Whether you are a sworn law enforcement officer, EMS professional, corrections officer, or firefighter, being an effective public safety professional requires strong relationships with the public, the media, and each other. As high-profile incidents often bring to light, building and fostering these relationships is a challenge that requires constant attention by even the most congenial professionals. Thankfully, a body of psychological research around intergroup biases can explain not only why this tension between first responders, the public, and the media occurs, but how it can be overcome.

Envisage Technologies, the leading software company for the public safety training and compliance industry, announced that it received a major investment led by Armory Capital, a family investment office. Financial terms were not disclosed. Envisage will use the new capital to solidify the company's position as the dominant training and compliance software platform in the law enforcement and public safety sector. Envisage Technologies is the developer of the Acadis Readiness Suite®; the only training ecosystem platform focused on the needs of public safety. The new funding also will enable Envisage to accelerate its rollout of FirstForward, the Nation's first secure professional learning network for first responders.

Unmanned aircraft systems can be used in a variety of contexts. Hobbyists fly them for private use, as they might a model aircraft. E-commerce giant Amazon is exploring the use of drones for rapid product delivery. Drones are also used for humanitarian purposes, surveying damage caused by natural disasters. The versatility of drones entices state and local law enforcement agencies, as well. The U.S. Customs and Border Protection, for example, deployed UAS to help monitor areas that are difficult to traverse along the Mexican and Canadian borders. When drones detect movement in these places, the CBP is able to send human agents equipped to deliver medical assistance. For local law enforcement, however, drone use is often misunderstood. As quickly as police departments find ways to leverage the benefits of unmanned vehicles, public criticism of such operations can shut them down. Along with an investment in technology and crafting good policy, public perception is a critical factor that law enforcement needs to address.

Several months ago I taught a class on successful strategies and tactics for implementing on-line training and education. The class curriculum required a "status report" on the state of computer based training in public safety. In preparation for the class I conducted a web based survey of public safety trainers and senior staff officers. The reason for this specific group was to better understand and hear from trainers in the classroom and those in budget decision positions.

On February 13, Supreme Court Justice Antonin Scalia died in his sleep at the age of 79, marking only the second time in more than 60 years that a sitting justice on the Court has died. Appointed by President Ronald Reagan and unanimously confirmed by the Senate in 1986, Scalia's 29-year tenure was the longest of any current Supreme Court judge. Scalia's adherence to originalism-a belief that constitutional interpretation should be based on the original meaning of the text-not only set him apart from his contemporaries but also made him more controversial. Regardless of how history interprets Scalia's three-decade legacy on the bench, immediately more impactful for public safety professionals is the uncertainty left in his wake.

A fitness test is an effective and legal device for screening first responders, but only when designed and implemented in a particular way. Though some believe that the daily demands of public safety professionals are enough to maintain adequate levels of fitness, this is a faulty and dangerous assumption. Even though the most common tasks performed by first responders do not involve physical exertion, the primary goal of training and fitness should be to ensure that first responders are able to get to, control and remove a threat to public safety. Because individuals with poor fitness may be incapable of performing these essential tasks, departments with lax or no standards are at risk for lawsuits based on negligence and deliberate indifference. Implementing overly-stringent standards is hardly a panacea for a department's litigation woes. If standards are based on, relative to, or disparately impact members of a protected class, then rejected applicants may allege discrimination under state or federal law.

There are strong correlations between rising temperatures and crime rates. To keep the public safe, leaders need not only to be aware of this relationship, but also to engage peers and the public in developing solutions to the impending resource gaps.

The introduction of the iPhone, and with it the smartphone revolution in 2007, has been both a boon and a bane for law enforcement. While apps and constant connectivity have enhanced police officers' productivity, the legal landscape surrounding society's use of these devices continues to evolve. The resulting uncertainty occasionally leads to makeshift policies, undesirable press coverage, and lengthy court battles. As the law in this domain solidifies, departments must be quick to recognize appropriate tactics and quickly adopt effective policies. A more pronounced area of smartphone jurisprudence centers around citizens recording on-duty police officers, which is now legal in every jurisdiction of the United States. Nevertheless, misunderstandings about two-party consent laws and wiretap statutes have resulted in a substantial number of improper arrests and detentions in recent years. As a result, departments have not only been responsible for more than $1 million in related settlements over the past three years, but have also faced heavy scrutiny by the public and in the media for these events. Through proactive training, departments have an opportunity to stop the bleeding of public trust and shape perception of law enforcement for the better.

As the end of National Safety Month approaches, first responders are reminded not only of the tremendous impact that public awareness can have on preventing common injuries and deaths, but also the unique role they have in fostering that awareness. Pursuant to a recent court case*, first responders have an affirmative duty to act-whether by educating the public or otherwise ensuring their safety-when there is a known and present danger. With more than 177 million Americans relying on natural gas to meet their energy needs, there are few dangers as universally threatening as the fires and explosions resulting from gas leaks. According to the U.S. Department of Transportation Pipeline and Hazardous Materials Safety Administration, pipelines are the safest means of transporting natural gas. Nevertheless, their figures indicate that nearly 900 natural gas pipeline incidents over the past 20 years have resulted in serious bodily injuries or fatalities. As the 2.5 million miles of pipeline nationwide continue to naturally degrade over time, first responders' training about and management of these leaks will become increasingly important.

The primary goal of any first responder is to come home alive. Ongoing training is essential to improve the chances of that happening. To be effective, however, training must evolve to reflect and anticipate future emergency scenarios. Threats of the past become instruction tomorrow.

In the aftermath following the terrorist attacks on September 11, 2001, federal agencies and law enforcement drove home the need for increased information sharing and improved performance throughout the intelligence community. The information failures that plagued the system previous to the attacks demonstrated the consequences of division during a crisis. Had well-run fusion centers been available at the start of this century, the deadliest terrorist attack in history would have resulted in a different outcome.

By aiding first responders in their efforts and providing care for disaster victims, medical centers play a vital role in the success of emergency response. All agencies, including medical institutions, must examine how they act before, during and after an emergency to improve their end-to-end disaster preparedness.

As public funds continue to shrivel, state and local governments are increasingly turning to the Internet to trim technology costs and better manage information services. Cloud computing not only makes it possible to access information from anywhere at any time, but also to shed internal IT infrastructure in favor of renting software applications from remote providers. There are essentially three types of cloud computing services: Software as a Service (SaaS), Platform as a Service (PaaS) and Infrastructure as a Service (IaaS). All three provide computer servers, data storage and communications capabilities at a central location, allowing clients to access software applications remotely. However, each is designed for a specific business need. Which type of service an organization needs comes down to two basic questions: How much internal technical expertise will be supported by the department? Is the department prepared to invest in ongoing maintenance of software? Often, government agencies benefit by freeing up these resources to address greater needs.

Underage drinking is a widespread problem in the U.S. Its prevalence means that law enforcement agencies across the nation must deal year-round with its repercussions. Revisiting the best ways to prevent and disarm alcohol-influenced incidents involving teenagers will allow officers to improve policing practices that keep the public safe.

Bloomington-based Envisage Technologies, the leading provider of law enforcement and public safety training and compliance solutions, announced today that the Wyoming Peace Officer Standards and Training Commission (POST) and Law Enforcement Academy has awarded them a contract for the Acadis® Readiness Suite. This will support legally defensible training and certification records for their 4,000 sworn law enforcement officers.

Difficulty measuring the effects of disaster preparedness has prevented a proper accounting of its benefits, says a paper published by the Institute of Medicine. "In principle, we could evaluate the effectiveness of an investment in preparedness with appropriate measures of outcomes such as response times, property saved, etc.," the paper (.pdf) says. But because emergencies are relatively rare and so different from each other, researchers rely on case studies or other qualitative methods, instead of empirical studies. The authors of the paper, dated Jan. 7, are two emergency medicine professors--Jesse Pines of George Washington University and Seth Seabury of the University of Southern California--and William Pilkington, the public health director for Cabarrus County, N.C.

An active shooter incident, where someone with a gun is actively attempting to kill or harm people in a confined area, merits the swift action of law enforcement. Such an event is typically over in less than 15 minutes, which means immediate and effective measures must be taken to prevent deaths.

The Barnstable Police Department recently received a $126,121 grant from the state Executive Office of Public Safety and Security to train and update training for 82 telecommunicators, including dispatchers, and 10 new police officers in emergency medical dispatch. Everyone currently assigned to the communications desk has had the training, Sweeney said.

Advancements in technology are drastically changing the way public safety agencies carry out their missions. Whether it is employing readiness software to keep better records or using the latest mobile devices to bring critical information to the field, officers must adapt their training and procedures-sometimes radically-to benefit from cutting-edge gadgets.
