During the summer and early fall, hurricanes become a major threat to a significant portion of the U.S. The combination of high winds, heavy rain and potential impact on coastlines can have far-reaching implications for communities, as was evident during storms like Hurricane Katrina and Superstorm Sandy. Many agencies look to scientific forecasts to help prepare for natural disasters, but regardless of what these reports say, first responders must formulate plans and protocols to prepare for the worst.

Over-the-top, paranoid, excessive, obsessive, "it ain't gonna happen to me," or "that kind of stuff doesn't happen here." Pick your adjective or catch phrase used to describe prepared officers. "You don't need all that stuff on-duty,": a full-size handgun, spare magazines, concealed or external body armor, back-up gun, spare flashlight, tourniquet or battlefield dressing, patrol knife, all on your person with a 5.56 carbine spare magazines carried in a shoulder bag in the patrol vehicle as well as rifle rated Level IV armored plates and carrier, and even more equipment in a bag in the trunk.

Police, sheriffs and other law enforcement departments around Minnesota are seeking to shore up their ranks in preparation for a possible large-scale exodus of older, experienced veterans next spring when pension changes could result in a wave of early retirements. Out of about 10,500 peace officers in the state, an estimated 10 percent could be eligible to retire early by May 31, 2014, after which pension reductions will increase for those who retire before they turn 55.

Which type of service an organization needs comes down to two basic questions: How much internal technical expertise will be supported by the department? The events of Sept. 11, 2001 changed airport security forever. Many of the policies put in place in the aftermath of those terrorist attacks persist today. Some businesses encourage employees to join the challenge to create a shared experience for their teams.

Law enforcement agents are trained to handle a variety of life-threatening situations, from talking down a suspect wielding a weapon to evacuating large areas following a natural disaster. Even when officers are well prepared, certain situations may require the assistance of other professionals. These professionals become especially important when law enforcement agents engage people with severe mental illness (SMI). In the U.S., one in four adults experiences mental illness. For 9.3 million Americans the problems can be severe enough to impede their ability to act rationally. Most people suffering a mental illness are not violent, criminal or dangerous. Yet, they are ten times more likely to be incarcerated than committed to a state psychiatric hospital. Increasingly, police officers serve as the first line of contact when those living with mental illness are at their most disoriented.

The use of force constitutes a seizure under the Fourth Amendment. It is analyzed by courts under an objective reasonableness test: the amount of force used in any police encounter must be reasonable in relation to the risks presented. Deadly force is acceptable only if an officer has probable cause to believe that the suspect poses a significant threat of death or serious injury to the officer or others. When an officer exceeds these bounds, supervisors and departments may be subject to liability. Use of force occurs in a relatively small number of interactions between the police and public, but the potential costs in terms of dollars, reputations and lives demand that resources be allocated toward its management. Through standards, education and technology, departments can effectively and proactively limit their exposure to these costs.

The fact is, most computer applications are not designed with disabled users in mind. Trying to navigate the web using a screen reader gave me a new level of appreciation for the amount of effort Envisage Technologies, the company for which I work, has put into improving the overall 508 compliance of the Acadis® Readiness Suite. Section 508 is part of the Rehabilitation Act of 1973, which prohibits discrimination on the basis of disability in programs run by federal agencies, programs that receive federal assistance, in federal employment, and in the employment practices of federal contractors. An amendment to Section 508 requires federal agencies to make electronic and information technology accessible in order to eliminate barriers in information technology and create new opportunities for people with disabilities. The Acadis Readiness Suite is an enterprise software application designed to streamline training management for first responders and other federal, state and local government agencies. While 508 compliance is a requirement for several of our customers, Customs and Border Protection made compliance a priority for this software suite. Their intent was to perform 508 compliance checks on Acadis, and our intent was to be prepared.

Every day, police officers encounter situations that invoke and challenge their training. As they try to adhere to department policies, a changing world tests the validity and effectiveness of those decisions. Critical attention is being paid to high-profile incidents involving use of force. Communities are demanding that law enforcement revisit their training content to find tactics that better address concerns of public safety. While that transition may be difficult, injecting technology at key points in police training and operations can help lower resistance to change. Body cameras are already having an impact on policing, and training simulators offer a safe environment in which to prepare for emerging real-world challenges. As a result, officers may be more willing to shift their routines to meet the needs of their communities without sacrificing their own safety.
