The Public Affairs Sections of the U.S. Consulate General Karachi (PAS Karachi) is pleased to announce an open competition for assistance awards through this Notice of Funding Opportunity (NOFO), contingent on funding availability, through the Public Diplomacy Grants Program. The projects set forth in this NOFO support individual and institutional capacity-building in STEM entrepreneurship. Two (2) different projects are described in this NOFO. Organizations may submit one proposal for each project, but no more than one proposal per project. Project 1: Entrepreneurship and Software Engineering: To develop and leverage entrepreneurial skills of women in and around Hyderabad, Sukkur, Khairpur, and Larkana, particularly in the textile industry. Project 2: STEM Hackathon: A STEM hackathon for female programmers in Karachi, Hyderabad, and Quetta, to engage more girls in STEM-related fields; to help women in STEM-related fields to find and connect with mentors; and to identify solutions to career or education-related challenges that women in STEM fields face.

The aims of Science Learning+ are to strengthen the research and knowledge base; bridge the practice and research gap; and/or share knowledge and experience in informal science,technology, engineering and mathematics (STEM) experiences. Furthermore, the initiative seeks to support practice-based research which falls within or across the following priority areas: understanding learning; engagement in STEM; skills development; equity; diversity; access to informal learning settings; and measurement of outcomes. Proposals must address at least one priority area and include:collaborations between at least one organization in the US and one in the UK/Republic of Ireland. In addition, the proposal should include a substantive research program, not solely a public engagement activity; genuine partnerships between researchers and practitioners of STEM engagement; experts from more than one STEM area; and more than one informal STEM learning location, platform, or environment. Proposers should submit a single,comprehensive proposal with two budget components, one for US activities and one for UK/Republic of Ireland activities, to NSF.

The Public Affairs Section of the U.S. Consulate in Kolkata (PAS Kolkata) seeks proposals for a project entitled "Women for Women: Supporting Each Other to Build Sustainable Careers." Under this project, a grantee will partner with PAS Kolkata to host weekly mentoring workshops at the American Center for 20 women between the ages of 20-25 pursuing undergraduate studies in STEM fields in Kolkata who have little to no exposure to the U.S and the American higher education system. The workshops will be conducted by four experts, preferably female alumni of USG programs, who have built successful careers. In addition, each woman will participate in 12 one-on-one virtual exchange sessions with a current STEM student studying in a U.S. university, preferably EducationUSA alumni or STEM Fulbright Fellow. The findings from the virtual exchanges will be incorporated into the workshop to achieve a global perspective of working women professionals. The goal of USAID's TABLA Activity is to improve student outcomes in critical thinking and STEM subjects. This activity's aim is to assist select geographical areas in integrating high-quality teacher training and education into their existing infrastructure. This will be accomplished by improving teacher capacity to incorporate critical thinking and applied knowledge in STEM into classroom teaching.

The U.S. Embassy in Australia invites Australian organizations and individuals to submit proposals for funding of programs that increase mutual understanding between the U.S. and Australia and promote the bilateral relationship. Topic areas eligible for funding include: entrepreneurship and innovation; U.S. policies, society, culture and values; cultural diversity; academic integration and advancement; civic participation; countering violent extremism; global challenges such as climate change, clean energy, promotion of STEM, human rights, economic development, health, LGBTI issues, and marginalized populations. Most grants funded are in the $5,000 to $15,000 range, though proposals for higher amounts will be considered if the project is of particular value to advancing the U.S.-Australia relationship. Proposals that include cost sharing by the applicant or another relevant organization are encouraged.

The U.S. Consulate General in Ho Chi Minh City invites proposals for projects that focus on at least one of the priority women's empowerment programs and target audiences specified including Professional Skills, Science Technology Engineering Mathematics (STEM) and Business, Media & Arts, Civil Society, Women in Politics and Governance, and Underprivileged and Vulnerable Groups.

The U.S. Embassy Baku Public Affairs Section (PAS) is pleased to announce that funding is available through its Annual Program Statement. U.S. Embassy Baku's Annual Program Statement solicits proposals for projects that further the U.S. Mission's public diplomacy goals of expanding and strengthening people-to-people ties between Azerbaijan and the United States, engaging with local media, and building and strengthening local partners through the specific objectives listed. Public diplomacy programming includes cultural programming, educational exchanges, workshops and training for entrepreneurs, English-language programming, innovation in and improvement of education systems, promoting science, technology, engineering and math (STEM) education, and promoting professional journalism. All programs must include a connection with American culture, expert(s), organization(s), or institution(s) in a specific field that will promote increased understanding of U.S. policies and perspectives.

Priority Region: Proposals must be implemented in Lebanon, with priority given to projects implemented partially or entirely in underserved areas. Program Objectives: U.S. Embassy Beirut seeks proposals that promote English language education through youth engagement, women empowerment, community service, Science Technology English Math (STEM), English for Specific Purposes (ESP) or other relevant activities. Key Guidelines: - Applicants can apply as individuals or as groups (for example, a group of alumni), organizations, or as non-profit organizations. - All applicants should be Lebanon-based. - For alumni proposals, partnerships with existing, active alumni organizations are encouraged. - Successful projects should identify and work with appropriate partner institutions. Partner institutions can be engaged to provide expertise as well as cost-share activities. Cost-sharing (financial and/or in kind) is encouraged for a competitive grant. - Each project will evaluated based on its potential sustainability, meaning its ability to reach different audiences and goals during and beyond the grant cycle; projects that demonstrate sustainability will be given preference.

The United States Government, represented by the United States Agency for International Development (USAID) through the Mission in Malawi, is publishing this Request for Information (RFI) in order to provide US and Malawi-based academia, industry, and other stakeholders the opportunity to review, comment, suggest, and input into the development of two potential USAID/Malawi activities that will involve partnerships between US and Malawian Higher Education Institutions (HEIs). The two potential activities will focus on: 1) expanding degree opportunities in Malawi; and 2) strengthening Science, Technology, Engineering and Math (STEM) in Higher Education.

The Public Affairs Section of the U.S. Embassy South Africa of the U.S. Department of State announces an open competition for organizations to submit applications to carry out a program focused on strengthening existing ties and fostering new collaboration between U.S. and African universities. The Public A Priority Region: Project activities must take place in South Africa and the United States, and be directed at South African audiences/participants. Program Objectives: The goal of the University Partnerships Initiative (UPI) is to strengthen existing ties and foster new collaboration between U.S. and South African universities. Focus areas include promoting faculty and student exchanges, facilitating joint research, building administrative capacity, and creating public-private partnerships. Program proposals should address how relationships between institutions will be sustained after U.S. government funded efforts are concluded. Specific Program Objectives: - Promote U.S.-South Africa faculty and student exchanges, particularly the development of dual degree programs that have South Africans complete their studies in their home country and address South Africa's shortage of qualified academic staff. - Facilitate joint research, especially in agriculture, food security, and STEM. - Provide training and transfer skills in all aspects of university administration through subject-matter exchange programs. - Explore public-private partnerships, with an emphasis on commercialization, technology transfer, and job creation.

Organizations interested in submitting Statements of Interest (SOI) outlining project concepts and organizational capacity to implement nonproliferation-related programming may propose activities in response to the SOI that help stem the proliferation of weapons of mass destruction and their delivery systems, as well as irresponsible transfers of conventional weapons, by assisting countries with establishing effective strategic trade and border control systems meeting international standards.

The Social Science Research Council and the Japan Foundation Center for Global Partnership have announced that applications are now open for the Abe Fellowship for Journalists. The fellowship is designed to encourage in-depth coverage of topics of pressing concern to the United States and Japan through individual short-term policy-related projects. Applicants are invited to submit proposals on one of four themes. 1) Threats to Personal, Societal, and International Security: Topics may include food, water, and energy insecurity; pandemics; climate change; disaster preparedness, prevention, and recovery; and conflict, terrorism, and cyber security. 2) Growth and Sustainable Development: Topics may include global financial stability, trade imbalances and agreements, adjustment to globalization, climate change and adaptation, and poverty and inequality. 3) Social, Scientific, and Cultural Trends and Transformations: Topics may include aging and other demographic change, the benefits and dangers of reproductive genetics, gender and social exclusion, expansion of STEM education among women and underrepresented populations, migration, rural depopulation and urbanization, impacts of automation on jobs, poverty and inequality, and community resilience. 4) Governance, Empowerment, and Participation: Topics may include challenges to democratic institutions, participatory governance, human rights, the changing role of NGO/NPOs, the rise of new media, and government roles in fostering innovation.

The U.S. Embassy Ankara, Public Affairs Section of the U.S. Department of State announces an open competition for organizations to submit applications to carry out a program to Support Shared Security, Strengthen Economic Prosperity or Reinforce U.S. - Turkish Shared Values. Priority Region: Projects located outside Turkey's largest cities are considered stronger. Program Objectives: * Support Shared Security - Projects that support and advance cooperation between the U.S. and Turkey on defeating ISIS/Daesh and other extremist groups; projects in Turkey that support advancing stability in Syria; all facets of counterterrorism efforts; and transnational crime. Also projects that support and advance cooperation between the United States and Turkey in NATO and other multilateral security organizations. * Strengthen Economic Prosperity - Projects which promote trade and investment with the United States, and support entrepreneurship and innovation. Projects which support science, technology, engineering, and math (STEM) education among Turkish youth. * Reinforce U.S.-Turkish Shared Values - Projects which build mutual understanding and promote U.S.-culture, including American Studies, English teaching/learning, music, art, sports, and education, and encourage study in the United States. Also projects that support human rights, women's and youth empowerment, LGBT rights, diversity, acceptance of minority groups, and other areas of mutual interest that promote freedom and democracy.

The Office of Citizen Exchanges, Youth Programs Division, of the Bureau of Educational and Cultural Affairs (ECA) announces an open competition for a new program, Global Connections and Exchange: Youth TechCamps. Public and private non-profit organizations meeting the provisions described in Internal Revenue Code section 26 USC 501(c)(3) may submit proposals to conduct seven- to ten-day, academically rigorous technology camps overseas for youth. The camps will be held in four to five of the eligible countries/republics listed below, primarily in calendar year 2014. Through these intensive, in-person technology camps and follow-on virtual exchange components, up to 210 competitively selected U.S and non-U.S. secondary school students will be provided the opportunity to build their digital literacy skills, expand their understanding of the vast array of online resources that can be utilized to promote community engagement and foster change within their communities, and gain a deeper understanding of other countries' cultures. It is the Bureau's intent to award up to two cooperative agreements for an estimated total amount of $500,000.

On behalf of the United States Agency for International Development (USAID), and in partnership with the Indonesian Ministry of Research Technology and Higher Education (Kemristekdikti), IIE announces a pre-solicitation for the USAID Sustainable Higher Education Research Alliances (USAID SHERA) program to increase research capacity in Indonesia through U.S. - Indonesia partnerships. This program will foster long-term research alliances between top-tier Indonesian higher education institutions, affiliate Indonesian higher education institutions, U.S. higher education institutions, private sector partners, and other stakeholders on critical topics of local and global significance.  USAID SHERA seeks to fund approximately five Centers for Collaborative Research (CCRs) on specific topics at top-tier Indonesian institutions in partnership with at least one U.S. higher education institution partner and at least three Indonesian higher education institution partners. The anticipated amount of funding per CCR is US$3 million over four years with the lead Indonesian institution as the primary sub-recipient of the funding. The USAID SHERA team is currently accepting Expressions of Interest (EOIs) through the USAID SHERA website through September 15, 2016. USAID SHERA will review completed EOIs to confirm candidates' eligibility and establish target applicants for the full Request for Applications, to be released by the end of September 2016. Interested U.S. higher education intuitions should contact potential Indonesian applicants directly to discuss participating as a partnership member.

The U.S. Mission to UNESCO (USUNESCO) announces the Notice of Funding Opportunity (NOFO) for a new program to design and administer a three-year grants program aimed at identifying, developing, and expanding the most promising grassroots-led initiatives in Africa to help address the persistent gender gap in science, technology, engineering, arts/design, and math (STEAM) fields. The targeted African countries for the proposed grants program would be: Cameroon, Democratic Republic of Congo, Republic of Congo, Ethiopia, Ghana, Guinea, Kenya, Liberia, Malawi, Mali, Nigeria, Rwanda, Senegal, Sierra Leone, South Africa, Tanzania, Togo, Uganda, and Zimbabwe. This program aims to make progress toward eventually achieving gender parity in STEAM-related fields so that more African women and girls are empowered by the socioeconomic benefits derived from acquiring expertise in these fields and so that more women and girls contribute to innovation by creating, rather than just using, technology.
