    Since the crisis of 2008 New York City's massive financial sector - the city's richest economic engine, once seen to have unlimited potential for growth - has languished. In the meantime, attention has turned to its nascent startup sector, home to Foursquare, Tumblr, 10gen, Etsy and Gilt, where VC investment has surged even as it's been flat in other big U.S. tech centers (PDF). I've started to poke around the tech community here with a view toward eventually publishing a paper on the rise of New York's startup scene. In my initial conversations, I've come up with a few broad questions I'll focus on, and I'd welcome thoughts from this blog's legion of smart readers on any of these.

La mission sera dirigée par Antoine Darodes, directeur de la régulation des marchés du haut et très haut débit et des relations avec les collectivités territoriales chez le régulateur des télécoms, l'Arcep. Les "parties prenantes", à savoir les collectivités, opérateurs ou équipementiers, seront consultées début décembre.

    The Cisco ®  Global Cloud Index is an ongoing effort to forecast the growth of global data center and cloud-based  IP traffic. The forecast includes trends associated with data center virtualization and cloud computing. This  document presents the details of the study and the methodology behind it. Global data center traffic:  ● Annual global data center IP traffic will reach 4.8 zettabytes by the end of 2015. In 2015, global data center  IP traffic will reach 402 exabytes per month.  ● Global data center IP traffic will increase fourfold over the next 5 years. Overall, data center IP traffic will  grow at a compound annual growth rate (CAGR) of 33 percent from 2010 to 2015.  Data center virtualization and cloud computing transition:  ● The number of workloads per installed traditional server will increase from 1.4 in 2010 to 2.0 in 2015.  ● The number of workloads per installed cloud server will increase from 3.5 in 2010 to 7.8 in 2015.  ● By 2014, more than 50 percent of all workloads will be processed in the cloud.  Global cloud traffic:  ● Annual global cloud IP traffic will reach 1.6 zettabytes by the end of 2015. In 2015, global cloud IP traffic  will reach 133 exabytes per month.  ● Global cloud IP traffic will increase twelvefold over the next 5 years. Overall, cloud IP traffic will grow at  a CAGR of 66 percent from 2010 to 2015.  ● Global cloud IP traffic will account for more than one-third (34 percent) of total data center traffic by 2015.

This report includes data  gathered from across Akamai's Intelligent Platform during the third quarter of 2011 about attack  traffic, broadband adoption, and mobile connectivity, as well as trends seen in this data  over time.     Venture capital (VC) has delivered poor returns for more than a decade. VC returns  haven't significantly outperformed the public market since the late 1990s, and, since  1997, less cash has been returned to investors than has been invested in VC.  Speculation among industry insiders is that the VC model is broken, despite occasional  high-profile successes like Groupon, Zynga, LinkedIn, and Facebook in recent years.  The Kauffman Foundation investment team analyzed our twenty-year history of venture  investing experience in nearly 100 VC funds with some of the most notable and  exclusive partnership "brands" and concluded that the Limited Partner (LP) investment  model is broken 1 . Limited Partners-foundations, endowments, and state pension  fund-invest too much capital in underperforming venture capital funds on frequently  mis-aligned terms. Our research suggests that investors like us succumb time and  again to narrative fallacies, a well-studied behavioral finance bias. We found in our own  portfolio that: * Only twenty of 100 venture funds generated returns that beat a public-market  equivalent by more than 3 percent annually, and half of those began investing  prior to 1995. * The majority of funds-sixty-two out of 100-failed to exceed returns  available from the public markets, after fees and carry were paid. * There is not consistent evidence of a J-curve in venture investing since 1997;  the typical Kauffman Foundation venture fund reported peak internal rates of  return (IRRs) and investment multiples early in a fund's life (while still in the  typical sixty-month investment period), followed by serial fundraising in month  twenty-seven. * Only four of thirty venture capital funds with committed capital of more than  $400 million delivered returns better than those available from a publicly  traded small cap common stock index. * Of eighty-eight venture funds in our sample, sixty-six failed to deliver expect
