This Dear Colleague Letter provides guidance for U.S. scientists who will request support from the Division of Polar Programs to conduct research on a second research cruise planned for 2018. Swedish research projects are likely to support efforts outlined in the Swedish Road Map for Polar Research. U.S. investigators should propose studies consistent with the Arctic Research Opportunities solicitation to be performed from the ODEN working in the eastern Arctic Ocean or other areas outside of the Bering, Chukchi and Beaufort seas that are typically serviced by the USCGC HEALY and R/V SIKULIAQ. The Expeditions Council is an editorially driven grant program that supports exploration and adventure worldwide.  Proposed projects must have the potential to yield compelling stories and images. Applications are also judged on the qualifications of applicants and their teams, and on the project's merit, uniqueness and safety protocols. The Council consists of representatives of National Geographic editorial divisions (magazines, television, books, website, and so on) who review and vote on grant applications, as well as an advisory board of external consultants. While the Expeditions Council funds a broad range of exploration and adventure, if a project is based on scientific inquiry, applicants must provide detailed methodology.  In addition, all projects must adhere to applicable scientific or professional ethical standards, which are outlined in the grant application and are subject to scientific review The Expeditions Council offers its grantees the opportunity to work effectively with National Geographic's many divisions. Grantees are therefore able to share the results of their expeditions with National Geographic's global audience.

The Directorate for Geosciences (GEO) of the National Science Foundation (NSF) and the Natural Environment Research Council (NERC) of the Research Councils UK (RCUK) are pleased to announce an NSF/GEO-NERC lead agency opportunity. The goal of this opportunity is to reduce some of the current barriers to working internationally. Through a lead agency model, GEO and NERC will address these issues by allowing US and UK researchers to submit a single collaborative proposal that will undergo a single review process.

USAID/Middle East is making a special call for the submission of Concept Papers focused on the Middle East Water Security Initiative (MWSI). The goal of the MWSI is to improve sustainable, long-term access to water for up to 20 million people living in the Middle East. The MWSI will target Egypt, Jordan, Lebanon, West Bank/Gaza, and Yemen and promote sharing of best practices and lessons learned among the five participating countries. To achieve its bold but doable goal, MWSI will engage both international and local actors from the private sector, civil society, public sector, and other organizations to (a) support dynamic young entrepreneurs, researchers, and consumers with opportunities to develop, test, scale-up and market "water-smart" technologies; and (b) increase awareness of and local ability to address water security challenges in the Middle East through behavior change and advocacy campaigns.

Partnerships for International Research and Education (PIRE) is an NSF-wide program that supports international activities across all NSF supported disciplines. The primary goal of PIRE is to support high quality projects in which advances in research and education could not occur without international collaboration. PIRE seeks to catalyze a higher level of international engagement in the U.S. science and engineering community. International partnerships are essential to addressing critical science and engineering problems. In the global context, U.S. researchers and educators must be able to operate effectively in teams with partners from different national environments and cultural backgrounds. PIRE promotes excellence in science and engineering through international collaboration and facilitates development of a diverse, globally-engaged, U.S. science and engineering workforce.

The Division of Ocean Sciences (OCE) offers postdoctoral research fellowships to provide opportunities for scientists early in their careers to work within and across traditional disciplinary lines, develop partnerships, and avail themselves of unique resources, sites and facilities. The fellowship program is intended to recognize beginning investigators of significant potential, and provide them with experience that will establish them in positions of leadership in the scientific community. During tenure, fellows will affiliate with an appropriate research institution(s) and conduct research on topics supported by OCE. The OCE fellowship program has two tracks: 1) Track 1 (Broadening Participation) and 2) Track 2 (International). Fellowships are awards to individuals, not organizations, and are administered by the fellows.

Announced in June 2013 by U.S. Secretary of State John Kerry and former UK Foreign Secretary William Hague and formally launched in October 2013 by Rt Hon. David Willetts MP, the Global Innovation Initiative is a higher education partnership grant opportunity established between the United States and the United Kingdom aimed at strengthening multilateral research collaborations between universities in the U.S., UK, and other selected countries. The Global Innovation Initiative will award grants to university consortia focusing on science, technology, engineering, and mathematics (STEM)-related issues of global significance that foster cutting-edge multinational research and strengthen institutional international partnerships

The Global Innovation Initiative is a joint effort of the United States and the United Kingdom to strengthen global multilateral collaboration through grants to university consortia focusing on science, technology, engineering, and mathematics (STEM)-related issues of global significance that foster cutting-edge multinational research and strengthen institutional international partnerships.

NSF and selected foreign counterpart science and technology agencies sponsor international research institutes for U.S. graduate students in seven East Asia and Pacific locations at times set by the counterpart agencies between June and August each year. The Summer Institutes (EAPSI) operate similarly and the research visits to a particular location take place at the same time. Although applicants apply individually to participate in a Summer Institute, awardees become part of the cohort for each location. Applicants must propose a location, host scientist, and research project that is appropriate for the host site and duration of the international visit. An EAPSI award provides U.S. graduate students in science, engineering, and education: 1) first-hand research experiences in Australia, China, Japan, Korea, New Zealand, Singapore, or Taiwan; 2) an introduction to the science, science policy, and scientific infrastructure of the respective location; and 3) an orientation to the society, culture, and language. It is expected that EAPSI awards will help students initiate professional relationships to enable future collaboration with foreign counterparts. The NSF award includes participation in the Pre-Departure Orientation, summer stipend of $5,000, and roundtrip airplane ticket to the host location. EAPSI partner agencies pay in-country living expenses during the Summer Institutes.

The GEOMM program supports fundamental research on the mechanical and engineering properties of geologic materials including natural, mechanically stabilized, and biologically or chemically modified soil and rock. The program also addresses hydraulic, biological, chemical and thermal processes that affect the behavior of geologic materials. Research at the micro-scale on soil-structure interaction and liquefaction are included in the scope of this program. Support is provided for theoretical studies, constitutive and numerical modeling, laboratory, centrifuge, and field testing. Cross-disciplinary and international collaborations are encouraged.

The Major Research Instrumentation Program (MRI) serves to increase access to shared scientific and engineering instruments for research and research training in our Nation's institutions of higher education, not-for-profit museums, science centers and scientific/engineering research organizations. The program provides organizations with opportunities to acquire major instrumentation that supports the research and research training goals of the organization and that may be used by other researchers regionally or nationally. Each MRI proposal may request support for the acquisition (Track 1) or development (Track 2) of a single research instrument for shared inter- and/or intra-organizational use. Development efforts that leverage the strengths of private sector partners to build instrument development capacity at MRI submission-eligible organizations are encouraged.

In particular, the Antarctic Sciences Section supports research that expands fundamental knowledge of the region as well as research that relies on the unique characteristics of the Antarctic continent as a platform from which to support research. Antarctic fieldwork will be supported for research that can only be performed or is best performed in Antarctica. The Antarctic Sciences Section strongly encourages research using existing samples, models, and data as well as research at the intersection between disciplines.

With generous support from the Cleveland Zoological Society, the Asia Seed Grants Program provides funds to support field conservation and research projects in Asia. Annual awards ranging from $1000 to $3500 will be made to conservation and research initiatives involving wildlife and their habitats, and educational or cultural activities that involve or impact wildlife and their habitats. Ideal projects have clear and direct conservation impact, positively affect local people and create opportunities for capacity building in country. Projects focusing on the following areas of special interest to the Zoo are strongly encouraged to apply: · Wildlife protection · Human wildlife conflict mitigation · Development and promotion of sustainable environmental practices · Habitat protection and restoration · Capacity-building, education/training, community-based conservation and development · Conservation biology, ecology and natural history studies · Species/taxa based projects that focus on species within the Zoo's collection will be given priority.

The Core Fulbright Scholar Program offers over 500 teaching, research or combination teaching/research awards in over 125 countries. Opportunities are available for college and university faculty and administrators as well as for professionals, artists, journalists, scientists, lawyers, independent scholars and many others. In addition to several new program models designed to meet the changing needs of U.S. academics and professionals, Fulbright is offering more opportunities for flexible, multi-country grants.

The International Research Experiences for Students (IRES) program supports development of globally-engaged U.S. science and engineering students capable of performing in an international research environment at the forefront of science and engineering. The IRES program supports active research participation by students enrolled as undergraduates or graduate students in any of the areas of research funded by the National Science Foundation. IRES projects involve students in meaningful ways in ongoing research programs or in research projects specifically designed for the IRES program.

Problems facing world governments, businesses, civil societies, and the international scientific community are increasingly interconnected in nature and rarely fall cleanly within the confines of a national border. In recognition of the fact that global problems require international inquiry to generate effective solutions, and in pursuit of its goal to enable strong international research collaborations, CRDF Global is currently accepting proposals from U.S. researchers who will collaborate with Russian teams in basic research in one of the following three scientific areas:

The Faculty Early Career Development (CAREER) Program is a Foundation-wide activity that offers the National Science Foundation's most prestigious awards in support of early-career faculty who have the potential to serve as academic role models in research and education and to lead advances in the mission of their department or organization. Activities pursued by early-career faculty should build a firm foundation for a lifetime of leadership in integrating education and research. NSF encourages submission of CAREER proposals from early-career faculty at all CAREER-eligible organizations and especially encourages women, members of underrepresented minority groups, and persons with disabilities to apply.
