    The National Science Foundation (NSF) seeks to enhance opportunities for collaborative activities between U.S. and foreign investigators. To realize this goal, the Division of Chemistry at NSF has partnered with the Fonds zur Förderung der wissenschaftlichen Forschung (Austrian Science Fund) of Austria (FWF), the Fundação de Amparo à Pesquisa do Estado de São Paulo (Foundation for Research Support of the State of São Paulo), Brazil (FAPESP), the Agence Nationale de la Recherche (National Agency for Research) of France (ANR), the U.S.-Israel Binational Science Foundation (BSF), Japan Society for the Promotion of Science (JSPS), the National Research Foundation of Korea (NFR), the Fonds National de la Recherche (National Research Fund) of Luxembourg (FNR), the Russian Foundation for Basic Research (RFBR), and the National Science Council of Taiwan (NSC). The NSF Division of Chemistry will accept collaborative research proposals in basic research in chemistry, written in English, which establish bilateral collaborations between US investigators and investigators from the countries listed above.

    In this context, the Division of Chemistry is inviting requests for supplemental funding from its existing awardees who may wish to add a new, or strengthen an existing, international dimension of their award when such collaboration advances the field of chemistry and enhances the U.S. investigator's own research and/or education objectives. NSF's Proposal and Award Policies and Procedures Guide (PAPPG) Chapter VI.E.4, provides specific guidance on preparing a request for supplemental funding. Principal Investigators supported by NSF Division of Chemistry awards are advised to consult with their NSF program director prior to submitting a supplemental funding request. Supplemental funding requests should be submitted no later than April 2, 2018.

    The Science of Science & Innovation Policy (SciSIP) program supports research designed to advance the scientific basis of science and innovation policy. Research funded by the program thus develops, improves and expands models, analytical tools, data and metrics that can be applied in the science policy decision making process. For example, research proposals may develop behavioral and analytical conceptualizations, frameworks or models that have applications across a broad array of SciSIP challenges, including the relationship between broader participation and innovation or creativity. Proposals may also develop methodologies to analyze science and technology data, and to convey the information to a variety of audiences. Researchers are also encouraged to create or improve science and engineering data, metrics and indicators reflecting current discovery, particularly proposals that demonstrate the viability of collecting and analyzing data on knowledge generation and innovation in organizations.     To further scientific and technological cooperation between the scientific communities of Germany and the United States, a Letter of Intent was signed on May 27, 2014 to enable U.S.-based scientists and engineers with NSF-funded CAREER awards to pursue research collaboration with colleagues supported through German Research Foundation (DFG) grants. Connecting researchers with complementary strengths and shared interests promotes scientific progress in solving some of the world's most vexing problems. This international research opportunity is mutually beneficial to the U.S. participants and their hosts through cooperative activities during research visits and also by establishing international research partnerships to enrich future research activities in Germany and the U.S. Under the Letter of Intent, the DFG identifies DFG-funded research groups who wish to host CAREER awardees for research visits of up to one year in connection with their DFG funding.     NSF and selected foreign counterpart science and technology agencies sponsor international research institutes for U.S. graduate students in seven East Asia and Pacific locations at times set by the counterpart agencies between June and August each year. The Summer Institutes (EAPSI) operate similarly and the research visits to a particular location take place at the same time. Although applicants apply individually to participate in a Summer Institute, awardees become part of the cohort for each location. Applicants must propose a location, host scientist, and research project that is appropriate for the host site and duration of the international visit. An EAPSI award provides U.S. graduate students in science, engineering, and education: 1) first-hand research experiences in Australia, China, Japan, Korea, New Zealand, Singapore, or Taiwan; 2) an introduction to the science, science policy, and scientific infrastructure of the respective location; and 3) an orientation to the society, culture, and language. It is expected that EAPSI awards will help students initiate professional relationships to enable future collaboration with foreign counterparts. The NSF award includes participation in the Pre-Departure Orientation, summer stipend of $5,000, and roundtrip airplane ticket to the host location. EAPSI partner agencies pay in-country living expenses during the Summer Institutes.

    Mozambique is at a critical junction of controlling its HIV/AIDS epidemic in order to meet The Joint United Nations Programme on HIV/AIDS (UNAIDS) goal of 90-90-90 by 2020 and 95-95-95 by 2030. Reaching these goals not only requires robust clinical interventions, but simultaneously requires addressing social, cultural, and legal barriers that inhibit equal access to health services for all people living with and affected by HIV. This requires not only the training of those at a local level who interact with people living with HIV/AIDS (PLHIV) or other vulnerable populations but also building the capacity of civil society organizations that can assist with improving uptake of HIV services as well as improving retention and linkages. This NOFO will increase the availability, accessibility, acceptability, and quality of HIV services provided in health facilities or community level by implementing innovative activities that reduce stigma and discrimination, increase retention and linkages of HIV and TB services, improve health facilities’ redress mechanisms, optimize care for HIV and TB patients, and improve patient rights and access to quality services for PLHIV.

    The Office of Cooperative Threat Reduction (CTR), part of the Department's Bureau of International Security and Nonproliferation (ISN), sponsors foreign assistance activities funded by the Nonproliferation, Anti-terrorism, Demining and Related Programs (NADR) account, and focuses on mitigating proliferation risk in frontline states and regions where terrorist threats are on the rise, such as in the Middle East, Africa and Asia. ISN/CTR administers the Chemical Security Program (CSP) in partnership with government, security, academic, and industrial communities to strengthen their ability to prevent chemical attacks. CSP secures chemical weapons-related assets (such as chemicals, equipment, technologies, expertise, and infrastructure) against terrorist networks and proliferant states intent on conducting chemical attacks. To accomplish this mission, CSP sponsors efforts to identify and address chemical security vulnerabilities and to detect and investigate early warning signs of chemical attacks. CSP focuses its resources in countries where non-state actors and returning foreign fighters have demonstrated an ability or interest in using chemical weapons, and seeks to instill sustainable chemical security capabilities in partner countries.

    This NOFO will support achievement of national targets for 2018 antiretroviral therapy (ART) scale-up towards the UNAIDS Fast Track Targets in Ukraine. The recipient will implement innovative and effective recruitment and case management models for persons who inject drugs (PWID) and men who have sex with men (MSM) at the community level. These innovative changes will increase uptake of HIV community based testing and increase ART initiation for these populations. The recipient will pilot risk network-based testing using point-of-care recency assays to link recently infected PWID to care. The project will focus on the six regions with the highest HIV burden (Dnipropetrovsk, Mykolayiv, Odesa, government controlled areas (GCA) of Donetsk, Kyiv City, and Kherson) and continue to work in six additional medium burden oblasts (Cherkasy, Poltava, Chernihiv, Zaporizhzhya, Kirovohrad, and Kyiv). The recipient will also increase the capacity of the Government of Ukraine’s Center for Public Health (CPH) and regional monitoring and evaluation (M&E) centers specialists to conduct data analysis using statistical software and build institutional capacity to conduct economic evaluations of HIV interventions. Illustrative strategic information (SI) activities include development of trainings to support the Ministry of Health (MOH) and the newly established CPH in using statistical software, routine analysis of surveillance data, study design, and research protocol development.
