    The Science of Science & Innovation Policy (SciSIP) program supports research designed to advance the scientific basis of science and innovation policy. Research funded by the program thus develops, improves and expands models, analytical tools, data and metrics that can be applied in the science policy decision making process. For example, research proposals may develop behavioral and analytical conceptualizations, frameworks or models that have applications across a broad array of SciSIP challenges, including the relationship between broader participation and innovation or creativity. Proposals may also develop methodologies to analyze science and technology data, and to convey the information to a variety of audiences. Researchers are also encouraged to create or improve science and engineering data, metrics and indicators reflecting current discovery, particularly proposals that demonstrate the viability of collecting and analyzing data on knowledge generation and innovation in organizations. Among the many research topics supported are:examinations of the ways in which the contexts, structures and processes of science and engineering research are affected by policy decision, the evaluation of the tangible and intangible returns from investments in science and from investments in research and development, the study of structures and processes that facilitate the development of usable knowledge, theories of creative processes and their transformation into social and economic outcomes, the collection, analysis and visualization of new data describing the scientific and engineering enterprise. The SciSIP program invites the participation of researchers from all of the social, behavioral and economic sciences as well as those working in domain-specific applications such as chemistry, biology, physics, or nanotechnology.     This National Aeronautics and Space Administration NRA "Solicitation of Proposals for Possible Inclusion in a Russian Bion-M2 Mission" is an Appendix to the NASA Omnibus Research Announcement ROSBio-2016 (NNH16ZTT001N NRA). NASA's Space Life and Physical Sciences Research and Applications Division (SLPSRAD) has been invited to propose candidate experiments from U.S. investigators for possible inclusion in the Bion-M2 mission, which will occur in 2020 or 2021. The NASA Space Biology Program, therefore, requests proposals for flight investigations that fit within the Russian IBMP flight experiment designs as described in Appendix C (NNH16ZTT001N-BION) to the ROSBio-2016 Omnibus NRA. For this Appendix, NASA Space Biology will use a two-phase submission and review process. The first phase will require the submission of a preliminary proposal, hereafter referred to as a pre-proposal. Pre-proposals will be evaluated by NASA and possibly by the IBMP/RAS for their suitability for inclusion in mission planning. Investigators whose pre-proposals are found to satisfy the evaluation criteria described in Appendix C will be invited to submit complete full proposals during phase 2, which will occur at a later date, after more details about the Bion-M2 mission become available.

Networking Technology and Systems (NeTS: JUNO) (nsf13574) - 0 views

    National Science Foundation (NSF) and the National Institute of Information and Communications Technology (NICT) of Japan have agreed to embark on a collaborative research program to address compelling research challenges that arise from networks supporting future demands of device proliferation and data objects. This NSF solicitation parallels an equivalent NICT solicitation. Proposals submitted under this solicitation must describe joint research with Japanese counterparts who are requesting funding separately under the NICT solicitation. This research and development program addresses three specific challenges that arise when environments with trillions of device and information objects are connected via networks. Trillions of network-connected objects are expected to emerge in the global network around 2020. This trend will require novel approaches for network design and modeling, new technologies to manage and control object mobility, and new and more flexible networks with the speed, capacity and environmental characteristics needed to accommodate communications among objects in the emerging world. This program seeks joint Japan-US research projects that leverage each nation's expertise and address these challenges via work in three areas: 1. Network Design and Modeling: Addressing the design, modeling and component interaction challenges associated with increasingly dynamic and heterogeneous network technologies and applications at scale. 2. Mobility: Addressing issues such as security, control, provisioning, naming, discovery, and fast mobility in a world in which mobility is driven by factors such as social networks, the Internet of things, and cyber-physical systems. 3. Optical Networking: Finding novel approaches for sustainable high‐speed, high‐capacity, and energy-efficient networks that will accommodate communications required in "beyond trillions of devices and information objects" situations.

    The Directorate for Biological Sciences (BIO) awards Postdoctoral Research Fellowships in Biology to recent recipients of the doctoral degree for research and training in selected areas supported by BIO and with special goals for human resource development in biology.  The fellowships encourage independence at an early stage of the research career to permit Fellows to pursue their research and training goals in the most appropriate research locations regardless of the availability of funding for the Fellows at that site.  For FY 2013, these BIO programs are (1) Broadening Participation in Biology; (2) Intersections of Biology and Mathematical and Physical Sciences and Engineering; (3) National Plant Genome Initiative Postdoctoral Research Fellowships; and (4) International Postdoctoral Research Fellowships in Biology.  These areas change periodically as new scientific and infrastructure opportunities present themselves.     The purpose of this Funding Opportunity Announcement (FOA) in Malawi is to strengthen the laboratory systems by training human resources, improving laboratory infrastructure, building capacity in data management and use, and improving quality management systems. The objectives are to provide pre-service and in-service training for various cadre or laboratory staff, and to equip and perform alterations and refurbishments to at least 10 laboratories to perform essential microbiology, mycobacteriology, parasitology, hematology and chemistry. The FOA will also develop laboratory information management systems (LIMS) and improve the use of generated data in decision making, increase quality by supporting laboratories to develop and adhere to quality management systems (QMS), and strengthen quality control and quality assurance. The activities of the program will include health systems strengthening by increasing human resources, implementing necessary alterations and refurbishment to physical infrastructure, improving the specimen referral system, and improving data generation and handling capabilities through an electronic information system.

DRL Combatting Gender-Based Violence in Morocco - 0 views

    The most recent survey by the Moroccan High Commission for Planning, published in 2011, found that 62.8 percent of women aged 18 to 65 had experienced physical, psychological, sexual, or economic violence within the prior 12 months. Further, 55 percent of women surveyed reported domestic violence and 13.5 per cent reported family violence. Less than 3 percent of women who had experienced domestic violence had reported it to the authorities. Both national and international civil society reports indicate that of women who do report abuse to authorities, many do not receive the assistance required by existing Moroccan law and procedure. This has been attributed to a lack of a clear legal framework specific to gender-based violence (GBV) - draft law 103-13 on combatting violence against women remains pending - as well as social stigma, and limited awareness and implementation of existing GBV protections and reforms. The U.S. Department of State, Bureau of Democracy, Human Rights and Labor (DRL) announces an open competition for organizations interested in submitting applications for projects that help combat gender-based violence in Morocco. DRL's objective for this program is to enhance the ability of Moroccan government and civil society stakeholders engaging on GBV to advance survivor-centered protections. All proposals should include efforts that bring together key stakeholders, including justice and security sector actors, to promote effectiveness and accountability in gender-based violence prevention and response.     CTR will prioritize proposals that efficiently meet NOFO and programmatic goals at the lowest technically acceptable cost.ISN/CTR sponsors foreign assistance activities funded by the Nonproliferation, Anti-terrorism, Demining and Related Programs (NADR) account, and focuses on mitigating proliferation risk in frontline states and regions where the terrorist threat is on the rise, such as South Asia, the Middle East, and North Africa. ISN/CTR administers the Partnership for Nuclear Threat Reduction (PNTR) which works to prevent states and terrorist groups from diverting, acquiring, or proliferating nuclear material, technology, or expertise that could be used to attack the United States. In particular, PNTR works to strengthen nuclear security practices and mitigating threats from radicalized or coerced personnel at sensitive nuclear facilities. All known cases of theft involving nuclear material have been led or abetted by insiders. To address this threat, PNTR focuses efforts to prevent radicalized, disgruntled, or coerced insiders from diverting nuclear material, technology, and expertise. PNTR does not provide physical security upgrades or guard force training. ObjectivesPNTR partners with nuclear scientists, technicians, and engineers, security personnel, institutional trainers, and technical organization decision-makers to promote technical cooperation and enhance nuclear security best practices. PNTR projects broadly fall into one of three categories, listed in no particular order: * Insider Threat Mitigation: Activities to develop and implement trustworthiness programs and related regulatory guidance (i.e. human reliability program, fitness-for-duty, etc.) at a facility, organizational, or national level and/or mitigate the risk of an insider threat.

    To further scientific and technological cooperation between the scientific communities of Germany and the United States, a Letter of Intent was signed on May 27, 2014 to enable U.S.-based scientists and engineers with NSF-funded CAREER awards to pursue research collaboration with colleagues supported through German Research Foundation (DFG) grants. Connecting researchers with complementary strengths and shared interests promotes scientific progress in solving some of the world's most vexing problems. This international research opportunity is mutually beneficial to the U.S. participants and their hosts through cooperative activities during research visits and also by establishing international research partnerships to enrich future research activities in Germany and the U.S. Under the Letter of Intent, the DFG identifies DFG-funded research groups who wish to host CAREER awardees for research visits of up to one year in connection with their DFG funding.     NSF and selected foreign counterpart science and technology agencies sponsor international research institutes for U.S. graduate students in seven East Asia and Pacific locations at times set by the counterpart agencies between June and August each year. The Summer Institutes (EAPSI) operate similarly and the research visits to a particular location take place at the same time. Although applicants apply individually to participate in a Summer Institute, awardees become part of the cohort for each location. Applicants must propose a location, host scientist, and research project that is appropriate for the host site and duration of the international visit. An EAPSI award provides U.S. graduate students in science, engineering, and education: 1) first-hand research experiences in Australia, China, Japan, Korea, New Zealand, Singapore, or Taiwan; 2) an introduction to the science, science policy, and scientific infrastructure of the respective location; and 3) an orientation to the society, culture, and language. It is expected that EAPSI awards will help students initiate professional relationships to enable future collaboration with foreign counterparts. The NSF award includes participation in the Pre-Departure Orientation, summer stipend of $5,000, and roundtrip airplane ticket to the host location. EAPSI partner agencies pay in-country living expenses during the Summer Institutes.

    The Major Research Instrumentation Program (MRI) serves to increase access to shared scientific and engineering instruments for research and research training in our Nation's institutions of higher education, not-for-profit museums, science centers and scientific/engineering research organizations. The program provides organizations with opportunities to acquire major instrumentation that supports the research and research training goals of the organization and that may be used by other researchers regionally or nationally. Each MRI proposal may request support for the acquisition (Track 1) or development (Track 2) of a single research instrument for shared inter- and/or intra-organizational use. Development efforts that leverage the strengths of private sector partners to build instrument development capacity at MRI submission-eligible organizations are encouraged.
