The International Research Network Connections (IRNC) program supports high-performance network connectivity required by international science and engineering research and education collaborations involving the NSF research community. NSF expects to make 1-2 awards to link U.S. research networks with peer networks in Europe and Africa and leverage existing international network connectivity. High-performance network connections funded by this program are intended to support science and engineering research and education applications, and preference will be given to solutions that provide the best economy of scale and demonstrate the ability to support the largest communities of interest with the broadest services. Funded projects will assist the U.S. research and education community by enabling state-of-the-art international network services and access to increased collaboration and data services. Through extended international network connections, additional research and production network services will be enabled, complementing those currently offered or planned by domestic research networks.

Each program assisted with federal funds must enhance primarily the international academic program of the institution. Eligible activities may include but are not limited to: Development of a global or international studies program that is interdisciplinary in design; Development of a program that focuses on issues or topics, such as international business or international health; Development of an area studies program and programs in corresponding foreign languages; Creation of innovative curricula that combine the teaching of international studies with professional and preprofessional studies, such as engineering; Research for and development of specialized teaching materials, including language instruction, i.e., business French; Establishment of internship opportunities for faculty and students in domestic and overseas settings; and Development of study abroad programs.

USArtists International (USAI) is committed to ensuring that the impressive range of expression of the performing arts in the United States is represented abroad, and that the creative and professional development of American artists is enhanced through participation at significant international festivals.  Performances at important festivals provide American artists with opportunities for the exchange of ideas and practices with their colleagues in other countries, as well as exposure to new and larger audiences.  It is our hope that participation of exemplary artists from the United States in international festivals will help develop audiences for, and greater appreciation of, the excellence, diversity and vitality of the American performing arts. Through USAI, grants are available to American dance, music and theater ensembles and solo performers that have been invited to perform at significant international festivals anywhere in the world outside of the United States.  

This project is authorized by the following legislation: 7 USC 3291, International agricultural research, extension, and teaching, authorizes the Secretary in part (a) to (1) exchange research materials and results with the institutions or persons, and (5) work with transitional and more advanced countries in food, agricultural, and related research, development, teaching, and extension (including providing technical assistance, training, and advice to persons from the countries engaged in the activities and the stationing of scientists and other specialists at national and international institutions in the countries). The Office of Agreements and Scientific Affairs (OASA), International Regulations and Standards Division (IRSD) is a division of the Foreign Agricultural Service (FAS), an agency within the U.S. Department of Agriculture. IRSD's strategic goals are to monitor and enforce Sanitary and Phytosanitary (SPS) obligations in accordance to the World Trade Organization's (WTO) SPS Agreement, to advance the adoption of science-based international standards and regulations, and to coordinate with other U. S. government agencies to support United States Government's (USG) SPS priorities. OASA works with a number of other U.S. government agencies (e.g., U.S. Trade Representative, Food and Drug Administration (FDA), and Environmental Protection Agency (EPA), Department of Commerce, and USDA sister agencies), international organizations, and industry to promote the trade of safe food products globally.

Administered by the Mid Atlantic Arts Foundation, the USArtists International program supports performances by American artists at important cultural festivals and arts marketplaces around the globe. USAI encourages and promotes the vibrant diversity of American artists and creative expression in the performing arts by expanding opportunity and exposure to international audiences, encouraging international cultural exchange, and enhancing the creative and professional development of U.S. based artists by providing connections with presenters, curators, and artists around the world. Grants of up to $15,000 will be awarded to American dance, music, and theater ensembles and solo performers that have been invited to perform at international festivals and/or for performance engagements that represent extraordinary career opportunities anywhere in the world outside the U.S.

The Bureau of Human Resources, Office of Recruitment, Examination and Employment (HR/REE), of the US Department of State announces a funding opportunity for one assistance award to conduct all programmatic, financial and administrative activities for the 2018 Charles B. Rangel International Affairs Graduate Fellowship Program and the Charles B. Rangel International Affairs Summer Enrichment Program. The Rangel program is one of the Department of State's premiere diversity recruitment programs and fundamental to increasing the representation of diverse groups in the U.S. Foreign Service. The Charles B. Rangel International Affairs Graduate Fellowship Program provides financial assistance towards completion of a master's degree followed by a five year service commitment in the Foreign Service of the Department of State. The Charles B. Rangel International Affairs Summer Enrichment Program is a six week academic summer program which serves as an important State Department Foreign Service recruiting tool.

The International Research Experiences for Students (IRES) program supports international research and research-related activities for U.S. science and engineering students. The IRES program contributes to development of a diverse, globally-engaged workforce with world-class skills. IRES focuses onactive research participation by undergraduate or graduate students in high quality international research, education and professional development experiences in NSF-funded research areas. The overarching, long-term goal of the IRES program is to enhanceU.S. leadership in research and education and to strengthen economic competitiveness through training the next generation of research leaders. This solicitation features three mechanisms; proposers are required to select one of the following tracks to submit their proposal. Track I focuses on the development of world-class research skills in international cohort experiences.

The centers funded will: Be national resources for the teaching of improved business techniques, strategies, and methodologies that emphasize the international context in which business is transacted; Provide instruction in critical foreign languages and international fields needed to provide an understanding of the cultures and customs of U.S. trading partners; Provide research and training in the international aspects of trade, commerce, and other fields of study; Provide training to students enrolled in the institution or institutions in which a center is located; Serve as regional resources to local businesses by offering programs and providing research designed to meet the international training needs of such businesses; and Serve other faculty, students, and institutions of higher education located within their respective regions.

VentureWell, with the support from the Whitaker International Program, is implementing a new grants program, BME-IDEA International: Developing Global Connections for US-based BME Design Faculty and Students. The BME-IDEA International grants program will support collaborative project opportunities for US-based BME design students and faculty across the BME-IDEA global network and will connect faculty members of the consortium to share resources, best practices, ideas, curriculum, knowledge, challenges, and opportunities around innovation in BME design. The two goals of the BME-IDEA International grants program are to: 1) Build strong partnerships between US-based and global BME design and innovation programs, including exchanges of faculty, students, resources, and best practices. 2) Foster the development of US-trained leaders in BME design and innovation who understand the challenges of teaching and practice in this field around the world, especially in low- and middle-income countries (LMIC) in Africa and Latin America. Faculty Grants: Grants of up to $4,000 will be awarded to US-based faculty for global project explorations and/or experiences to enhance their professional development and knowledge base within the field of biomedical design and innovation.  Student Grants: Grants of up to $9,000 will be awarded to student teams for the development and implementation of BME projects focused on innovation, design, and entrepreneurship.

The Cultural Programs Division within the Office of Citizen Exchanges, in the Bureau of Educational and Cultural Affairs (ECA) announces an open competition, pending the availability of funds, for four projects under the FY13 Creative Arts Exchange (CAE). CAE initiatives are arts-based international people-to-people exchanges that support and further U.S. Department of State foreign policy objectives. Programs are implemented in close coordination with U.S. Embassies and Consulates abroad. Eligible themes and/or artistic genres for CAE initiatives are determined annually based on ECA strategic priorities. Under the FY2013 CAE Open Competition, ECA will accept project proposals under the following themes: Economic Statecraft and the Arts, Arts in Collaboration, Community Engagement through the Arts, and Professional Development in the Arts. The goals of the Creative Arts Exchange are to promote mutual understanding between the people of the United States and the people of other countries; provide unique opportunities for artistic collaboration, engagement and/or performance between American artists and international participants; convey the diversity and high artistic merit of the arts in America as well as increasing awareness and understanding of American art, culture, values and society for international participants and audiences; foster opportunities for educational outreach and community engagement with diverse and underserved communities, especially youth, women, and persons with disabilities; engage participants in instructive and informative experiences in their art form; and create opportunities for sustaining relationships and collaboration between U.S. and international artists and institutions that endure beyond program duration.

The Terra Foundation for American Art actively supports projects that encourage international scholarship on American art topics, as well as scholarly projects with focused theses that explore American art in an international context. Academic funding is available for symposia, colloquia, and scholarly convenings on American art (pre-1980) that take place: In Chicago or outside the United States, or In the United States that examine American art within an international context and/or include a significant number of international participants.

The Howard Hughes Medical Institute (HHMI) and partners, the Bill & Melinda Gates Foundation, the Wellcome Trust, and the Calouste Gulbenkian Foundation, today announced an international program to select up to 50 outstanding early career scientists. The program's aim is to help develop scientific talent worldwide. The program represents a key piece in HHMI's efforts to expand and enhance its support of international scientific research in the life sciences. "We are pleased to be joined in this initiative by the Bill & Melinda Gates Foundation, the Wellcome Trust, and the Gulbenkian Foundation," said HHMI President Robert Tjian. "Each organization shares a commitment to building international scientific capacity by identifying and supporting outstanding early career scientists who have the potential to be scientific leaders." HHMI and its partners have committed a total of $37.4 million for the International Research Scholars Program and will award each scientist who is selected a total of $650,000 over five years. The competition is open to scientists who have trained in the U.S. or United Kingdom for at least one year. Additionally, eligible scientists must have run their own labs for less than seven years, and work in one of the eligible countries.

The Bureau of International Narcotics and Law Enforcement Affairs (INL) is responsible for the development, supervision, coordination, and implementation of international narcotics control assistance activities and international criminal justice issues for the US Department of State (DOS). The Office of Africa and Middle East Programs (INL/AME) is the designated lead for capacity building with criminal justice sector institutions in the Middle East, in particular with Lebanon. The goal of this project is to increase the ISF's capability to administer a correctional system that is consistent with international standards through having a proper classification system, institutionalized SOP's and a corresponding curriculum with sufficient training that will improve the safety of corrections officers and inmates.

The Borlaug International Agricultural Science and Technology Fellowship Program (Borlaug Fellowship Program) advances USDA's agricultural research goals of promoting collaborative programs among agricultural professionals of eligible countries, agricultural professionals of the United States, the international agricultural research system, and United States entities conducting research by providing fellowships to individuals from eligible countries who specialize or have experience in agricultural education, research, extension, or other related fields. Fellowships promote the expansion of domestic and international markets in eligible countries by educating a new generation of agricultural scientists, increasing scientific knowledge and collaborative research to increase trade and agricultural economic activity by extending that knowledge to users and intermediaries in the marketplace. The collaborative nature of the training and research programs not only benefits the Fellow, his or her home institution, and partner country; the U.S. host institution, its professors, researchers, and students; and the global agricultural sector by improving agricultural productivity, systems, and processes in partnering nations through the transfer of new science and agricultural technologies. As part of the Borlaug Fellowship Program, Fellows will attend the Borlaug Dialogue International Symposium (Borlaug Dialogue) hosted by the World Food Prize in Des Moines, Iowa during the week of October 11, 2020.

The NOAA Coral Reef Conservation Program (CRCP) provides matching grants for international coral reef conservation projects. CRCP solicits proposals that will support the NOAA Coral Reef Conservation Program's International Strategy 2010-2015 (International Strategy). The International Strategy focuses on supporting existing regional efforts in four priority regions based on their interconnections with U.S. reef ecosystems and existing initiatives and partnerships. The following three priority regions will be considered under this Federal Funding Opportunity: the Wider Caribbean, South East Asia and South Pacific, and Micronesia. Funding for the Fiscal Year 2018 competition is subject to the availability of Congressional appropriations and is expected to be approximately $600,000. NOAA expects each applicant will request between $75,000 and $300,000 annually for an award with a project period up to two years. Funding after the first year generally depends on future Congressional appropriations, NOAA/CRCP priorities, and recipient performance in the first year(s) of the award.

The Office of Cooperative Threat Reduction (CTR), part of the Department's Bureau of International Security and Nonproliferation (ISN), sponsors foreign assistance activities funded by the Nonproliferation, Anti-terrorism, Demining and Related Programs (NADR) account, and focuses on mitigating proliferation risk in frontline states and regions where the terrorist threat is on the rise, such as South Asia, the Middle East, and North Africa. ISN/CTR administers the Biosecurity Engagement Program (BEP) program as part of the Global Threat Reduction (GTR) portfolio. BEP's mission involves institutionalizing biorisk management best practices, securing life science institutions and dangerous pathogens, decreasing the risk that scientists with dual-use expertise will misuse pathogens, and promoting adoption of and compliance with comprehensive international frameworks that advance U.S. biological nonproliferation objectives, including United Nations Security Council Resolution (UNSCR) 1540, the Biological Weapons Convention (BWC), the World Health Organization's International Health Regulations, and the European Committee for Standardization (CEN) / International Organization for Standardization (ISO) standards. BEP generally funds activities in three priority pillars and has a focus on long-term sustainability.

The Alumni Affairs Division of the Bureau of Educational and Cultural Affairs (ECA) announces an open competition for the administration of the FY 2015 International Exchange Alumni Enrichment Seminars. U.S. public and private non-profit organizations meeting the provisions described in Internal Revenue Code section 26 USC 501(c)(3) may submit proposals to conduct eight to twelve regional or sub-regional enrichment seminars for U.S. government-sponsored people-to-people exchange program alumni, focused on thematic topics that support U.S. foreign policy priorities and that foster a sense of shared identity, networking, and dialogue among participating alumni. The enrichment seminars will be three to four days in duration for 20-100 participants each, and can take place in six of the world regions and the United States. ECA anticipates issuing a Cooperative Agreement of up to $1,500,000. To support efforts of alumni to apply their international exchange and seminar experience within their communities, participants will be eligible to compete for a small grants opportunity of up to $10,000 per project following the enrichment seminar, out of an overall $500,000 grants fund.

The Benjamin A. Gilman International Scholarship is accepting applications for U.S. students studying abroad in 2018.The Gilman scholarship is a U.S. Department of State grant program that enables students with limited finances to study or intern abroad. The scholarship is open to U.S. students who receive the Federal Pell Grant at a two-year or four-year college or university to participate in education or intern abroad programs across the globe. The Gilman is a generous scholarship that allows students to go abroad when they normally cannot afford to," Howard said. "Additionally, after being awarded the scholarship I received invitations to take advantage of the many services the scholarship provided that help students get ready to go abroad, how to acclimate while abroad, and how to readjust when they get back. There is also a strong support system with alumni and more opportunities to stay involved. I don't think that there is any reason not to apply if you're eligible!" Award amounts will vary depending on the length of study and student need. Applicants who are studying a critical need language while abroad in a country in which the language is predominantly spoken can apply for a supplemental award of up to $3,000, for a combined total of $8,000.
