North India Cyber Security Hackathon - 0 views

    The Public Affairs Section of U.S. Embassy New Delhi (PAS New Delhi) seeks proposals for a project entitled "North India Cyber Security Hackathon." Through this project, a grantee will organize and implement three North India Cyber Security Hackathons in New Delhi, Chandigarh and Dehradun to raise cyber security awareness and build capacity amongst university students in North India with an interest in coding and computer programming. The Hackathons will bring together 60 young programmers (20 from each city) with an interest in coding and computer programming for a 48-hour innovative on-the-spot solution to issues related to cyber security. The participants will be introduced to unique learning modules and qualified mentors. After each hackathon, recipients will promote the solutions/applications across North India in coordination with PAS New Delhi and hacker contact networks. The first hackathon should preferably occur in October 2017 as part of Cyber Security Awareness Month, with the additional two events following the first.

    As described in detail below, this program is intended to encourage collaborations by US and Israeli researchers focused on foundational research in all areas of cybersecurity that is likely to have impacts on the security and trustworthiness of cyberspace in the long term. NSF will fund the US researchers and BSF will fund the Israeli researchers. Proposals must be respondent to the Small category (up to $500,000 over 3 years for the NSF-funded portion) and the Trustworthy Computing (TWC) perspective specified in the NSF Secure and Trustworthy Cyberspace (SaTC) solicitation. US researchers should obtain pre-approval from NSF before submission.     The U.S. Embassy in Baghdad, Iraq invites eligible organizations to submit proposals to assist in the development and implementation of a business mentoring program in southern Iraq geared primarily toward female single heads of household who wish to start their own businesses or enter the job market. U.S. Consulate General Basrah seeks to engage southern Iraqi women who are in positions of increased financial responsibility due to the loss of a family member to armed conflict, violent extremism, and/or sectarian violence. The goal is to enable Iraqi women to meet their essential economic needs and those of their families. Grant objectives are to connect Iraqi women with mentors-preferably female-in the business community, who can teach skills and model strategies that will increase their participation in the local economy, including basic computer skills, resume building, and the use of social media and other online platforms. English training is a desirable, but not required component of the training. Training that facilitates direct contact between the Iraqi diaspora and local women is also desirable. Participants will receive training and access resources as part of a local network of mentors that can provide them real-time tailored feedback and offer ongoing support, advice, and resources to overcome the challenges businesswomen face in the context of southern Iraqi society. The program should also incorporate virtual mentoring sessions with American entrepreneurs - particularly women, and those fluent in Arabic - who can speak to their experiences, offer best practices, and promote linkages between Iraqi and American businesspeople.

Prange Collection and East Asia Collection on topics related to the period of the Allied Occupation of Japan and its aftermath, 1945-1960. Holders of a Ph.D. or an equivalent degree are eligible to apply, as are graduate students who have completed all requirements for the doctorate except the dissertation. The competition is open to scholars in all parts of the world and from any discipline, but historical topics are preferred. University of Maryland faculty, staff, and students may not apply. The application deadline is November 15, 2013.  The grant must be used by October 31, 2014. Grant funds will be disbursed in the form of reimbursement for travel, lodging, meals, reproductions, and related research expenses.     The U.S. Embassy's Public Affairs Section in Moscow (PAS Moscow) invites proposal submissions for a cooperative agreement to provide technical and logistical support for arts and cultural programming in Russia. The grant recipient will work closely with Public Affairs and Cultural Affairs at Mission Russia to identify and select American artists and performers to bring to Russia for short-term programs. Performances may include, but are not limited to music, dance, theater and film/television acting, and culinary arts. The grant may occasionally include programs for artists in the spheres of photography, comic books and graphic arts, computer art and design, arts management, painting, and other visual and graphic art. Individual athletes or groups of athletes may also be supported through this program to demonstrate their talent. The grantee will be responsible for assisting with support in the form of fee negotiation with the artists, visa assistance, in-country and international transportation arrangements, airport pickup, event promotion, procurement of educational and printed materials, and other technical and logistical support as directed by PAS Moscow.     NineSigma, representing the Japan International Cooperation Agency (JICA) ("Client"), seeks technologies and solutions to make effective use of tablet computers designed to aid rice production in Senegal. It is desirable that such a solution is applicable for use even where Internet connection is slow, and does not require technological expertise in information technology.  As it is currently planned, verification testing for this project will be conducted in cooperation with the National Company for the Development and Exploitation of the Senegal River Delta, Senegal River and Faleme Valley (SAED), which is an organization responsible for promoting the development of irrigated farming on the left bank of the Senegal River, and a JICA Technical Cooperation project that provides aid to SAED. If the technology is established following the demonstration, it may potentially be applied nationwide in Senegal, as well as across Africa.

Trillions of network-connected objects are expected to emerge in the global network around 2020. This trend will require novel approaches for network design and modeling, new technologies to manage and control object mobility, and new and more flexible networks with the speed, capacity and environmental characteristics needed to accommodate communications among objects in the emerging world. This program seeks joint Japan-US research projects that leverage each nation's expertise and address these challenges via work in three areas: 1. Network Design and Modeling: Addressing the design, modeling and component interaction challenges associated with increasingly dynamic and heterogeneous network technologies and applications at scale. 2. Mobility: Addressing issues such as security, control, provisioning, naming, discovery, and fast mobility in a world in which mobility is driven by factors such as social networks, the Internet of things, and cyber-physical systems. 3.     This funding opportunity announcement (FOA) addresses the strong need for an electronic repository system in Rwanda. The system will be a web-based monitoring and reporting system to be used by all USG PEPFAR-funded agencies and implementing partners operating in the country, including the Rwandan Ministry of Health, the Rwanda Biomedical Center, and other PEPFAR implementing partners. An initial assessment of the existing electronic system will provide insights on whether or not maintenance, upgrade, or the development of a new platform will address the needs of PEPFAR Rwanda. A flexible and stable platform is needed and will serve as the unique repository of PEPFAR Rwanda program data at the country level. It will be used to generate PEPFAR periodic reports, including the semi-annual and annual progress reports and additional ad hoc requests. The purpose of this FOA is to develop a new system or upgrade and maintain the existing web-based reporting system that has been in place since 2008 and build local capacity within the USG team to manage and maintain the system. The system should include automated checks for data quality. In doing so, the system will add new functionality (e.g., dashboard to easily view achievement of indicators, etc.) as well as add additional data variables to be used for HIV program planning and implementation. The Division of HIV/AIDS at the Rwanda Biomedical Center (RBC) will be one of the major users of the data stored and managed on the system, and the successful applicant will be expected to work closely with this division to refine some of the data elements collected to ensure harmonization with the national system.

    PEPFAR South Sudan collaborates closely with the Republic of South Sudan (RSS) Ministry of Health (MOH) and other key partners to implement the HIV/AIDS National Strategic Plan (NSP) and has developed a five year PEPFAR strategy for the RSS. By targeting geographic areas with high HIV prevalence, PEPFAR will assist the RSS to reach the HIV programmatic goal/tipping point of 16,000 net new HIV patients on treatment and an annual reduction of new HIV infections to below 13,000 by 2017. A primary objective to reach this goal requires improved availability and quality of HIV services for families and other high-impact populations using a public health approach. Under this funding opportunity announcement (FOA), PEPFAR South Sudan prioritizes working in collaboration with the MOH to implement the following approaches: 1) expand HIV testing and counseling (HTC) through high-yield testing approaches, 2) improve access to ART services for pregnant and breastfeeding mothers, their partners, and children, 3) strengthen pediatric HIV testing, care and treatment within a family centered approach, and 4) advance the development of a sustainable infrastructure for South Sudan's workforce. This FOA solicits a combination of capacity building and mentorship for the RSS MOH at the national, state and local levels as well as through direct service delivery to complement the MOH, Global Fund and other partner efforts to scale-up HIV prevention, care and treatment programs in South Sudan.
