The U.S. Department of State Bureau of Democracy, Human Rights and Labor (DRL) announces an open competition for organizations interested in submitting applications for projects that address the needs of Syrians survivors of torture and other gross human rights violations (GHRV), including released political prisoners and their families. Projects should focus on the mental health and psychosocial support (MHPSS), medical, legal, and human rights documentation sectors, with specific attention focused on issues faced by recently released political prisoners and other Syrian survivors of gross human rights violations.

The Bureau of International Labor Affairs (ILAB), U.S. Department of Labor (USDOL, or the Department), announces the availability of approximately $10,000,000 total costs (subject to the availability of Federal funds) for one cooperative agreement to fund a technical assistance project in a minimum of five countries to strengthen the capacity of governments to address child labor, forced labor, and human trafficking. The project will aim to achieve the following outcomes: (1) strengthened labor and/or criminal legal frameworks concerning child labor, forced labor, and/or human trafficking; (2) improved enforcement of the labor and/or criminal legal framework, specifically related to child labor, forced labor, and/or human trafficking; and (3) increased coordination among law enforcement and social protection entities to address child labor, forced labor, and/or human trafficking.

The U.S. Department of State, Bureau of Democracy, Human Rights and Labor (DRL) announces an open competition for organizations interested in submitting applications for projects that support Religious Freedom globally. "Religious freedom" refers to the right set out in Article 18 of the International Covenant on Civil and Political Rights, including the freedom to adopt a religion or beliefs, change your beliefs, practice and teach your beliefs (which may include through publications, public and private speech, and the display of religious attire or symbols), gather in community with others to worship and observe your beliefs, and teach your beliefs to your children. Proposed programming must be responsive to restrictions on religious freedom and must be in line with the U.S. Government's religious freedom, democracy, governance, and human rights goals. Applicants will be responsible for ensuring program activities and products are implemented in accordance with the Establishment Clause of the United States Constitution. DRL programming will engage youth to foster an environment of greater inter-communal and intra-communal respect and peaceful coexistence among religious communities in Pakistan promoting the rights of all people to live free from discrimination, abuse, and violence on account of their religious identity, practices, or affiliation. Proposals should be gender inclusive and include religious minorities.

Fellowships support individuals pursuing advanced research that is of value to humanities scholars, general audiences, or both. Recipients usually produce articles, monographs, books, digital materials, archaeological site reports, translations, editions, or other scholarly resources in the humanities. Through NEH-Mellon Fellowships for Digital Publication, the National Endowment for the Humanities and The Andrew W. Mellon Foundation jointly support individual scholars pursuing interpretive research projects that require digital expression and digital publication. To be eligible for this special opportunity, an applicant's plans for digital publication must be essential to the project's research goals. That is, the project must be conceived as digital because the nature of the research and the topics being addressed demand presentation beyond traditional print publication. Successful projects will likely incorporate visual, audio, and/or other multimedia materials or flexible reading pathways that could not be included in traditionally published books, as well as an active distribution plan.

The purpose of the Health Workforce Improvement Program (HWIP) is to address critical human resources challenges in Ethiopia's health sector. The program will build on the work carried out under the Strengthening Human Resources for Health (HRH) Cooperative Agreement (AID-663-A-12-00008) that was awarded to Jhpiego in 2012. The Health Workforce Improvement Program will work with the Ministry of Health (MOH) and Ministry of Science and Higher Education (MOSHE) at the national level and their respective structures at the sub-national levels (regional, zonal and woreda levels), Higher Education Institutes (HEIs) levels that provide healthcare education at national and sub-national, and targeted health worker professional associations to improve the quality of Ethiopia's health workforce. The focus areas of this Activity are: 1. Institutional and individual capacity building to improve the quality of pre-service education for priority clinical cadres to improve the competency of clinical health workers, 2. Improve the human resource for health management and regulation capacity of national and sub-national entities. ARIT / National Endowment for the Humanities Advanced Fellowships for Research in Turkey, 2014-2015. ARIT/NEH Advanced Fellowships cover all fields of the humanities, including prehistory, history, art, archaeology, literature, and linguistics as well as interdisciplinary aspects of cultural history for applicants who have completed their academic training. The fellowships may be held for terms ranging from four months to a full year. Stipends range from $16,800 to 50,400. ARIT Fellowships for Research in Turkey, 2014-2015. ARIT Fellowships are offered for research in ancient, medieval, or modern times, in any field of the humanities and social sciences. Post-doctoral and advanced doctoral fellowships may be held for various terms, for terms from one to three months up to one academic year. Stipends range from $4,000 to $16,000. Applications for ARIT fellowships must be submitted to ARIT before November 1, 2013. The fellowship committee will notify applicants by late January, 2014. ARIT LANGUAGE FELLOWSHIP PROGRAMS 2014. The Medici Archive Project (MAP) wishes to provide graduate and doctoral students from diverse disciplines with the opportunity to have exposure to original source materials and training in their use. For this reason MAP is offering five short-term fellowships sponsored by the SAMUEL FREEMAN CHARITABLE TRUST (SFCF) for graduate students in any field of the humanities or social sciences who are in the early stages of their dissertation work. The SFCF fellowships have been developed to enable students working on their dissertations to conduct primary research using the Mediceo del Principato and other collections housed in the Archivio di Stato in Florence. This scholarly residence will be of considerable benefit in helping the students to gain the necessary skills, experience and confidence to continue independent academic research in the later stages of their graduate trajectory. While undertaking primary research for their dissertation in the Florentine state archives, the Fellows will benefit from the supervision of the MAP Staff, academics drawn from a variety of disciplines who are experts in archival research, paleography and the digital humanities. The Fellows will also have the opportunity to expand their academic networks through contact with the many international scholars who regularly visit and collaborate with MAP. Finally, Fellows will be enrolled in the annual MAP Archival Studies Seminar. The fellowships last for an uninterrupted period of two-and-a-half months, taking place at any point between 1 January 2014 and 15 July 2014. The SFCT Fellows will undertake their dissertation research on-site in the Archivio di Stato. The candidates will have the following qualifications: a completed M.Phil (or equivalent) in any field of early modern humanities and fluency in English and Italian.

The U.S. Department of State, Bureau of Democracy, Human Rights and Labor (DRL) announces an open competition for organizations interested in submitting applications for projects that support the research, development, and implementation of secure human rights (HR) documentation solutions. In support of the 2017 National Security Strategy, DRL's goal is to promote accountability for perpetrators of genocide and mass atrocity. Further, in support of the U.S. government's policy to "promote an open, interoperable, reliable, and secure internet that fosters efficiency, innovation, communication, and economic prosperity, while respecting privacy and guarding against disruption, fraud, and theft," as described in E.O. 13800, DRL supports the development of secure communications tools and platforms, as well as digital safety training. These goals will be advanced through research, development, and implementation of secure human rights documentation solutions. DRL invites organizations interested in potential funding to submit proposals outlining program concepts that reflect this goal.

The American Research Institute in Turkey takes pleasure in inviting applications for one to three advanced long-term fellowships for research in Turkey made possible by support from the National Endowment for the Humanities. The fields of study cover all periods of history in the general range of the humanities and include humanistically oriented aspects of the social sciences, prehistory, history, art, archaeology, literature, and linguistics, as well as interdisciplinary aspects of cultural history. The fellowships tenures range from four to twelve continuous months during 2018-2019. Stipends of $4,200 per month are awarded on the basis of individual proposals. The U.S. Department of State Bureau of Democracy, Human Rights and Labor (DRL) announces an open competition for organizations interested in submitting applications for projects that strengthen the capacity of civil society to meaningfully shape business and human rights (BHR) in Tanzania and at least in one neighboring country in sub-Saharan Africa.

The U.S. Department of State's Bureau of East Asia Pacific Affairs (EAP) announces an open competition for an environmental award of up to 246,850 to support a local and regional small-scale public health project in the Lower Mekong countries of Southeast Asia. Under the Lower Mekong Initiative (LMI) EAP and the Bureau of Oceans and International Environmental and Scientific Affairs (OES) work together to improve human health thereby promoting economic growth throughout the region. Guided by the specific objectives from the LMI 2016-2020 Master Plan of Action, this project seeks to combat Antimicrobial Resistance (AMR) through the development of National AMR Resistance Action Plans. A principal goal of U.S. assistance in Cuba is to empower Cuban civil society to demand effective democracy and respect for human dignity. To promote a peaceful transition to self-determined democracy on the island, U.S. assistance programs focus on providing humanitarian assistance to victims of repression, strengthening civil society, weakening the information blockade, and helping Cubans to create space for dialogue about democratic change and reconciliation. To encourage civic participation in Cuba, the U.S. program focuses on strengthening independent Cuban civil society groups, including professional associations and labor groups. Efforts are aimed at increasing the capacity for community involvement in, and networks among, civil society groups. The United States supports information sharing to, from, and within Cuba, including among civil society groups on the island. In an effort to advocate for human rights, enable expression of political and religious beliefs, and address community needs, civil society leaders create and maintain organized groups that will support a range of their concerns and interests. These associations contribute to an expanding public sphere and discourse in Cuba that includes political and non-political advocacy, youth empowerment, human rights, free press, art, religion, gender and sexuality, among other local issues. However, the Cuban government's repression against civil society leaders and their organizations continues to intensify. I

AGOA legislation, authorized to 2025, calls for the establishment of a United States-Sub-Saharan Africa Trade and Economic Cooperation Forum (AGOA Forum) to meet annually to discuss trade and investment between the United States and the countries of sub-Saharan Africa, and the implementation of AGOA. To ensure civil society participation in AGOA trade discussions and promote strong and inclusive sub-Saharan African economies, DRL requests proposals for a $950,000 cooperative agreement to support leadership and development of a transparent and comprehensive AGOA civil society network. In conjunction with the annual AGOA forum, projects should support the network to effectively provide observations and recommendations regarding country compliance with AGOA eligibility criteria - including the establishment of or progress toward political pluralism and the rule of law, a system to combat corruption and bribery, and protection of internationally recognized worker rights - as well as effective utilization of AGOA benefits. Programs should also support local civil society to provide input on country compliance with requirements to not engage in gross violations of human rights and to cooperate with international efforts to eliminate human rights violations. Activities may include, but are not limited to: outreach, support, and mentoring for human rights and labor rights civil society organizations (CSOs) in AGOA eligible countries; assistance for local CSOs to prioritize and monitor key issues; and support to strategize, prepare for and attend the Forum and follow-up on Forum recommendations throughout the year.

The Bureau of Democracy, Human Rights, and Labor (DRL) announces a Request for Proposals from organizations interested in submitting proposals for projects that promote democracy, human rights, and rule of law in the Lower Mekong, Vietnam, Malaysia, Bangladesh, Colombia, and South-South Cooperation.

THE FELLOWSHIPS:  The American Research Institute in Turkey will offer ARIT fellowships for research in Turkey for the academic year 2014-2015.  Grants for tenures up to one academic year will be considered; some preference, however, is given to projects of shorter duration.  ARIT operates hostel, research, and study facilities for researchers in Turkey at its branch centers in Istanbul and Ankara. ELIGIBILITY REQUIREMENTS:  Scholars and advanced graduate students engaged in research on ancient, medieval, or modern times in Turkey, in any field of the humanities and social sciences, are eligible to apply.  Student applicants must have fulfilled all requirements for the doctorate except the dissertation by June 2014, and before beginning any ARIT-sponsored research.  Non-U.S. applicants who reside in the U.S. or Canada are expected to maintain an affiliation with an educational institution in the U.S. or Canada.   Scholars who have completed their formal training may also apply for ARIT fellowships sponsored by the National Endowment for the Humanities.  For questions of eligibility, please check with the ARIT office in Philadelphia. 

The Max-Planck Institute for the Study of Religious and Ethnic Diversity, Department of Religious Diversity in Göttingen is offering The Ph.D. fellowships are for 3-4 years. The dissertation will be defended at Utrecht University. The postdoctoral fellowships are for one or two years. The research will be done in collaboration with the Center for the Study of Ethnic and Cultural Diversity in China at Minzu University in Beijing. The projects have to be on the following topics: 1. Human resources (HR) are an essential component of Zimbabwe's health system, and are therefore critical for an effective response to the HIV epidemic. Still recovering from the effects of the political crisis in the first decade of the 21st century, the country's health institutions are understaffed and the workforce overburdened. Efficient information systems can provide knowledge to equitably distribute scarce human resources. This includes both applications to manage information about the health sector workforce and means to electronically share information across systems.
