The U.S. government believes in encouraging the development and implementation of innovative programs to permit local governments in the prevention of Gender Based Violence and Domestic Violence the community. INL Costa Rica emboldens local governments and local law enforcement agencies in reorienting the emphasis of their activities from reacting to Gender Based Violence and Domestic Violence to preventing and providing quality services to Gender Based Violence and Domestic Violence victims. To support INL and U.S. Government gender initiatives in Costa Rica, INL has allocated up to $250,000 USD for the a project to build capacity of Local Governments to prevent and provide services to Gender Based Violence and Domestic Violence victims, which can be awarded for up to 24 months.

The Public Affairs Section of the U.S. Embassy in New Delhi (PAS New Delhi) seeks proposals for a project entitled "Gender Equity: Women's Equality, Empowerment and Leadership through Safe Higher Educational and Work Spaces." Through this grant project, the grantee will establish partnerships with five Indian universities/ colleges to organize five gender sensitization training workshops for 125 faculty of Higher Educational Institutions (HEI's) and conduct gender and safety audits at these institutions. Each workshop would be led by an eminent American feminist scholar or activist in addition to Indian experts. The workshops should predominantly be in Tier II Indian cities including one in North India and one each in the American Consulate districts (Mumbai, Chennai, Kolkata and Hyderabad). As part of the workshop, the grantee will organize and implement a creative exhibition/installation/performance showcasing narratives on safe and gender-just work places and campuses. Under the theme of Civic Engagement, this workshop will include both men and women seeking to identify reasons behind gender inequality in Southeast Asia and to find collaborative solutions to closing the gender gap. This will help pave the way for strong coalitions to promote the advancement of women in society, and reduce the use of stereotypes that keep women in lower-level roles. Sharing perspectives across the region and creating opportunities for making connections alongside male champions for gender equality would be a valuable opportunity.

The Public Affairs Section (PAS) of the U.S. Embassy in Tbilisi is pleased to announce an open competition for an implementing partner for the Promoting Gender Equality in Technical and Vocational Education and Training (TVET) Exchange Program (1) to facilitate a clear understanding of key barriers to female participation in TVET and analyze their implications in women's employment and economic empowerment; (2) to provide practical tools and guidance on how to mainstream gender effectively into the TVET institutional structures, systems, programs and activities; and (3) to strengthen the capacity of TVET providers to overcome gender disparity in student recruitment and retention. U.S. non-profit/non-governmental organizations, public and private educational institutions, including TVET providers, may submit proposals to manage a year-long project to support the professional development of the staff of select Georgian TVET institutions through a robust professional study tour at U.S. training centers, with site visits to the relevant TVET institutions, partners, and policymakers in the United States. PAS intends to award a cooperative agreement for an estimated amount of $225,000 to defray the costs for the preliminary needs assessment trip to Georgia, followed by a three-week intensive study tour in the United States for up to 12 participants, and follow-up visit in Georgia for evaluation and further consultations.

The most recent survey by the Moroccan High Commission for Planning, published in 2011, found that 62.8 percent of women aged 18 to 65 had experienced physical, psychological, sexual, or economic violence within the prior 12 months. Further, 55 percent of women surveyed reported domestic violence and 13.5 per cent reported family violence. Less than 3 percent of women who had experienced domestic violence had reported it to the authorities. Both national and international civil society reports indicate that of women who do report abuse to authorities, many do not receive the assistance required by existing Moroccan law and procedure. This has been attributed to a lack of a clear legal framework specific to gender-based violence (GBV) - draft law 103-13 on combatting violence against women remains pending - as well as social stigma, and limited awareness and implementation of existing GBV protections and reforms. The U.S. Department of State, Bureau of Democracy, Human Rights and Labor (DRL) announces an open competition for organizations interested in submitting applications for projects that help combat gender-based violence in Morocco. DRL's objective for this program is to enhance the ability of Moroccan government and civil society stakeholders engaging on GBV to advance survivor-centered protections. All proposals should include efforts that bring together key stakeholders, including justice and security sector actors, to promote effectiveness and accountability in gender-based violence prevention and response. The U.S. Mission to UNESCO (USUNESCO) announces the Notice of Funding Opportunity (NOFO) for a new program to design and administer a three-year grants program aimed at identifying, developing, and expanding the most promising grassroots-led initiatives in Africa to help address the persistent gender gap in science, technology, engineering, arts/design, and math (STEAM) fields. The targeted African countries for the proposed grants program would be: Cameroon, Democratic Republic of Congo, Republic of Congo, Ethiopia, Ghana, Guinea, Kenya, Liberia, Malawi, Mali, Nigeria, Rwanda, Senegal, Sierra Leone, South Africa, Tanzania, Togo, Uganda, and Zimbabwe. This program aims to make progress toward eventually achieving gender parity in STEAM-related fields so that more African women and girls are empowered by the socioeconomic benefits derived from acquiring expertise in these fields and so that more women and girls contribute to innovation by creating, rather than just using, technology.

The U.S. Department of State Bureau of Democracy, Human Rights and Labor (DRL) announces an open competition for organizations interested in submitting applications for projects that help prevent and address gender-based violence in Tunisia. DRL seeks to enhance the ability of Tunisian government and civil society stakeholders to combat gender-based violence (GBV) by supporting advocacy efforts for improved legal protection, ensuring victim-sensitive implementation of GBV legislation, increasing rights and GBV awareness, and developing effective reporting and service-provision mechanisms.

The United States Agency for International Development (USAID) is seeking applications for a cooperative agreement from qualified U.S. and Non-U.S. organizations to fund an activity entitled "Counter Gender-Based Violence Activity" Eligibility for this award is not restricted

The goal of this NOFO is to provide comprehensive HIV services in Zambia to the general population in areas of high HIV prevalence; and priority populations (PPs), including people living with HIV (PLHIV), adolescent girls and young women (AGYW), men, couples, pregnant women, prisoners, and key populations (KPs). Services to be provided will include: community-based HIV testing services (HTS); HIV prevention services (risk reduction counseling,gender norms, and links to post gender-based violence (GBV) care); TB prevention and treatment, and community based antiretroviral therapy (ART). These services will be linked with community health care facilities. The recipient(s) will work closely with the relevant District Medical Offices (DMOs) selected in consultation with CDC Zambia. To ensure efficiencies and program effectiveness, this NOFO will support activities that complement activities supported by the Zambian government and partners with full transition to the local districts by the end of year five.

The Public Affairs Section of the U.S. Embassy in Islamabad and the U.S. Consulate General in Lahore announces an open competition for a cooperative agreement to establish an Academic Partnership in Gender and Development Studies between a U.S. educational institution and the Lahore College for Women University (LCWU) in Lahore, Pakistan. Accredited U.S. four-year colleges and universities meeting the provisions described in Internal Revenue Code section 26 USC 501(c)(3) may submit proposals to pursue institutional or departmental objectives in partnership with the Lahore College for Women University. Objectives detailed as priorities for this partnership include: collaborative research, curriculum development, long distance teaching via internet/DVC, professional development for faculty by US counterparts, abroad or locally, and faculty and student exchange. Faculty exchange programs ranging from a few weeks to a full semester, and shorter-term graduate student exchange programs, are preferred by the Lahore College for Women University. In addition, the university is interested in training and other assistance in developing multi-media awareness materials, conducting collaborative workshops, and leadership training for women.

To advance the priority of gender equality, The Office of Criminal Justice Assistance and Partnership (INL/CAP) strives to integrate women and women?s perspectives into its criminal justice system assistance programs. Mentors and advisors deployed to INL missions are in a unique position to help INL advance its objectives with respect to integrating women and women?s perspectives. In particular, they may have opportunities to offer suggestions concerning the participation of women to host country counterparts. To help prepare them for this aspect of their work, INL/CAP seeks to incorporate into pre-deployment training a module that informs training participants about the importance of integrating women and women?s perspectives, and how they might help with this effort.

INL aims to improve access to justice for women in Pakistan by building an extensive network of police, prosecutors, judges, community leaders, and other service providers that can effectively respond to the needs of victims of gender-based violence.

The objective of this program is to assist the GOM in improving its electoral system to ensure fair and transparent presidential and legislative elections in 2018. USAID estimates contributing up to $6,000,000 for the following program activities. The program is expected to contribute to the achievement of the following four objectives: * Promote informed citizen participation in the 2018 electoral process, with a particular focus on voters who are women, youth and from other traditionally marginalized groups; * Strengthen public confidence in the 2018 elections by supporting credible, non-partisan domestic organizations to effectively monitor the entire electoral process and to advocate for key elections and political processes reforms; and * Support implementation of the 2015 gender law by partnering with civil society and political parties to increase women's leadership and political representation. * Support political parties to contribute to a peaceful electoral process.

The endowment enhances women's empowerment and gender equity, an Intermediate Result in the current USAID/Afghanistan strategic framework, by assisting Afghan women in obtaining a university or graduate education, better enabling them to serve in positions of influence in the public and private sectors. The endowment merges with other Promote components to create a full suite of empowerment activities, supporting women from the beginning of their higher education through attaining a professional position. Establishing the endowment also preserves empowerment successes by sustaining long-term educational assistance.

The U.S. Embassy Manila Political Section (POL) of the U.S. Department of State is pleased to announce that funding is available through its Global Equality Fund. This is an Annual Program Statement, outlining our funding priorities, the strategic themes we focus on, and the procedures for submitting requests for funding. POL Manila invites proposals for projects that seek to provide assistance to local government units (LGUs) that have already passed local anti-discrimination ordinances, which include protections based on sexual orientation or gender identity, to move toward effective implementation. This project would also provide program opportunities that contribute to strengthening legal protections for LGBTI persons, a primary goal of the Embassy's Strategy to Reduce Violence Targeting LGBTI Persons. Activities contemplated under this grant would complement past and present efforts to protect the human rights of LGBTI individuals. The proposed program aligns with Embassy Manila's strategic goals of advancing democratic values, transforming governance, and protecting human rights while engaging the Philippine public and building networks to advance shared foreign policy interests.

The Supporting Her Empowerment - Girls' Resilience, Enterprise, and Technology (SHE's GREAT) Initiative will support comprehensive, holistic programming to address gender-based violence and harmful cultural practices and increase girls' leadership and decision-making.

The U.S. Embassy Public Affairs Section - Small Grants Programs awards grants to U.S. and Nicaraguan individuals and non-profit and non-governmental organizations with legal status to support innovative projects focused on empowering Nicaraguans through educational and entrepreneurial opportunities including promoting a bi-lingual workforce and preventing gender based violence in Managua and Puerto Cabezas. The Small Grants Program cannot fund the following activities: projects supporting primarily partisan political or religious activities; international air travel unless essential to the goal of the project; humanitarian or charitable activities; for-profit, commercial or trade activities; fundraising campaign; scientific research; institutional development per se or support of an organization; activities that duplicate existing projects; construction; vehicles; salaries as the main purpose of the grant; and refreshments as the main element of the grant.

This fellowship is open to outstanding young professors from universities from developing and emerging countries pursuing advanced research in areas bridging the fields of international and development studies, broadly defined, and working in disciplines such as anthropology, history, law, politics and political science, and economics.  Scholars will spend one academic semester (mandatory duration: 3 months minimum - 5 months maximum) at the Institute to : Share their expertise and experience with students and professors at the Institute ; Further a personal research project ; Participate in teaching courses ; Update and strengthen the curriculum of their course ; Develop their contacts with the international community of the Institute and Geneva area. Scholars receive a contribution towards living expenses. The Scholarship also covers round trip travel to and accommodation in Geneva. The selection will be based on the quality of research. Quality being equal, selection may be guided by an interest in promoting gender and regional diversity. Candidates should demonstrate how their research stay will contribute to their academic career and their home institution.
