This NOFO supports implementation of programs and activities focusing on protecting and improving health globally and further implementing Global Health Security (GHS) through partnerships with health organizations. Its purpose is to advance support for multi-sectoral engagement in human and animal health at all levels in developing strong health systems and resources needed for enhanced surveillance, preparedness and readiness efforts for outbreaks, public health emergencies and health threats. The three main strategic areas are prevent avoidable epidemics, detect threats early, and respond rapidly and effectively to potential events of concern for public health and health security. CDC will leverage resources to promote national initiatives and frameworks that support International Health Regulations (IHR, 2005) core capacities: detect and reduce bio-threats, improve sharing of best practices, use relevant tools to promote health security, strengthen accountability and transparency of data sharing, and participate in regional and international health security initiatives. Outcomes include strengthening capacities to prevent, detect, and respond to potential events of concern for public health and health security and demonstrate improvement in at least 5 GHSA/IHR technical areas to a level of "Demonstrated Capacity" as measured by relevant health security assessment (i.e., World Health Organization (WHO)/IHR Monitoring and Evaluation Framework).

The purpose of ACCESS activity is to build the capacity of Ministry of Public Health (MOPH) actors at the district level and below in all districts in the implementation regions, to design, develop, manage, deliver, monitor and evaluate health services and programs in their catchment areas. The activity will also engage with regional health authorities with limited interventions to ensure coordination, planning and effective management of health activities in their districts. Work at the national level will focus on informing policy, guideline development, as well as advocacy on key health service delivery issues. ACCESS will work to improve the clinical skills and health governance skills of primary health care providers to deliver high quality, accessible preventive and curative health services. To expand the reach of the public health system, the activity will work to improve the skills and motivation of community health volunteers to deliver quality health services and ensure they work under the supervision of their respective CSB. Finally, ACCESS will promote positive health behaviors, including care seeking behaviors in the target communities through a comprehensive and contextualized social and behavior change (SBC) approach and improve the capacity of the MOPH and local institutions to design, implement, and monitor and evaluate SBC activities.

The U.S. Department of State's Bureau of East Asia Pacific Affairs (EAP) announces an open competition for an environmental award of up to 246,850 to support a local and regional small-scale public health project in the Lower Mekong countries of Southeast Asia. Under the Lower Mekong Initiative (LMI) EAP and the Bureau of Oceans and International Environmental and Scientific Affairs (OES) work together to improve human health thereby promoting economic growth throughout the region. Guided by the specific objectives from the LMI 2016-2020 Master Plan of Action, this project seeks to combat Antimicrobial Resistance (AMR) through the development of National AMR Resistance Action Plans. The purpose of the Health Workforce Improvement Program (HWIP) is to address critical human resources challenges in Ethiopia's health sector. The program will build on the work carried out under the Strengthening Human Resources for Health (HRH) Cooperative Agreement (AID-663-A-12-00008) that was awarded to Jhpiego in 2012. The Health Workforce Improvement Program will work with the Ministry of Health (MOH) and Ministry of Science and Higher Education (MOSHE) at the national level and their respective structures at the sub-national levels (regional, zonal and woreda levels), Higher Education Institutes (HEIs) levels that provide healthcare education at national and sub-national, and targeted health worker professional associations to improve the quality of Ethiopia's health workforce. The focus areas of this Activity are: 1. Institutional and individual capacity building to improve the quality of pre-service education for priority clinical cadres to improve the competency of clinical health workers, 2. Improve the human resource for health management and regulation capacity of national and sub-national entities. The program will target program managers at MOH, Regional Health Bureau (RHB) and District Health Office; and faculty at HEIs, building their leadership, management and governance capacity for human resource development and management. 3. The United States (U.S.) Centers for Disease Control and Prevention (CDC) is working to help the Côte d'Ivoire Ministry of Health meet key International Health Regulation (IHR) requirements through implementation of priority Global Health Security Agenda (GHSA) activities. The objectives of this program are to strengthen Côte d'Ivoire's health system capacities to prevent, detect and respond to infectious disease outbreaks and other public health emergencies. This program emphasizes further improving core GHSA priority capacities in disease surveillance, laboratory diagnostics, emergency preparedness and response, public health workforce development, and strengthening of anti-microbial resistance stewardship. This program includes a particular focus on strengthening disease surveillance through the establishment of an event-based surveillance system in high-risk border districts, reinforced through public health staff training and supervision. Surveillance and response capacities will be bolstered through improved laboratory point of care diagnostics and the integration of epidemiologic and laboratory data. This program will also support building Côte d'Ivoire's capacity to respond to disease outbreaks and public health emergencies through the training and mentoring of a cadre of public health workers in each of the 101 districts in Côte d'Ivoire in field epidemiology and emergency preparedness and response, reinforcing these capacities via field simulation exercises.

This project will: 1. Enhance and strengthen ongoing regional cooperation related to the creation of a shared surveillance information platform. 2. Contribute to efficiencies the small Central American countries are seeking to improve laboratory capacity by creating networks of reference laboratories. 3. Develop and implement regional guidelines for biosafety, as well as other guidelines that are appropriately developed regionally. It will strengthen the network of epidemiologists and regional epidemiological training. 4. Strengthen regional communication and the capacity of the countries of the region to respond in a coordinated manner to epidemiological and public health threats. This program addresses the issues of Health Communication; Immunization and Infectious Diseases; Public Health Infrastructure; Respiratory Diseases; and Sexually Transmitted Diseases, and is in alignment with HHS/CDC performance goal(s) to protect Americans from infectious diseases by providing global health promotion, health protection and health diplomacy. Measurable outcomes of the program will be in alignment with one (or more) of the following performance goal(s) the Center for Global Health’s priority areas identified in "Protecting the Nation’s Health in an Era of Globalization: CDC’s Global Strategy for Addressing Infectious Diseases". Priority areas for this cooperative agreement include: 1) implementation of proven disease prevention and control interventions, 2) application of proven public health tools, 3) identification of potential global initiatives for disease control and, 4)public health training and capacity building.

Consolidating and organizing public health expertise and systems within a National Public Health Institute (NPHI) is a successful way for countries to carry out essential public health functions and improve their accountability and efficiency. The CDC, with over 70 years of experience as the U.S. NPHI, is helping countries around the world increase surveillance, laboratory, and outbreak response capacity to improve recognition of and response to health threats. An NPHI coupled with stronger local outbreak detection and response capabilities offers a sustainable solution for building global public health capacity, achieving global health security, and increasing public health impact. This Notice of Funding Award (NOFO) seeks to build upon activities supported by CDC through partnerships with Ministries of Health, National Public Health Institutes, and organizations that have capacity by providing technical assistance supporting the establishment and development of strong NPHI's globally. The CDC seeks to continue strengthening NPHI's so that they are credible, technically expert, apolitical and prioritize the protection of the publics' health.

The purpose of this funding opportunity announcement (FOA) is to strengthen capabilities of the Ministry of Health (MOH) and District Health Teams (DHTs) to conduct the following activities: (1) monitoring and evaluation (M&E) of HIV program including service quality assessment, (2) district led HIV programming (DLP); (3) conducting population case-based surveillance, and lastly (4) strengthening the Ministry of Health (MOH)-owned national Health Management Information System (HMIS), to generate timely, valid, consistent and complete data. This FOA is part of the PEPFAR overall sustainability plan and transition of HIV/AIDS monitoring and evaluation into the primary national health care system towards alignment to the national HIV/AIDS M&E framework and achievement of one national M&E system. The FOA also supports the PEPFAR implementation of a sustainability plan and investments in public health systems, quality improvement, and public health workforce development. At the end of the project, the main expected outcomes include increased use of information for evidence-based decision making, effective health programming at the district levels, and a well-functioning Health Management Information System. All the data collection and reporting activities will emphasize maintaining patients' and participants' confidentiality by treating information that they disclose in a relationship of trust. All of the information provided by patients/participants will be kept confidential and secure in locked rooms/drawers with limited access. Any data analyses will be conducted after all personal identifying information have been removed from electronic datasets.

For over forty years, the U.S. Centers for Disease Control and Prevention (CDC) has partnered with the Government of Kenya (GoK) to protect the health of the Kenyan people and strengthen health systems. The United States Government remains the largest investor in Kenya's health sector. This investment includes PEPFAR (President's Emergency Plan for AIDS Relief), GHSA (Global Health Security Agenda), Malaria, TB, Immunizations and Influenza. This Notice of Funding Opportunity (NOFO) seeks to build upon activities funded by CDC to support USG global health priorities in Kenya through implementation of programs and activities that focus on strengthening public health programs. After five years of implementing and strengthening global health security systems, the USG will continue to advance prevent, detect, and respond strategies to mitigate threats. This NOFO's main outcomes are to: Improve prevention of avoidable epidemics including naturally occurring outbreaks and intentional or accidental releases of dangerous pathogens Improve ability to rapidly detect threats early, including detecting, characterizing, and reporting emerging biological threats Respond rapidly and effectively to public health threats of international concern Strengthen implementation science programs and platforms to improve health outcomes

The NIH Research Education Program (R25) supports research education activities in the mission areas of the NIH.  The over-arching goal of this Fogarty International Center R25 program is to support educational activities that complement and/or enhance the training of a workforce to meet the biomedical, behavioral and clinical research needs in the low-resource, high HIV-burden countries of Ethiopia, Kenya, Malawi, Mozambique, Tanzania, Uganda, Zambia, and Zimbabwe. Major objectives of this FOA are to (1) expand and enhance innovative medical and/or nursing education models; (2) develop strategies that enable graduating health professional students to remain in their home country to practice, serve as faculty, and/or conduct research related to the implementation of PEPFAR and other public health priorities; (3) increase the quantity and retention of health professionals post-training where they are most needed within the country, including in neglected rural areas; (4) evaluate and disseminate best educational practices, including introducing and evaluating innovative training modalities and approaches; (5) enhance the capacity of African health professional students to conduct locally-relevant health research as an integral part of their professional training; (6) build the human and institutional resources needed to support research at the institution; (7) articulate and address national needs with respect to the health professional workforce, through consultation with appropriate stakeholders such as the Ministries of Health and Education; (8) enhance the recruitment and retention of qualified academic faculty; and (9) strengthen a national network of African health professions education and research institutions through partnership with at least one other health professions education institution within the country.

USAID/Cambodia seeks to make a five-year award focused on the goal of improving the quality of public and private health services in Cambodia in a sustainable manner through technical assistance to national and sub-national health systems. The activity will achieve this goal through four objectives: 1) improved policies, guidelines and standards for streamlined quality assurance; 2) increased efficiency and effectiveness of service delivery; 3) strengthened regulatory framework, implementation, and enforcement; and 4) strengthened pre-service public health training. Under these objectives, the award will support the Ministry of Health, Provincial Health Departments, Operational District Offices and Referral Hospital Management to improve the quality of health services through targeted technical assistance and limited introduction of new techniques, approaches, and technologies that improve quality of health services in both the public and private sector. The award will build upon existing, effective quality assurance systems and ensure that they incorporate a focus on USAID/Cambodia's technical priorities (maternal and child health, family planning, nutrition, tuberculosis, HIV and malaria). In addition, a major focus of the award will be ensuring quality of health services provided in the private sector. This will include, but is not limited to, strengthening licensing and regulation of service providers and monitoring of service quality in the private sector toward the development of an accreditation system for both public and private providers.

This notice solicits applications for the Resilient and Responsive Health Systems (RRHS) Initiative - South Sudan, a multi-year program to strengthen human resources for health (HRH) to address public health challenges like HIV/AIDS, tuberculosis (TB) and malaria in South Sudan. This initiative also seeks to achieve health system resiliency by addressing fundamental health systems constraints that impede the availability of and access to quality health services by supporting the implementation of national health strategies and recovery plans to respond to emerging epidemics, prevent, manage and control HIV/AIDS, TB, malaria, and other communicable and non-communicable diseases, and improve population health outcomes.

Health centers improve the health of the Nation¿s underserved communities and vulnerable populations by ensuring access to comprehensive, culturally competent, quality primary health care services.  Health Center Program grants support a variety of community-based and patient-directed public and private nonprofit organizations that serve an increasing number of the Nation¿s underserved. Individually, each health center plays an important role in the goal of ensuring access to services, and combined, they have had a critical impact on the health care status of medically underserved and vulnerable populations throughout the United States and its territories.  The Health Center Program targets the Nation¿s neediest populations and geographic areas by currently funding approximately 1,300 health centers that operate over 9,000 service delivery sites in every state, the District of Columbia, Puerto Rico, the Virgin Islands, and the Pacific Basin

The U.S. government's (USG) Global Health Security Agenda (GHSA) envisions a world safe and secure from global health threats posed by infectious diseases. The U.S. Centers for Disease Control and Prevention (CDC) is assisting the Governments globally to meet key International Health Regulations (IHR) (2005) requirements through the implementation of the GHSA. CDC seeks to partner with the Georgian Ministry of Agriculture, through a cooperative agreement in a collaborative effort to achieve specific goals in three focus areas of the GHSA specifically: 1. workforce capacity development through FELTP, 2. the "One Health" approach through coordination and collaboration, and 3. Laboratory system strengthening. The proposals funded through the cooperative agreement will respond to Zoonotic Disease Prevention of the GHSA by supporting the Georgian National Animal Health Plan, expanding and updating a cadre of the workforce and training of public health veterinarians to work with epidemiologists and laboratorians in the context of evidence-based timely detection and response, and adapting the One Health approach with the expected outcomes of stopping the diseases in animals before they spill-over into humans and strengthening the current surveillance system.

The purpose of this NOFO is to collaborate with implementing partners to support the Indonesia Government, primarily the Ministry of Health (MOH), to achieve Global Health Security Agenda (GHSA) targets; implement International Health Regulations (IHR) core competencies; and prevent, detect, and respond to public health threats by targeting activities to strengthen capacity in four core public health areas: 1) Real-Time Surveillance and Reporting; 2) National Laboratory Systems; 3) Workforce Development; and 4) Emergency Management and Response. Projects considered for this NOFO should build upon the existing public health infrastructure. Activities should address recommendations from the 2017 Joint External Evaluation (JEE), align with the MOH Five Year Strategic Plan, and prioritize gaps identified in the 2018-2022 National Action Plan for Health Security. Recipients will work primarily and directly with partner governments, specifically the MOH and other government entities on the national, regional, and local levels. In addition, projects must incorporate monitoring and evaluation of overall program performance and the progress of projects or activities, including implementation of the GHSA targets.

Under the 2016 - 2020 Country Development Cooperation Strategy (CDCS), USAID/Zimbabwe anticipates awarding a five-year $25 million cooperative agreement to provide technical assistance to the Ministry of Health and Child Care (MOHCC) at the national level and in Manicaland province. This award will be made through a full and open competition, under which any type of organization is eligible to apply. Building on the achievements of current USAID-supported activities, the purpose of the activity is improved maternal, youth, and child health and survival in beneficiary communities and populations. This activity will improve the health of women, youth, and children in Manicaland by strengthening maternal, newborn, child health and family planning (integrated MNCH-FP) service delivery throughout the continuum of care, i.e., from the home, to the community, to the primary care facility, and to the tertiary referral hospital. Continuum of care refers to a concept involving a system that guides and tracks patients over time through a comprehensive array of health services spanning all levels and intensity of care. Integrated MNCH-FP service delivery refers to combining together MNCH and FP health services in order to expand access to care, increase efficiencies, and improve health outcomes. The activity will also increase access to a broader range of family planning methods through outreach services at the national level.

This single-source funding opportunity announcement (FOA) Enhancing Public Health Emergency Preparedness and Response Capacities in the Americas in Collaboration with the National Center for Prevention Programs and Disease Control (CENAPRECE) in Mexico invites an application for a five-year cooperative agreement between the Department of Health and Human Services(HHS) Office of the Assistant Secretary for Preparedness and Response (ASPR) and the U.S.-Mexico Foundation for Science (FUMEC) to support CENAPRECE (an agency within Mexico Secretariat of Health [SALUD]). The envisioned ASPR-FUMEC-CENAPRECE collaboration sustains and advances the long-standing relationship between the United States and Mexico aimed at safeguarding each country from public health threats and fulfilling the goals of multiple international frameworks and agreements, including the International Health Regulations (2005) (IHR) (http://www.who.int/ihr/publications/9789241580496/en/). Projects and activities proposed by CENAPRECE for this agreement will combine strategic coordination of public health preparedness and emergency response programs as well as technical collaborations to strengthen the capacities of both countries and the region to prevent, detect, report, and respond to public health emergencies of all types, focusing on pandemic influenza, other emerging infectious diseases, and chemical, biological, and radiological (terrorism) hazards.

This program will provide training for public-health professionals and students in basic and applied public-health science, and public-health program planning, implementation and evaluation on a regional level; 2. Strengthen regional, national and local capacity in Central America to conduct public-health science; to plan, implement and evaluate public-health programs and surveillance systems; and to develop interventions; 3. Support national and regional disease prevention, detection, and control efforts in Central America, including rapid response to public health emergencies; and 4. Incorporate lessons learned from evaluations and assessments of programs to control and eradicate diseases in Guatemala and the Central America Region, and ensure sharing of expertise with public-health partners in the Region.

Malawi faces chronic shortages, skill mix imbalances, and uneven geographical distribution of professionally qualified health workers such as medical doctors, clinical officers, nurse midwives, and allied health professionals. The purpose of this Funding Opportunity Announcement (FOA) is to provide technical assistance (TA) to the Government of Malawi in support of the national HIV response through the secondment of technical assistance (Technical assistants recruited and posted to requesting institutions to continue support to the HIV program (TA positions for Care and Treatment, Logistics and Supply Chain, Monitoring and Evaluation)) to the Ministry of Health (MOH) and other organizations, implementation of a fellowship program to develop technical and leadership capacity for HIV program management, provision of technical assistance to regulatory bodies (Medical Council of Malawi, Nurses and Midwives Council of Malawi and Pharmacy Medicines and Poisons Board), and improvement of the quality of in-service and pre-service education for critical health worker cadres in collaboration with Ministry of Health and training institutions under the University of Malawi and the Christian Health Association of Malawi (CHAM).
