This Broad Agency Announcement (BAA) seeks opportunities to co-create, co-design, co-invest, and collaborate in the research, development, piloting, and scaling of innovative interventions for effectively mitigating air, water, and soil pollution, including ocean plastic pollution, electronic and other forms of solid waste in low and middle-income countries (LMICs). The United States Agency for International Development (USAID) invites organizations, companies, academic and research institutions, and investors to propose innovative approaches for preventing and mitigating pollution in countries to promote healthier populations, cleaner environments, and inclusive, sustainable economic growth. USAID's Office of Energy and Infrastructure (E&I) within the Bureau for Economic Growth, Education and Environment (E3/DDI), in cooperation with regional and Global Health Bureaus and selected Missions, developed this BAA for Pollution Prevention & Mitigation to improve the Agency's ability to assist partner countries in solving complex pollution problems that threaten sustainable development. This BAA seeks to engage with a wide range of actors within the global pollution sector to provide innovative interventions and technologies that further the U.S. Government's commitment to improving human health and the environment. Specific opportunities to do so will be provided through Addenda issued under this BAA.

The U.S. Department of State Bureau of East Asia Pacific Affairs (EAP) announces an open competition for organizations interested in submitting applications for a series of small environmental awards to support local and regional small-scale environmental projects in eligible countries in the Pacific Islands region, via the Regional Environmental Office in Suva, at $24,999 or less per award. Since FY 2007, EAP and the Bureau of Oceans and International Environmental and Scientific Affairs (OES) have worked together to award and administer small environmental grants in the EAP region. These awards are funded through EAP regional foreign assistance funds, and managed by the OES Regional Environment, Science, Technology, and Health (ESTH) Officer for the Pacific Island states posted to Suva.Projects should address one or more of the following environmental areas of focus:* Food security: agriculture and/or fisheries* Sustainable economic development* Adaptation to changing environmental conditions, e.g., coastal management* Waste management, including marine litter* Air quality* Maintaining biodiversity and healthy ecosystems * Creation and/or management of marine protected areas * Environment or health-related education (particularly for underserved groups)* Capacity building for scientific research on environmental issues* Deployment of new technology for application to environmental issuesProjects may propose activities targeted through this solicitation in the following countries: Fiji; Kiribati; Marshall Islands; the Federated States of Micronesia; Nauru; Palau; Samoa; Solomon Islands; Tonga; Tuvalu; or Vanuatu.Projects

The special programme "Islam, the Modern Nation State and Transnational Movements" is aimed at researchers who, with an eye to current developments, are examining the emergence of political movements in the Islamic world at the national and/or transnational level. Historical studies are encouraged and supported, together with projects in the areas of religious, cultural or political science: What emancipatory, what modern elements does political Islam promise and integrate? What developments, what connections, what similarities in the key categories, interpretations and claims are to be drawn between pan-Arabism and pan-Islamism at the close of the 19th century and the movements of today? What historical self-descriptions are recognizable in the concepts? Via what specific ideas of communalisation can social radicalisation and mobilisation for violence be legitimised? The special programme takes a look at the dynamics between Islamic teachings, Islamism, nationalism and transnational orientations and environments. Scientific discussion of the countries and regions of the Islamic world should bring together expertise possessing regional and thematic focus in order to allow the problems associated with areas of conflict to be expounded upon, particularly with regard to global influences and processes of cultural exchange. Proposals will be supported that address the particularities and contexts of cultural and historical environments and relationships. The projects' deliverables should be able to make a contribution to diverse and expert discussions in public and political circles. Applications are invited for funding research scholarships and research projects. PhD scholarships are only granted in connection with a research project.

Partnerships for International Research and Education (PIRE) is an NSF-wide program that supports international activities across all NSF supported disciplines. The primary goal of PIRE is to support high quality projects in which advances in research and education could not occur without international collaboration. PIRE seeks to catalyze a higher level of international engagement in the U.S. science and engineering community. International partnerships are essential to addressing critical science and engineering problems. In the global context, U.S. researchers and educators must be able to operate effectively in teams with partners from different national environments and cultural backgrounds. PIRE promotes excellence in science and engineering through international collaboration and facilitates development of a diverse, globally-engaged, U.S. science and engineering workforce.

The National Marine Fisheries Service Southeast Region (Fisheries Southeast Regional Office) is seeking proposals under the Gulf of Mexico B-WET Program. The Gulf of Mexico B-WET program is a competitive, environmental education, grants program that promotes locally relevant, experiential learning in the K-12 environment. Funded projects provide Meaningful Watershed Educational Experiences (MWEEs) for students, related professional development for teachers, and help to support regional education and environmental priorities in the Gulf of Mexico.

The United States Agency for International Development (USAID) invites organizations, companies, government agencies, academic and research institutions, and investors1 to propose innovative approaches to address the diverse set of challenges faced by countries that are striving to achieve universal access to reliable, affordable, and sustainable energy services. USAID's Office of Energy and Infrastructure (E+I) within the Bureau for Economic Growth, Education and Environment (E3), developed this BAA for Energy Sector Self-Reliance to expand the Agency's ability to engage with a wide range of implementing partners and service providers within the global energy sector, and develop new means to rapidly deliver tailored, best-in-class assistance and technologies to help strengthen national and regional energy systems. The opportunity to do so will be provided through subsequent Addenda issued under this BAA.

The Public Affairs Section (PAS) of the U.S. Embassy in Tbilisi, Georgia invites U.S. and Georgian universities, educational institutes and non-profit/non-governmental organizations to submit proposals for a one- to two-year project to improve the standards of Georgian academic research in Georgian universities and educational institutes, and to encourage greater interaction between Georgian academic researchers, civil society, and government policy-makers. The project is meant to strengthen the quantitative and qualitative research skills and the academic writing of young Georgian scholars; raise Georgian scholarship to an international standard; and encourage the publication of Georgian scholarly research in Western academic and/or in Georgian peer reviewed journals in areas directly related to: domestic policy issues (i.e. health care, education, environment, civil service/personnel issues, local government, etc.) and comparative analyses (U.S.-Georgian). The proposal may also include teaching academic English and updating Georgian research library capacities and resources.

Travel bursaries are available to participate in this project, which uses Rachel Carson's 'Silent Spring' to explore the relationship between arts and science research through two workshops at the University of York and Birkbeck, London in 2013, the first at York on Friday 1st March 2013. We can offer a limited amount of bursaries for up to £50 (on provision of receipts) to post-graduates and early career researchers for travel to York. We welcome applications from students across the Humanities and Sciences and hope this will be a lively day full of discussion, inviting participants to share an informal five-minute summary of their work in a final roundtable. National Science Foundation (NSF) and the National Institute of Information and Communications Technology (NICT) of Japan have agreed to embark on a collaborative research program to address compelling research challenges that arise from networks supporting future demands of device proliferation and data objects. This NSF solicitation parallels an equivalent NICT solicitation. Proposals submitted under this solicitation must describe joint research with Japanese counterparts who are requesting funding separately under the NICT solicitation. This research and development program addresses three specific challenges that arise when environments with trillions of device and information objects are connected via networks. Trillions of network-connected objects are expected to emerge in the global network around 2020. This trend will require novel approaches for network design and modeling, new technologies to manage and control object mobility, and new and more flexible networks with the speed, capacity and environmental characteristics needed to accommodate communications among objects in the emerging world. This program seeks joint Japan-US research projects that leverage each nation's expertise and address these challenges via work in three areas: 1. Network Design and Modeling: Addressing the design, modeling and component interaction challenges associated with increasingly dynamic and heterogeneous network technologies and applications at scale. 2. Mobility: Addressing issues such as security, control, provisioning, naming, discovery, and fast mobility in a world in which mobility is driven by factors such as social networks, the Internet of things, and cyber-physical systems. 3. Optical Networking: Finding novel approaches for sustainable high‐speed, high‐capacity, and energy-efficient networks that will accommodate communications required in "beyond trillions of devices and information objects" situations.

The Division of Computer and Network Systems (CNS) supports research and education activities that invent new computing and networking technologies and that explore new ways to make use of existing technologies. The Division seeks to develop a better understanding of the fundamental properties of computer and network systems and to create better abstractions and tools for designing, building, analyzing, and measuring future systems. he U.S. Fish and Wildlife Service (USFWS) and the Mexican Ministry of Environment and Natural Resources (SEMARNAT) are soliciting proposals under the Wildlife Without Borders-Mexico Program for projects that address Mexico's capacity building for biodiversity conservation. Program Goal: Build human and institutional capacity for biodiversity conservation and management in Mexico through training. Of interest are projects that provide direct and significant training to Mexican personnel in terms of the number of individuals trained, the strategic or innovative nature of the training, and the impact of the training on the conservation of biodiversity. Program Objectives: * To address the training needs of Mexican natural resources managers for managing and conserving biodiversity; * To provide local communities access to training that links sound management practices in priority biodiversity areas with the creation of sustainable economic opportunities; * To involve key stakeholder groups to address biodiversity conservation challenges to enable the delivery and implementation of effective conservation actions.

The Mountain Societies Research Institute (MSRI) is a university-wide, interdisciplinary research center dedicated to addressing the challenges and opportunities within Central Asian mountain communities and environments. MSRI's goal is to support and enhance the resilience and quality of life of mountain societies through the generation and application of sound research. MSRI has five objectives: To generate new knowledge on mountain societies from academically sound research; To enhance Central Asian capacity to conduct sound research relevant to mountain societies; To serve as a knowledge hub for scholars, development practitioners and decision-makers; To inform policy and practice through sound research; and To contribute to the development of UCA academic programmes relevant to mountain societies. MSRI, together with its regional and international partners, actively works to transfer knowledge to policy and practice aimed at improving the quality of life for people of the mountain areas in Central Asia, including the Tien Shan, Pamir and Hindu Kush mountain ranges. "The World in the City: Metropolitanism and Globalization from the 19th Century to the Present" is the title of the current Deutsche Forschungsgemeinschaft-funded international and interdisciplinary graduate program, based at the Technische Universität Berlin. (Director Prof. Dr. Dorothee Brantz; Co-Director Prof. Dr. Alexander Nützenadel, HU Berlin.)  The project is a cooperative effort between several Berlin (TU, FU, HU Berlin), New York (Columbia University, Fordham University, New York University, The City University of New York) and Toronto (University of Toronto, York University) universities. In the spring of 2012, 12 graduate students and 2 postdoctoral fellows began their dialogue at the cross-section of historical and interdisciplinary urban studies. While urban researchers primarily define globalization as being a current phenomenon, historians have rarely focused on the role of cities within long-term globalization processes. The IGK hopes to close this research gap and offer a relevant contribution to interdisciplinary urban research within 4 thematic areas (architecture and urban planning; migration and mobility; knowledge and communication; environment and sustainability).

The Kyiv American Center Program will provide all staffing, resource materials, technology infrastructure, technical support and key program activities to administer the Kyiv American Center in Ukraine, which is one of approximately 700 American Spaces supported by the Bureau of International Information Programs (IIP) of the U.S. Department of State. American Spaces exemplify the U.S. commitment to a core tenet of democracy: the citizen's right to free access to information. The American Center in Kyiv will support the foundation of public diplomacy by creating a place for in-person engagement with Ukrainian audiences. The Center will be a technology-forward, welcoming, and engaging environment where Embassy personnel, official visitors, and implementing partners connect with Ukrainians, especially young leaders and young professionals, to inspire dialogue on issues that matter most to U.S.-Ukraine relations. The recipient organization will be responsible for staffing and operating a new stand-alone American Center in downtown Kyiv. Key program activities under this cooperative agreement will include hiring local Ukrainian staff with expertise in program and event management to staff the center; purchasing all necessary technology, materials, and supplies to provide a basis for engagement with Ukrainian audiences; and designing a flexible and dynamic program of activities each month to interact with Ukrainian visitors to the center and encourage visitors to return regularly. Decisions on staffing and program content will be made in consultation with the U.S. Embassy in Kyiv.

The purpose of the "Civil Society: Mutual Accountability Project" is to strengthen the enabling environment for Nepali civil society and media, enhance the capacity of Nepali Civil Society Organizations (CSO) to collaboratively and constructively engage in policy advocacy, and support broad-based, cross-sectoral initiatives that monitor, report, and demand greater effectiveness and accountability in governance and public service delivery.
