    Este esfuerzo de la máxima casa de estudios del país, es un buen ejemplo de la propuesta que en materia de acceso abierto se realiza en México. Debo decir que, muy a mi pesar, los contenidos de la misma presentan numerosas infracciones ortográficas, que demeritan la calidad de la propuesta ante los ojos tradicionales. Aún así, es algo que se puede subsanar. Las grandes universidades, y las medianas y las pequeñas, pueden jugar un papel de suma importancia en el movimiento de Acceso Abierto, especialmente para el caso de las ciencias sociales y humanidades. La universidad era una institución moribunda en el siglo XIX, y gracias a ella las ciencias sociales se instalaron en el mainstream académico, tal como enseña Wallerstein; en el siglo XXI una universidad revitalizada puede impulsar lo que ya se considera revolución científica.

    An interesting article arguing for the creation of open licenses for data. They make the point that the use of creative commons licenses is mistaken as these are designed for creative work not data or data bases. Unfortunately the argument - which is repeated several times - is not very thoroughly presented. The Talis Community License is mentioned as a possible alternative. The paper dates from 2008 and is thus - apart from the forceful argument for open licenses as the more viable alternative to the public domain - primarily of historical interest. Much progress has been made in the field with Open Data Commons Licenses now being an accepted standard as well as well as country specific licenses such as Open Government License UK, Open Government License Canada or Data License Germany (cf. http://opendefinition.org/licenses/).

For each country, the authors give the background setting, an analysis and critical evaluation of the legal doctrine and inter-relationships, a qualitative assessment and then draw conclusions and make recommendations for improvements to be undertaken to improve the status quo of these challenges.
