Dans son récent rapport annuel intitulé DigiWord YearBook 2012, l'institut d'études IDATE fait état d'un « écart croissant entre un secteur des communications électroniques dynamique aux États-Unis et en Asie, et une Europe prenant du retard ». En ce qui concerne la fibre optique (FTTH/FTTB), le rapport fait état à la mi-2011 de 7,4 millions d'abonnés aux États-Unis, 7,3 millions en Europe centrale et de l'Est, 49,5 millions en Asie et seulement 2,9 millions en Europe de l'Ouest.

Le libre accès aux résultats de recherche stimulera la capacité d'innovation en Europe. La Commission européenne a présenté le 17 juillet 2012 des mesures visant à rendre plus accessibles les informations scientifiques produites en Europe. Les publications et les données scientifiques issues de la recherche financée par des fonds publics seront accessibles plus rapidement à un plus large public, ce qui permettra aux chercheurs et aux entreprises de les exploiter plus facilement. Grâce à ce coup de fouet pour la capacité d'innovation en Europe, les découvertes scientifiques se traduiront plus rapidement en avantages pour la population. L'Europe obtiendra ainsi un meilleur retour sur son investissement de 87 milliards € par an dans la R&D. Ces mesures complètent la communication de la Commission sur la réalisation de l'Espace européen de la recherche (EER), adoptée également aujourd'hui.

The Europe 2020 strategy acknowledges that a fundamental transformation of education and training  is needed to address the new skills and competences required if Europe is to remain competitive, overcome  the current economic crisis and grasp new opportunities. The strategic framework for European cooperation  in education and training ('ET 2020') recognizes that education and training have a crucial role to play  in meeting the many socio-economic, demographic, environmental and technological challenges facing  Europe and its citizens today and in the years ahead. However, to determine how education and training  policy can adequately prepare learners for life in the future society, there is a need to envisage what  competences will be relevant and how these will be acquired in 2020-2030. 

The worldwide Big Data Week kicks off today with gatherings in the U.K., U.S., Germany, Finland and Australia. As part of their global focus, Big Data Week founder/organizer Stewart Townsend (@stewarttownsend) of DataSift, and Carlos Somohano (@ds_ldn), founder of the Data Science London community and the Data Science Hackathon, have been tracking big data in Europe. This is an area that we're exploring here at Radar and through October's Strata Conference in London, so I asked Townsend and Somohano to share their perspectives on the European data scene. They combined their thoughts in the following Q&A.

"Moves to allow the digitization of 'orphan works' and free up the metadata around 20 million cultural objects will benefit the public and could inspire a new wave of apps and web services. But the underlying motivation is fundamentally political."

Cent milliards d'euros par an. L'évaluation par la Commission européenne des économies envisageables grâce aux nouvelles technologies lors des appels d'offres pour les marchés publics en Europe surprend par son importance. Ces sommes considérables, susceptibles de nourrir d'importants investissements, sont selon Bruxelles à portée de main puisque le «tout-électronique» sera la règle à la mi-2016 lors des passations de marchés dans tous les pays de l'Union européenne. Ce sera un défi: actuellement de 5 à 10 % seulement des procédures de passation de marchés publics menées dans l'UE sont électroniques.

Un nouveau système de logistique de transport de marchandises, développé à Québec par Benoît Montreuil, chercheur de l'Université Laval, sera expérimenté en Europe par le géant des produits d'hygiène Procter&Gamble. Internet physique est un système de transport et d'approvisionnement qui se veut plus efficace que celui que l'on connaît actuellement. L'idée est d'optimiser le transport de marchandises pour cesser d'avoir sur nos routes des camions à moitié vides (voire totalement vides), d'éviter la multiplication des trajets entre le point de production d'un produit et son lieu de vente, et de faire disparaître le fonctionnement en vase clos de la grande distribution pour miser sur un système de partage du réseau.

In a little over 20 years, the use of the Internet has become ubiquitous. Access to the Internet at increasingly higher connection speeds, is assuming a key role in guaranteeing both economic prosperity as well as social cohesion. The European Commission ("EC") has therefore set out an ambitious programme for increasing the accessibility of Internet provision in Europe under its Next Generation Access ("NGA"), a programme with ambitious roll-out targets that include improving download speeds so that all EU citizens will have Internet access at 30 Megabits per second ("Mbps") by the year 2020 and that 50% of households will have the ability to access the Internet at speeds of 100 Mbps or more. NGA will be key to the development of a European economy that is smart, sustainable and inclusive

Avec l'expérience «Alt-Minds» lancée ce lundi en Europe dans quatre langues, ses participants vont être plongés «en temps réel» pendant huit semaines dans un thriller interactif. In the current context of intensified competition, accelerated globalization and economic downturn, many companies are opening their innovation processes by integrating a large pool of partners - individuals, companies, research labs and public structures - in order to innovate more and faster. 'Open Innovation' is now a real buzzword that many companies and academics constantly refer to. To study the reality behind this trend, Accenture and the Institute for Innovation and Competitiveness i7, created by ESCP Europe, have investigated the current practices of companies that have been leveraging Open Innovation for several years to boost their overall innovation performance. They analyzed what Open Innovation changes in the way these companies build and handle external partnerships, organize and stimulate innovation internally. They then studied the perceived impact on innovation performance.

The Government first set out its policy on the use of open source in 2004. This was restated in both 2009 and 2010. The Broadband Commission for Digital Development, in partnership with ITU- BDT, has developed country case studies taking an in-depth look at the state of broadband development in four emerging economies spanning the Americas, Asia and Europe. A series of case studies are being conducted to underline the importance of broadband and ICTs in achieving the MDGs, and to assist countries in meeting the Broadband Challenge and Targets adopted by the Broadband Commission in October 2011. The studies were launched during a special side event held at the WSIS Forum 2012.
