The Cultural Programs Division within the Office of Citizen Exchanges, in the Bureau of Educational and Cultural Affairs (ECA) announces an open competition, pending the availability of funds, for four projects under the FY13 Creative Arts Exchange (CAE). CAE initiatives are arts-based international people-to-people exchanges that support and further U.S. Department of State foreign policy objectives. Programs are implemented in close coordination with U.S. Embassies and Consulates abroad. Eligible themes and/or artistic genres for CAE initiatives are determined annually based on ECA strategic priorities. Under the FY2013 CAE Open Competition, ECA will accept project proposals under the following themes: Economic Statecraft and the Arts, Arts in Collaboration, Community Engagement through the Arts, and Professional Development in the Arts. The goals of the Creative Arts Exchange are to promote mutual understanding between the people of the United States and the people of other countries; provide unique opportunities for artistic collaboration, engagement and/or performance between American artists and international participants; convey the diversity and high artistic merit of the arts in America as well as increasing awareness and understanding of American art, culture, values and society for international participants and audiences; foster opportunities for educational outreach and community engagement with diverse and underserved communities, especially youth, women, and persons with disabilities; engage participants in instructive and informative experiences in their art form; and create opportunities for sustaining relationships and collaboration between U.S. and international artists and institutions that endure beyond program duration.

The Terra Foundation for American Art International Essay Prize recognizes excellent scholarship by a non-U.S. scholar in the field of historical American art. Manuscripts should advance the understanding of American art, demonstrating new findings and original perspectives. The prize winner will be given the opportunity to work toward publication in American Art, the Smithsonian American Art Museum's scholarly journal. He or she will also receive a $1,000 cash award and a travel stipend of up to $3,000 to give a presentation in Washington, D.C., and meet with museum staff and fellows. This annual prize is supported by funding from the Terra Foundation for American Art.

The U.S. Embassy's Public Affairs Section in Moscow (PAS Moscow) invites proposal submissions for a cooperative agreement to provide technical and logistical support for arts and cultural programming in Russia. The grant recipient will work closely with Public Affairs and Cultural Affairs at Mission Russia to identify and select American artists and performers to bring to Russia for short-term programs. Performances may include, but are not limited to music, dance, theater and film/television acting, and culinary arts. The grant may occasionally include programs for artists in the spheres of photography, comic books and graphic arts, computer art and design, arts management, painting, and other visual and graphic art. Individual athletes or groups of athletes may also be supported through this program to demonstrate their talent. The grantee will be responsible for assisting with support in the form of fee negotiation with the artists, visa assistance, in-country and international transportation arrangements, airport pickup, event promotion, procurement of educational and printed materials, and other technical and logistical support as directed by PAS Moscow. Additional examples of supporting activities include reimbursing artists for program-related expenditures and processing vendor payments for travel expenses, support, or other items.

The Terra Foundation for American Art actively supports projects that encourage international scholarship on American art topics, as well as scholarly projects with focused theses that explore American art in an international context. Academic funding is available for symposia, colloquia, and scholarly convenings on American art (pre-1980) that take place: In Chicago or outside the United States, or In the United States that examine American art within an international context and/or include a significant number of international participants.

Through our publication grants, the Terra Foundation for American Art provides support for publication projects on historical American art (circa 1500 to 1980) that make a significant contribution to scholarship and have an international dimension. "International dimensions" vary by project, but include translations of important texts on American art; publications that are written by non-U.S. scholars or that have a significant number of non-U.S. contributors; and publications with a focused thesis exploring American art in an international context. The grants are designed to advance and internationalize scholarship on American art and provide individuals outside the United States with greater access to resources in the field. Applications will be judged competitively on an annual basis.

University College Cork invites applications for scholarships in the four-year structured PhD programme in Digital Arts and Humanities (DAH). Successful candidates will be registered with the full-time inter-disciplinary structured PhD programme co-ordinated with an all-Irish university consortium. Candidates will pursue their individual research agendas within the program, based on projects developed from proposals which they provide during the application process. India is home to the third largest number of people living with HIV/AIDS (PLWH) in the world. There are an estimated 2.09 million people living with HIV. The Government of India (GoI) has undertaken a robust scale up of its antiretroviral treatment (ART) program, starting from eight ART centers in 2004 to over 420 centers now in 2014. Currently, over 750,000 PLWH are on ART out of 1.1 million eligible for treatment. Despite scale up success, several challenges remain for the ART program to achieve the expansion it envisages over the next five years. These include human capacity issues, loss of patients from detection to enrollment in HIV care, and late HIV detection and retention. At every stage, over 200,000 patients are lost from testing to enrollment in care, to retention in care and then to treatment. Although progress has been made in the implementation of the HIV-TB program, there are several gaps that need to be addressed. The linkages between HIV/AIDS and the Revised National Tuberculosis Control Program (RNTCP) are suboptimal, particularly in northern states due to limited capacity and infrastructure. Only 61% (2014) of TB patients were screened for HIV and knew their HIV status in the last one year. Of those identified as HIV positive, 85% were linked to ART. However, the concern is that the referral from HIV testing and care facilities to RNTCP is quite low.

Administered by the Mid Atlantic Arts Foundation, the USArtists International program supports performances by American artists at important cultural festivals and arts marketplaces around the globe. USAI encourages and promotes the vibrant diversity of American artists and creative expression in the performing arts by expanding opportunity and exposure to international audiences, encouraging international cultural exchange, and enhancing the creative and professional development of U.S. based artists by providing connections with presenters, curators, and artists around the world. Grants of up to $15,000 will be awarded to American dance, music, and theater ensembles and solo performers that have been invited to perform at international festivals and/or for performance engagements that represent extraordinary career opportunities anywhere in the world outside the U.S.

The Japan Foundation New York office (JFNY) accepts applications from non-profit organizations for projects that take place within the 37 states east of the Rocky Mountains, plus Washington D.C., listed below for the JFNY Grant for Arts & Culture on a rolling basis throughout the year. This grant aims to support projects that will further understanding of Japanese arts and culture. Successful projects are granted up to $5,000. This grant also supports online projects related to Arts & Cultural Exchange that incorporate issues pertaining to the COVID-19 global pandemic such as virtual exhibitions, virtual performances, film streaming, online conference as well as webinar. Priority will be given to those projects that have secured additional funding from sources other than the Japan Foundation.

The American Academy in Rome invites applications for the Rome Prize competition. One of leading overseas centers for independent study and advanced research in the arts and the humanities. The Academy offers up to thirty fellowships for periods ranging from six months to two years. Rome Prize winners reside at the academy's eleven-acre center in Rome and receive room and board, a private study or studio, and a stipend. To encourage and enrich international partnerships between art museums, and to enable curators outside the United States both to learn more about historical American art and to develop exhibitions of American art at their home institutions, the foundation offers two types of Exhibition Research and Development Grants: Convening Grants for Internationally Collaborative Exhibitions and Curatorial Travel Grants to the United States. Applications will be judged competitively on an annual basis beginning in spring 2011.

The Terra Foundation for American Art is dedicated to fostering the exploration, understanding, and enjoyment of American visual arts. To help advance this mission, the foundation is accepting nominations for its Terra Summer Residency program. Founded in 2001, the residency brings together doctoral scholars of American art and emerging artists worldwide for a nine-week residential program in the historic village of Giverny, France. The program encourages independent work while providing seminars and mentoring by senior scholars and artists aimed at fostering reflection and debate.

The PAJ programwasstarted by the Japan Foundation in 1994 with themission to establish a system for promoting Japanese performing artsinNorth America. The PAJ programsupportsthe initiatives taken by nonprofit organizationsin theUnited States and Canada to provide geographically diverse audiences with greater exposure to Japanese performing arts. PAJ also encourages collaborations between Japanese and American/Canadian artists, which will further an appreciation ofJapanese culture when presented to audiences in the United States and Canada. To realize the above objectives,the PAJ programofferstwo types ofsupport: 1) The TOURINGGRANT assists with the presentation ofJapanese performing arts at multiple locations in theUnited States and/or Canada, with emphasis on locations outside major metropolitan areas where there is little exposure to the Japanese performing arts. 2) The COLLABORATIONGRANT facilitatesthe collaboration ofJapanese and American/Canadian artistsso thattheymay create a new work with the potentialto develop into a touring project and further an appreciation ofJapanese culture when presented to audiences in theUnited States and Canada.

The Department of State’s Cultural Programs Division in the Bureau of Educational and Cultural Affairs is pleased to announce an open competition for grant proposals from U.S. based non-profit organizations including museums, galleries, visual arts centers and schools to organize the official U.S. presentation at the 57th International Art Exhibition to be held in Venice, Italy, June through November, 2017.

AIIS fellowships are granted in 4 areas: Junior Research Fellowships Junior Research Fellowships are available to doctoral candidates at U.S. universities in all fields of study. These grants are specifically designed to enable doctoral candidates to pursue their dissertation research in India. Junior Research Fellows establish formal affiliation with Indian universities and Indian research supervisors. Awards are available for up to 11 months. Senior Research Fellowships Senior Research Fellowships are available to scholars with a PhD or its equivalent. These grants are designed to enable scholars who specialize in South Asia to pursue further research in India and to establish formal affiliation with an Indian institution. Short-term awards are available for up to four months. Long-term awards are available for six to nine months. A limited number of humanists will be granted fellowships paid in dollars funded by the National Endowment for the Humanities. Senior Scholarly/Professional Development Fellowships Senior Scholarly/Professional Development Fellowships are available both to established scholars who have not previously specialized in Indian studies and to established professionals who have not previously worked or studied in India. Senior Scholarly/Professional Development Fellows are formally affiliated with an Indian institution. Awards may be granted for periods of six to nine months. Senior Performing and Creative Arts Fellowships Senior Performing and Creative Arts Fellowships are available to accomplished practitioners of the performing arts of India and creative artists who demonstrate that study in India would enhance their skills, develop their capabilities to teach or perform in the U.S., enhance American involvement with India's artistic traditions or strengthen their links with peers in India. Awards will normally be for periods of up to four months, although proposals for periods of up to nine months can be considered.

Based on funding availability, this program will provide access to the performing arts for young audiences in order to share Afghanistan's rich cultural heritage with young audiences, inform youth of their legal rights, teach lessons of tolerance, and amplify the voices of marginalized groups. The program will fund two to three organizations that are committed to reviving the performing arts in Afghanistan's public and/or private schools through interactive performances and participatory discussions that will take place in schools in Kabul and at least four other provinces. The target audience will be children under 16. Periodic focus groups with small numbers of attendees will determine how key messages are being perceived and assimilated in order to inform recipients how to continually improve the program.

USArtists International (USAI) is committed to ensuring that the impressive range of expression of the performing arts in the United States is represented abroad, and that the creative and professional development of American artists is enhanced through participation at significant international festivals.  Performances at important festivals provide American artists with opportunities for the exchange of ideas and practices with their colleagues in other countries, as well as exposure to new and larger audiences.  It is our hope that participation of exemplary artists from the United States in international festivals will help develop audiences for, and greater appreciation of, the excellence, diversity and vitality of the American performing arts. Through USAI, grants are available to American dance, music and theater ensembles and solo performers that have been invited to perform at significant international festivals anywhere in the world outside of the United States.  

Through the program, grants will be awarded in support of projects that create and disseminate specialized knowledge, including archival projects, development and dissemination of scholarly databases, documentation projects, museum exhibitions and publications, photographic campaigns, scholarly catalogs and publications, and technical and scientific studies. The program also supports activities that permit art historians to share their expertise through international exchanges, professional meetings, conferences, symposia, consultations, the presentation of research, and other professional events.

A single grant of up to $15,000 will be awarded to a mid-career professional whose research project relates to the appreciation, interpretation, preservation, study, and teaching of European art, architecture, and related disciplines, from antiquity to the early nineteenth century, in the context of historic preservation in the United States. Potential Kress Fellow projects could include the exploration of shared European and American influences in style, design, materials, construction techniques, building types, conservation and interpretation methodologies, philosophical and theoretical attitudes, and other factors applicable to preservation in both Europe and America.

T.R.I.B.E. - a new network of residency spaces in the Balkans and East Europe, dedicated to research and production of Transitory Art, launches its first open call for artistic and research residencies to take place between March 2013 and April 2014. TRIBE network aims to examine vital cultural, political and social questions in a way that will produce fresh perspectives via research and artistic outputs. WHAT IS A TRIBE RESIDENCY? A TRIBE residency is a production or research residency for artists and researchers taking place in Ljubljana, Prague, Istanbul, Nicosia & other locations. TRIBE is a network interested in forming a mobile group of artists and researchers to participate in discussions, interventions and innovations related to the first TRIBE theme: Transition & Utopia (more information on the TRIBE theme can be found below). Works produced will be exhibited in two exhibitions taking place in Istanbul and Ljubljana. Common events for TRIBE group, workshops and a symposium for researchers will take place in Nicosia.
