The Science of Science & Innovation Policy (SciSIP) program supports research designed to advance the scientific basis of science and innovation policy. Research funded by the program thus develops, improves and expands models, analytical tools, data and metrics that can be applied in the science policy decision making process. For example, research proposals may develop behavioral and analytical conceptualizations, frameworks or models that have applications across a broad array of SciSIP challenges, including the relationship between broader participation and innovation or creativity. Proposals may also develop methodologies to analyze science and technology data, and to convey the information to a variety of audiences. Researchers are also encouraged to create or improve science and engineering data, metrics and indicators reflecting current discovery, particularly proposals that demonstrate the viability of collecting and analyzing data on knowledge generation and innovation in organizations. Among the many research topics supported are:examinations of the ways in which the contexts, structures and processes of science and engineering research are affected by policy decision, the evaluation of the tangible and intangible returns from investments in science and from investments in research and development, the study of structures and processes that facilitate the development of usable knowledge, theories of creative processes and their transformation into social and economic outcomes, the collection, analysis and visualization of new data describing the scientific and engineering enterprise. The SciSIP program invites the participation of researchers from all of the social, behavioral and economic sciences as well as those working in domain-specific applications such as chemistry, biology, physics, or nanotechnology. To realize this goal, the Division of Chemistry at NSF has partnered with the Fonds zur Förderung der wissenschaftlichen Forschung  (Austrian Science Fund) of Austria (FWF), the Fundação de Amparo à Pesquisa do Estado de São Paulo (Foundation for Research Support of the State of São Paulo), Brazil (FAPESP), the Agence Nationale de la Recherche (National Agency for Research) of France (ANR), the U.S.-Israel Binational Science Foundation (BSF), Japan Society for the Promotion of Science (JSPS), the National Research Foundation of Korea (NFR), the Fonds National de la Recherche (National Research Fund) of Luxembourg (FNR), the Russian Foundation for Basic Research (RFBR), and the National Science Council of Taiwan (NSC).  The NSF Division of Chemistry will accept collaborative research proposals in basic research in chemistry, written in English, which establish bilateral collaborations between US investigators and investigators from the countries listed above.

Partnerships for International Research and Education (PIRE) is an NSF-wide program that supports international activities across all NSF supported disciplines. The primary goal of PIRE is to support high quality projects in which advances in research and education could not occur without international collaboration. PIRE seeks to catalyze a higher level of international engagement in the U.S. science and engineering community. International partnerships are essential to addressing critical science and engineering problems. In the global context, U.S. researchers and educators must be able to operate effectively in teams with partners from different national environments and cultural backgrounds. PIRE promotes excellence in science and engineering through international collaboration and facilitates development of a diverse, globally-engaged, U.S. science and engineering workforce.

NSF and selected foreign counterpart science and technology agencies sponsor international research institutes for U.S. graduate students in seven East Asia and Pacific locations at times set by the counterpart agencies between June and August each year. The Summer Institutes (EAPSI) operate similarly and the research visits to a particular location take place at the same time. Although applicants apply individually to participate in a Summer Institute, awardees become part of the cohort for each location. Applicants must propose a location, host scientist, and research project that is appropriate for the host site and duration of the international visit. An EAPSI award provides U.S. graduate students in science, engineering, and education: 1) first-hand research experiences in Australia, China, Japan, Korea, New Zealand, Singapore, or Taiwan; 2) an introduction to the science, science policy, and scientific infrastructure of the respective location; and 3) an orientation to the society, culture, and language. It is expected that EAPSI awards will help students initiate professional relationships to enable future collaboration with foreign counterparts. The NSF award includes participation in the Pre-Departure Orientation, summer stipend of $5,000, and roundtrip airplane ticket to the host location. EAPSI partner agencies pay in-country living expenses during the Summer Institutes.

The Max-Planck Institute for the Study of Religious and Ethnic Diversity, Department of Religious Diversity in Göttingen is offering The Ph.D. fellowships are for 3-4 years. The dissertation will be defended at Utrecht University. The postdoctoral fellowships are for one or two years. The research will be done in collaboration with the Center for the Study of Ethnic and Cultural Diversity in China at Minzu University in Beijing. The projects have to be on the following topics: 1. Study of the relations between Yi and Miao in Sichuan, Yunnan, and Vietnam 2. Study of the effects on ethnic minorities of the opening up of S.W. China to S.E. Asia 3. Social networks beyond ethnicity in China: Case study of the classmates and alumni of Minzu Requirements: For Postdoc: Ph.D. in Social /Cultural Anthropology, Religious Studies, Sociology, Political Science or other related disciplines of the Social Sciences or Humanities. Fluency in English and Mandarin Chinese is expected. For Ph.D. candidates: MA in Social /Cultural Anthropology, Religious Studies, Sociology, Political Science or other related disciplines of the Social Sciences or Humanities. Fluency in English and Mandarin Chinese is expected.

Funded projects will assist the U.S. research and education community by enabling state-of-the-art international network services and access to increased collaboration and data services. Through extended international network connections, additional research and production network services will be enabled, complementing those currently offered or planned by domestic research networks.

Through the program, the foundation awards travel grants of up to $20,000 over an academic year to individual scholars for historical research on Venice and the former Venetian empire and for the study of contemporary Venetian society and culture. Disciplines of the humanities and social sciences eligible for consideration include but are not limited to archaeology, architecture, art, bibliography, economics, history, history of science, law, literature, music, political science, religion, and theater.

The International Research Experiences for Students (IRES) program supports development of globally-engaged U.S. science and engineering students capable of performing in an international research environment at the forefront of science and engineering.  The IRES program supports active research participation by students enrolled as undergraduates or graduate students in any of the areas of research funded by the National Science Foundation.  IRES projects involve students in meaningful ways in ongoing research programs or in research projects specifically designed for the IRES program.

A new program in 'Transformative Science' was launched in 2010. This is a small program of up to 2 awards annually that will receive larger grants than in our regular program. To be awarded a grant, the program must be 'transformative'. The BSF has adopted the NSF definition for 'Transformative Science', which is: Research driven by ideas that have the potential to radically change our understanding of an important scientific concept, or lead to the creation of a new paradigm, or a new field of science. Such research is characterized by its challenge to current understanding or by its pathways to new frontiers.

The United States-Israel Collaboration in Computer Science (USICCS) program is a joint program of NSF and the United States - Israel Binational Science Foundation (BSF).  The program supports research projects that develop new knowledge in the areas of theory of computing; algorithm design and analysis; design, verification, and evaluation of software systems; and revolutionary computing models based on emerging scientific ideas.

The Fellowship Program for Advanced Social Science Research on Japan is a joint activity of the Japan-U.S. Friendship Commission (JUSFC) and the National Endowment for the Humanities. Awards support research on modern Japanese society and political economy, Japan's international relations, and U.S.-Japan relations. The program encourages innovative research that puts these subjects in wider regional and global contexts and is comparative and contemporary in nature. Research should contribute to scholarly knowledge or to the general public's understanding of issues of concern to Japan and the United States. Appropriate disciplines for the research include anthropology, economics, geography, history, international relations, linguistics, political science, psychology, public administration, and sociology. Awards usually result in articles, monographs, books, digital materials, archaeological site reports, translations, editions, or other scholarly resources.

The Public Affairs Section of the U.S. Embassy in Islamabad announces an open competition for a cooperative agreement to establish an Academic Partnership in Business Management & Environmental Sciences between a U.S. educational institution and the Karakoram International University (KIU) in Gilgit, Pakistan. Accredited U.S. four-year colleges and universities meeting the provisions described in Internal Revenue Code section 26 USC 501(c)(3) may submit proposals to pursue institutional or departmental objectives in partnership with the Karakoram International University. Objectives detailed as priorities for this partnership include: curriculum development, collaborative research, professional development for faculty by U.S. counterparts, and faculty and student exchange. The duration of faculty and student exchanges can be managed according to the time required for the specific task or activity of their exchange. KIU has indicated the primary focus areas should be the environmental sciences programs and the business management programs. In addition, KIU has expressed a desire for assistance with laboratory equipment and training, involving environmental sciences students and faculty in research, and launching a program for encouraging entrepreneurial aptitude among youth and facilitating their transition to become entrepreneurs.

Indiana University's African Studies Program invites applications for a short-term residency to conduct research in IU's Libraries/African Studies Collections. Indiana University's African Studies Collection ranks among the top tier of such collections in the U.S. It comprises more than 150,000 volumes of monographs and over 700 serial subscriptions as well as materials in other formats (e.g. posters, slides, film/video, audio tapes, etc). The focus of the collection is on the humanities and social sciences, supporting a wide range of students and faculty in such departments as history, anthropology, fine arts, theatre & drama, literature, folklore, ethnomusicology, communication and culture, linguistics, religious studies, education, political science, business, economics, journalism, and applied health science. This residency is intended for faculty members at Historically Black Colleges and Universities, or at other U.S. colleges / universities with limited Africa collections, to conduct research in Indiana University's libraries and special collections in support of curriculum development or publications. The successful applicant will receive an award that covers domestic travel, accommodations in Bloomington, and a modest per diem for up to two weeks of research. The award will cover expenses up to a maximum of $2,000 and must be used before August 01, 2014. The recipient is expected to reside in Bloomington during the period of her/his award.
