The Office of Citizen Exchanges, Youth Programs Division, of the Bureau of Educational and Cultural Affairs announces an open competition for the Pan-Africa Youth Leadership Program. Public and private non-profit organizations meeting the provisions described in Internal Revenue Code section 26 USC 501(c)(3) may submit proposals to provide secondary school students and adult educators the opportunity to explore the primary themes of civic rights and responsibilities, leadership development, respect for diversity, and community engagement through three-week French and English language exchanges in the United States. Support for individual or small group follow-on projects in the home communities of the exchange alumni will complete the program. A total of 110-130 participants will travel to the United States in up to six separate, mixed-country delegations from sub-regions of Sub- Saharan Africa in calendar year 2014. ECA funding will support the planning and implementation of U.S.-based programming, including homestays with American families, and participant international travel.

Foreign Assistance program objective. DRL invites organizations interested in potential funding to submit statements of interest (SOI) outlining program concepts and capacity to manage projects that will foster freedom of expression and the free flow of information on the Internet and other connection technologies around the world. This announcement does not constitute a formal Request for Proposals: DRL will invite select organizations that submit SOIs to expand on their ideas via full proposal separately. This solicitation is focused only on aspects of Internet freedom programming related to technology development.

The purpose of the Responsible, Accountable Democratic Assembly (RADA) program is to strengthen the legislature to become more accountable, representative and independent and to improve civic engagement in the legislative process. The program will pursue three main objectives: Objective 1: Improved public representation in the legislative process. Objective 2: Expanded role of citizens in monitoring the work of Parliament. Objective 3: Role of legislature in providing independent oversight of the Executive branch strengthened.

The Public Affairs Section (PAS) of the U.S. Embassy in Tbilisi, Georgia is pleased to announce an open competition for assistance award through this Request for Proposals (RFP) for the International Affairs Partnership Program with the School of Law and Politics (SLP) at the Georgian Institute of Public Affairs (GIPA). The Public Affairs Section (PAS) invites U.S. academic institutions (U.S. University International Relations/Political Science/Foreign Policy programs) to submit proposals for a three-year partnership project to improve the standard of International Relations instruction and assist in the long-term institutional development of the School of Law and Politics (SLP). The means for achieving this goal may include: faculty development, curricula and materials development, program development (to include joint long-distance MA degree program), professor and student exchanges, and joint research. PAS will award approximately $495,000 for a three year long project.

The United States Government, represented by the United States Agency for International Development (USAID), anticipates issuing a request for applications (RFA), early-May 2013, inviting applications for a Cooperative Agreement to implement the Strengthening Democratic Local Governance Program in South Sudan to strengthen democratic local governance through improving local government's ability to perform its core functions and supporting the development of strong and credible state and local systems. Specifically, the program will engender a bottom-up and inclusive public participatory approach in the decision-making, implementation and accountability of government service delivery and further strengthen linkages within national, state, and local (payam) governments and International/NGOs for better coordination, delivery of services and accountability to the people. Subject to the availability of funds, this competitively awarded five-year, Cooperative Agreement shall focus on implementing projects primarily in high conflict, disaster prone and low resource areas. USAID will advise applicants of project objectives and desired outcome; however, applicants must provide the methodology or approach for implementation of the project. Applicants will have the opportunity to propose a sound, cost effective approach for the Program. Additionally, Applicants are strongly encouraged to consider implementation through a consortium with other organizations including PIOs and local organizations; however, principal responsibility for implementation of the program should rest with the applicant who should act as prime and have final responsibility for implementation and performance monitoring of the program.

The Fellowship Program for Advanced Social Science Research on Japan is a joint activity of the Japan-U.S. Friendship Commission (JUSFC) and the National Endowment for the Humanities. Awards support research on modern Japanese society and political economy, Japan's international relations, and U.S.-Japan relations. The program encourages innovative research that puts these subjects in wider regional and global contexts and is comparative and contemporary in nature. Research should contribute to scholarly knowledge or to the general public's understanding of issues of concern to Japan and the United States. Appropriate disciplines for the research include anthropology, economics, geography, history, international relations, linguistics, political science, psychology, public administration, and sociology. Awards usually result in articles, monographs, books, digital materials, archaeological site reports, translations, editions, or other scholarly resources.

DRL invites organizations to submit proposals outlining program concepts and organizational capacity to manage projects in Vietnam. Our objectives in Vietnam are to: increase Vietnamese citizens? access to alternative, credible information; promote the growth of civil society; and support individuals who use existing institutional platforms to press for increased freedoms and rights in Vietnam. The three principal objectives of the activity are as follows: 1) Increase the representation and engagement of women and youth within political parties, including within leadership structures; 2) Strengthen the internal organizational capacity of political parties; and 3) Improve the ability of political parties to represent and respond to citizens' interests.

The Israeli Inter-University Academic Partnership in Russian and East European Studies is offering a small number of highly competitive postdoctoral fellowships in the field of Russian and East European Studies for the 2014-2015 academic year. These fellowships are offered to researchers across all disciplines in the fields of Humanities and Social Sciences, broadly defined, and will be awarded on the basis of academic excellence. Postdoctoral fellowships are offered to young scholars who have received their PhD degree no earlier than 2009 and no later than June 2014. The fellows will be selected by an international academic committee and then placed in one of the partner universities: Bar-Ilan University, Ben Gurion University of the Negev, The Hebrew University of Jerusalem, Tel Aviv University, University of Haifa. Postdoctoral fellows will be awarded up to 87,500 NIS per year (equivalent to approximately $25,000). In some cases, the fellowships will entail a teaching commitment at the host university.

EES offers summer research scholarships to scholars working on policy relevant projects on East Europe. While Southeast Europe remains a primary focus, projects on Central Europe and the Baltic states are again eligible. Projects should focus on fields in the social sciences and humanities including, but not limited to: Anthropology, History, Political Science, Slavic Languages and Literatures, and Sociology. All projects should aim to highlight their potential policy relevance.

The Individual Advanced Research Opportunities Program (IARO) supports in-depth, primary source research in Eastern Europe and Eurasia. This research is broadly disseminated to targeted policymakers, think tanks and academic institutions in the United States and abroad. The IARO program plays a vital role in building national security, as well as supporting the emergence of a dedicated and knowledgeable cadre of U.S. researchers and specialists who can enrich the U.S. understanding of current, regional issues of importance to the United States.

Indiana University's African Studies Program invites applications for a short-term residency to conduct research in IU's Libraries/African Studies Collections. Indiana University's African Studies Collection ranks among the top tier of such collections in the U.S. It comprises more than 150,000 volumes of monographs and over 700 serial subscriptions as well as materials in other formats (e.g. posters, slides, film/video, audio tapes, etc). The focus of the collection is on the humanities and social sciences, supporting a wide range of students and faculty in such departments as history, anthropology, fine arts, theatre & drama, literature, folklore, ethnomusicology, communication and culture, linguistics, religious studies, education, political science, business, economics, journalism, and applied health science. This residency is intended for faculty members at Historically Black Colleges and Universities, or at other U.S. colleges / universities with limited Africa collections, to conduct research in Indiana University's libraries and special collections in support of curriculum development or publications. The successful applicant will receive an award that covers domestic travel, accommodations in Bloomington, and a modest per diem for up to two weeks of research. The award will cover expenses up to a maximum of $2,000 and must be used before August 01, 2014. The recipient is expected to reside in Bloomington during the period of her/his award.

This fellowship is open to outstanding young professors from universities from developing and emerging countries pursuing advanced research in areas bridging the fields of international and development studies, broadly defined, and working in disciplines such as anthropology, history, law, politics and political science, and economics.  Scholars will spend one academic semester (mandatory duration: 3 months minimum - 5 months maximum) at the Institute to : Share their expertise and experience with students and professors at the Institute ; Further a personal research project ; Participate in teaching courses ; Update and strengthen the curriculum of their course ; Develop their contacts with the international community of the Institute and Geneva area. Scholars receive a contribution towards living expenses. The Scholarship also covers round trip travel to and accommodation in Geneva. The selection will be based on the quality of research. Quality being equal, selection may be guided by an interest in promoting gender and regional diversity. Candidates should demonstrate how their research stay will contribute to their academic career and their home institution.

The Abe Fellowship Program encourages international multidisciplinary research on topics of pressing global concern. The program fosters the development of a new generation of researchers interested in policy-relevant topics and willing to become key members of a bilateral and global research network. In partnership with the SSRC, the Japan Foundation Center for Global Partnership (CGP) established the Abe Fellowship Program as its flagship program in 1991. The Abe Fellowship Program now includes three core elements: the Abe Fellowship, the Abe Fellowship for Journalists, and the CGP-SSRC Policy Forum. Founded through the efforts of Shintaro Abe, former Japanese minister of foreign affairs, the mission of CGP is (1) to promote collaboration between Japan and the United States, with the goal of fulfilling shared global responsibilities and contributing to improvements in the world's welfare, and (2) to enhance dialogue and interchange between Japanese and US citizens on a wide range of issues, thereby improving bilateral relations.

The Fernand Braudel-IFER programme offers postdoctoral fellowships to researchers in the social and human sciences (SHS) who wish to have an international research experience. The Fernand Braudel-IFER incoming programme is intended for researchers from all countries wishing to undertake a research stay in France. The Fernand Braudel-IFER outgoing programme is intended for researchers residing in France, who wish to benefit from a research stay in another European country (EU member states or associates to the FP7 programme). Candidates who wish to make a research stay in Germany should apply to the Fernand Braudel-IFER outgoing/Clemens Heller subprogramme. These research stays are designed to enable researchers to: Carry out a research project in a host laboratory Integrate scientific networks in France and other European countries Build lasting partnerships between their home institution and the host institution

The DAAD/AICGS Research Fellowship Program, funded by a generous grant from the Deutscher Akademischer Austauschdienst (DAAD), is designed to bring scholars and specialists working on Germany, Europe, and/or transatlantic relations to AICGS for research stays of two months each. Fellowships include a monthly stipend of up to $4,725, depending on the seniority of the applicant; transportation to and from Washington; and office space at the Institute. Please note that the DAAD/AICGS Research Fellowship supports fellows conducting research at AICGS in Washington DC. We are unable to support research in Germany/Europe. DAAD/AICGS Research Fellows will be expected to produce a short analytical essay that will be published on the AICGS website and distributed via the Institute's targeted analysis newsletter, The AICGS Advisor. For fellows producing research output of exceptional quality and interest, AICGS will provide opportunities for public presentations to the broader Washington policy community. The Study of the U.S. Branch, Office of Academic Exchange Programs, Bureau of Educational and Cultural Affairs (ECA), invites proposal submissions for the design and implementation of five different Study of the U.S. Institutes for Scholars and Secondary Educators to take place over the course of five to six weeks beginning in June 2014, pending the availability of funds. These Institutes should provide multinational groups of experienced foreign university educators, scholars, teachers, and other professionals with a deeper understanding of U.S. society, culture, values, and institutions. Three of these Institutes will be for groups of 18 foreign university level faculty, focusing on the themes of Contemporary American Literature, Religious Pluralism in the United States, and U.S. Political Thought, and with a total duration of six weeks each. Two additional Institutes will be five-week general survey courses on the United States for a group of 20 foreign secondary educators.
