In this context, the Division of Chemistry is inviting requests for supplemental funding from its existing awardees who may wish to add a new, or strengthen an existing, international dimension of their award when such collaboration advances the field of chemistry and enhances the U.S. investigator's own research and/or education objectives. NSF's Proposal and Award Policies and Procedures Guide (PAPPG) Chapter VI.E.4, provides specific guidance on preparing a request for supplemental funding. Principal Investigators supported by NSF Division of Chemistry awards are advised to consult with their NSF program director prior to submitting a supplemental funding request. Supplemental funding requests should be submitted no later than April 2, 2018.

Emphasis is placed on novel collaborations that bring together scientists preferably from different disciplines (e.g. from chemistry, physics, computer science, engineering) to focus on problems in the life sciences. The research teams must be international. The principal applicant must be from one of the eligible countries. However, other participating scientists and laboratories may be situated anywhere in the world.

The Science of Science & Innovation Policy (SciSIP) program supports research designed to advance the scientific basis of science and innovation policy. Research funded by the program thus develops, improves and expands models, analytical tools, data and metrics that can be applied in the science policy decision making process. For example, research proposals may develop behavioral and analytical conceptualizations, frameworks or models that have applications across a broad array of SciSIP challenges, including the relationship between broader participation and innovation or creativity. Proposals may also develop methodologies to analyze science and technology data, and to convey the information to a variety of audiences. Researchers are also encouraged to create or improve science and engineering data, metrics and indicators reflecting current discovery, particularly proposals that demonstrate the viability of collecting and analyzing data on knowledge generation and innovation in organizations. Among the many research topics supported are:examinations of the ways in which the contexts, structures and processes of science and engineering research are affected by policy decision, the evaluation of the tangible and intangible returns from investments in science and from investments in research and development, the study of structures and processes that facilitate the development of usable knowledge, theories of creative processes and their transformation into social and economic outcomes, the collection, analysis and visualization of new data describing the scientific and engineering enterprise. The SciSIP program invites the participation of researchers from all of the social, behavioral and economic sciences as well as those working in domain-specific applications such as chemistry, biology, physics, or nanotechnology. The Coupling, Energetics, and Dynamics of Atmospheric Regions (CEDAR) program is a broad-based research program with the goal of understanding the behavior of atmospheric regions from the middle atmosphere upward through the thermosphere and ionosphere into the exosphere in terms of coupling, energetics, chemistry, and dynamics on regional and global scales. These processes are related to the sources of perturbations that propagate upward from the lower atmosphere as well as to solar radiation and particle inputs from above. The activities within this program combine observations from ground based and space based platforms, theory and modeling.

The purpose of this Funding Opportunity Announcement (FOA) in Malawi is to strengthen the laboratory systems by training human resources, improving laboratory infrastructure, building capacity in data management and use, and improving quality management systems. The objectives are to provide pre-service and in-service training for various cadre or laboratory staff, and to equip and perform alterations and refurbishments to at least 10 laboratories to perform essential microbiology, mycobacteriology, parasitology, hematology and chemistry. The FOA will also develop laboratory information management systems (LIMS) and improve the use of generated data in decision making, increase quality by supporting laboratories to develop and adhere to quality management systems (QMS), and strengthen quality control and quality assurance. The activities of the program will include health systems strengthening by increasing human resources, implementing necessary alterations and refurbishment to physical infrastructure, improving the specimen referral system, and improving data generation and handling capabilities through an electronic information system.

To further scientific and technological cooperation between the scientific communities of Germany and the United States, a Letter of Intent was signed on May 27, 2014 to enable U.S.-based scientists and engineers with NSF-funded CAREER awards to pursue research collaboration with colleagues supported through German Research Foundation (DFG) grants. Connecting researchers with complementary strengths and shared interests promotes scientific progress in solving some of the world's most vexing problems. This international research opportunity is mutually beneficial to the U.S. participants and their hosts through cooperative activities during research visits and also by establishing international research partnerships to enrich future research activities in Germany and the U.S. Under the Letter of Intent, the DFG identifies DFG-funded research groups who wish to host CAREER awardees for research visits of up to one year in connection with their DFG funding. This Dear Colleague Letter (DCL) invites current CAREER awardees to apply for supplemental funding to support travel for research visits to any identified, appropriate DFG-funded research group. Further, the DCL gives instructions on how to apply and other relevant policies and requirements.

Partnerships for International Research and Education (PIRE) is an NSF-wide program that supports international activities across all NSF supported disciplines. The primary goal of PIRE is to support high quality projects in which advances in research and education could not occur without international collaboration. PIRE seeks to catalyze a higher level of international engagement in the U.S. science and engineering community. International partnerships are essential to addressing critical science and engineering problems. In the global context, U.S. researchers and educators must be able to operate effectively in teams with partners from different national environments and cultural backgrounds. Announced in June 2013 by U.S. Secretary of State John Kerry and former UK Foreign Secretary William Hague and formally launched in October 2013 by Rt Hon. David Willetts MP, the Global Innovation Initiative is a higher education partnership grant opportunity established between the United States and the United Kingdom aimed at strengthening multilateral research collaborations between universities in the U.S., UK, and other selected countries. The Global Innovation Initiative will award grants to university consortia focusing on science, technology, engineering, and mathematics (STEM)-related issues of global significance that foster cutting-edge multinational research and strengthen institutional international partnerships

NSF and selected foreign counterpart science and technology agencies sponsor international research institutes for U.S. graduate students in seven East Asia and Pacific locations at times set by the counterpart agencies between June and August each year. The Summer Institutes (EAPSI) operate similarly and the research visits to a particular location take place at the same time. Although applicants apply individually to participate in a Summer Institute, awardees become part of the cohort for each location. Applicants must propose a location, host scientist, and research project that is appropriate for the host site and duration of the international visit. An EAPSI award provides U.S. graduate students in science, engineering, and education: 1) first-hand research experiences in Australia, China, Japan, Korea, New Zealand, Singapore, or Taiwan; 2) an introduction to the science, science policy, and scientific infrastructure of the respective location; and 3) an orientation to the society, culture, and language. It is expected that EAPSI awards will help students initiate professional relationships to enable future collaboration with foreign counterparts. The NSF award includes participation in the Pre-Departure Orientation, summer stipend of $5,000, and roundtrip airplane ticket to the host location. EAPSI partner agencies pay in-country living expenses during the Summer Institutes.

The GEOMM program supports fundamental research on the mechanical and engineering properties of geologic materials including natural, mechanically stabilized, and biologically or chemically modified soil and rock. The program also addresses hydraulic, biological, chemical and thermal processes that affect the behavior of geologic materials. Research at the micro-scale on soil-structure interaction and liquefaction are included in the scope of this program. Support is provided for theoretical studies, constitutive and numerical modeling, laboratory, centrifuge, and field testing. Cross-disciplinary and international collaborations are encouraged.

Mozambique is at a critical junction of controlling its HIV/AIDS epidemic in order to meet The Joint United Nations Programme on HIV/AIDS (UNAIDS) goal of 90-90-90 by 2020 and 95-95-95 by 2030. Reaching these goals not only requires robust clinical interventions, but simultaneously requires addressing social, cultural, and legal barriers that inhibit equal access to health services for all people living with and affected by HIV. This requires not only the training of those at a local level who interact with people living with HIV/AIDS (PLHIV) or other vulnerable populations but also building the capacity of civil society organizations that can assist with improving uptake of HIV services as well as improving retention and linkages. This NOFO will increase the availability, accessibility, acceptability, and quality of HIV services provided in health facilities or community level by implementing innovative activities that reduce stigma and discrimination, increase retention and linkages of HIV and TB services, improve health facilities’ redress mechanisms, optimize care for HIV and TB patients, and improve patient rights and access to quality services for PLHIV.

Reducing Mercury Use and Increasing Transparency in Ghana's Artisanal and Small-scale Gold Mining Sector. This project aims to facilitate Ghana's development and implementation of laws and regulations for the governance of its ASGM sector in ways that will encourage transparent and responsible management, and which will, in turn, strengthen implementation of Ghana's obligations under the Minamata Convention on Mercury.

The Office of Cooperative Threat Reduction (CTR), part of the Department's Bureau of International Security and Nonproliferation (ISN), sponsors foreign assistance activities funded by the Nonproliferation, Anti-terrorism, Demining and Related Programs (NADR) account, and focuses on mitigating proliferation risk in frontline states and regions where terrorist threats are on the rise, such as in the Middle East, Africa and Asia. ISN/CTR administers the Chemical Security Program (CSP) in partnership with government, security, academic, and industrial communities to strengthen their ability to prevent chemical attacks. CSP secures chemical weapons-related assets (such as chemicals, equipment, technologies, expertise, and infrastructure) against terrorist networks and proliferant states intent on conducting chemical attacks. To accomplish this mission, CSP sponsors efforts to identify and address chemical security vulnerabilities and to detect and investigate early warning signs of chemical attacks. CSP focuses its resources in countries where non-state actors and returning foreign fighters have demonstrated an ability or interest in using chemical weapons, and seeks to instill sustainable chemical security capabilities in partner countries.

This NOFO will support achievement of national targets for 2018 antiretroviral therapy (ART) scale-up towards the UNAIDS Fast Track Targets in Ukraine. The recipient will implement innovative and effective recruitment and case management models for persons who inject drugs (PWID) and men who have sex with men (MSM) at the community level. These innovative changes will increase uptake of HIV community based testing and increase ART initiation for these populations. The recipient will pilot risk network-based testing using point-of-care recency assays to link recently infected PWID to care. The project will focus on the six regions with the highest HIV burden (Dnipropetrovsk, Mykolayiv, Odesa, government controlled areas (GCA) of Donetsk, Kyiv City, and Kherson) and continue to work in six additional medium burden oblasts (Cherkasy, Poltava, Chernihiv, Zaporizhzhya, Kirovohrad, and Kyiv). The recipient will also increase the capacity of the Government of Ukraine’s Center for Public Health (CPH) and regional monitoring and evaluation (M&E) centers specialists to conduct data analysis using statistical software and build institutional capacity to conduct economic evaluations of HIV interventions. Illustrative strategic information (SI) activities include development of trainings to support the Ministry of Health (MOH) and the newly established CPH in using statistical software, routine analysis of surveillance data, study design, and research protocol development.
