday. Instructors from the center already have provided basic disaster response training in San Francisco to 80 of the department's firefighters and paramedics.

The concept stemmed from a desire to address community concerns about rising crime rates through increased citizen involvement. To strengthen relationships with their constituents and improve their own reputations, police officers asked for assistance in solving and preventing crimes in the area. Recent advancements in technology are altering the ways in which law enforcement agencies can incorporate community policing into their operations. By providing an easier and more efficient way for people to report crime and share information, social networks like Facebook and Twitter significantly impact how well police connect with people. Officers who master these digital tools may increase the effectiveness of community policing in their jurisdictions.

Over the past few months, numerous media outlets propagated the image of U.S. law enforcement officers in military-grade armor, inferring a formidable police presence and sparking national debate. Many departments cite the increasing sophistication of weapons and threats of terrorism as motivation to strengthen their resources. Over the past two years, people adopted smart technology with increasing frequency. According to the Pew Research Center, half of American adults today own a tablet or e-reader. First responders are among the professional groups who have found ways to integrate these devices into their day-to-day operations. As tablets, smartphones and other mobile devices enter the public safety scene, however, agents must not only familiarize themselves with their use, but also understand their benefits and drawbacks.

When local law enforcement is able to engage residents in an exchange of information, crime-fighting is more effective. Increasingly, social media is becoming a valuable tool for police and citizens to engage each other. These networks present opportunities to gather and distribute information quickly. Many departments are not able, willing or sometimes allowed to leverage the benefits of this technology. The ones who do so successfully, however, provide a blueprint for peers to follow.

Law enforcement agencies across the U.S. are still experiencing the effects of a recovering economy. Lowered state funding continues to slash local budgets, compelling many departments to lay off officers. Agencies are faced with the choice to have their remaining officers focus on law enforcement or administrative duties, the former being the priority. As a result, they may look to engage people who are not sworn officers to complete critical administrative tasks. The concept of civilianization is not a new one, but the shift toward civilianization that occurred near the end of the 20th century was substantial. In 1965, the ratio of sworn officers to civilians employed by law enforcement agencies was 8.3:1, and in 1995 the ratio was 2.6:1. In general, civilians have been employed to a greater extent in large metropolitan police departments than small departments. They are employed more in the west than the east, and also are employed in greater proportions in city and county departments than in state agencies. Increasing civilian employment in law enforcement may help organizations address the diminished number of sworn officers. Civilianization of police departments offers many advantages and disadvantages for organizations that should be reviewed before making this transition.

In 2014-15, the Ebola virus was a source of devastation for millions in West Africa. The disease-which quickly causes severe hemorrhaging, organ failure, and death-was primarily found in isolated parts of central Africa until the outbreak. The three nations at the center of the epidemic were Guinea, Liberia and Sierra Leone, all of which share borders. According to the Centers for Disease Control, the World Health Organization confirmed more than 11,000 deaths from 28,000 cases of Ebola through the end of August 2015. The Ebola epidemic was a major test for crisis responders in the public health field. First responders and crisis response agencies can learn from the way organizations across the globe worked together to ultimately contain the virus. Examining both global and local efforts reveals some key lessons about readiness in any situation. Some of these lessons may be important immediately, as the Zika virus spreads and becomes a global threat.
