The Public Affairs Section of the U.S. Consulate General Karachi (PAS Karachi) is pleased to announce an open competition for an assistance award through this Notice of Funding Opportunity (NOFO), contingent on funding availability, through the Public Diplomacy Grants Program. This opportunity provides funding to an organization to manage the below-mentioned programs that will be executed by the Centre for Excellence in Journalism (CEJ) at the Institute for Business Administration (IBA) to support scholarships, internships and journalism training workshops. The Centre for Excellence in Journalism (CEJ) offers Pakistan's only professionally-focused master's degree in journalism. The 1.5-year long Masters of Science in Journalism (MSJ) allows students to immerse themselves in all forms of journalism - digital, audio and video - and gain practical experience in a newsroom under the guidance of experienced instructors. This award will provide opportunities for CEJ students, including eight-week internships at U.S. media outlets in the final semester of their MSJ degree; partial scholarships (50% of tuition) to attend CEJ; and (3) thematic training led by specialists and professional journalists from the U.S. who will be brought to CEJ to lead the workshops.

An enormous appetite for professional training exists among Pakistan's journalists. The industry has expanded rapidly in the past decade with the privatization of television but the training opportunities have not kept pace. Journalism education emphasizes the theoretical over the practical. The majority of Pakistan's media companies do not offer training to their staff and salaries are low, so journalists struggle to pay for training themselves. Thus the proposal to create a Center of Journalism Excellence will fill a major gap in providing much needed journalism skills training. The Public Affairs Section of the U.S. Embassy in Islamabad announces an open competition for a cooperative agreement to establish a Center of Journalism Excellence (CJE) by a U.S. or foreign university housing a journalism school of international stature, or U.S. or foreign media development organization that offers in-service professional development training for journalists of the highest quality. Accredited U.S. four-year colleges and universities must meet the provisions described in Internal Revenue Code section 26 USC 501(c)(3). Strong preference will be given to applications in which the primary grantee is explicitly linked with a Pakistani partner institution(s) and there is a clear path to sustainability. Additional preference will be given to proposals that include cost sharing by a foundation or non-governmental organization.

The Embassy of the United States of America in Argentina invites proposal submissions to create a curriculum for English language students of intermediate and advanced ability to study both English and journalism, based on the UNESCO publication Journalism, 'Fake News' and Disinformation: A Handbook for Journalism Education and Training ("Curriculum"). The United States Embassy in Brasília, Brazil, announces a notification of funding opportunity (NOFO) to support a one-week workshop in Brasilia for 25-30 journalism students with up to U$50,000 in FY2018 for a project period not to exceed one year. The preliminary start date for this activity is February 18, 2019, and one award is anticipated as a result of this NOFO. However, should both parties consider the results of this exchange to be positive - and also subject to availability of funds - we may agree to renew this NOFO of up to two additional years. This workshop should provide hands-on training to journalism students on all stages of producing news, via broadcast and digital media.

The U.S. Consulate General in Ho Chi Minh City Public Affairs Section (PAS) is pleased to announce funding is available through the Public Diplomacy Federal Assistance Awards program to run the Journalism Club at the American Center in Ho Chi Minh City, Vietnam.

The U.S. Embassy Baku Public Affairs Section (PAS) is pleased to announce that funding is available through its Annual Program Statement. U.S. Embassy Baku's Annual Program Statement solicits proposals for projects that further the U.S. Mission's public diplomacy goals of expanding and strengthening people-to-people ties between Azerbaijan and the United States, engaging with local media, and building and strengthening local partners through the specific objectives listed. Public diplomacy programming includes cultural programming, educational exchanges, workshops and training for entrepreneurs, English-language programming, innovation in and improvement of education systems, promoting science, technology, engineering and math (STEM) education, and promoting professional journalism. All programs must include a connection with American culture, expert(s), organization(s), or institution(s) in a specific field that will promote increased understanding of U.S. policies and perspectives.

The program is a two-part initiative designed to foster new connections between scholars and journalists covering international affairs. To that end, it offers an interrelated set of awards, including programming grants for universities and fellowships for scholars in the humanities and social sciences who study religion in international contexts.

The Public Affairs Section of the U.S. Embassy in Islamabad and the U.S. Consulate General in Karachi announce an open competition for a cooperative agreement to establish a University Partnership between a four-year college or university in the U.S. and Kinnaird College for Women in English Literature with an emphasis on American Literature. Accredited U.S. four-year colleges and universities meeting the provisions described in Internal Revenue Code section 26 USC 501(c)(3) may submit proposals to pursue institutional or departmental objectives in partnership with Kinnaird College. Objectives detailed as priorities for this partnership include: collaborative research, sharing of resources, professional development for faculty, and faculty and graduate student exchange. Faculty exchange programs of a few months and graduate student exchange programs of one semester are preferred by Kinnaird College. Shared resources should include access to peer-reviewed journals, research papers, and curriculum. The means of achieving these objectives is purposefully left broad to encourage the submission of innovative proposals tailored to the international education and research goals of both institutions. The project implementation period should be 36 months.

The Public Affairs Section (PAS) of the U.S. Embassy in Tbilisi, Georgia invites U.S. and Georgian universities, educational institutes and non-profit/non-governmental organizations to submit proposals for a one- to two-year project to improve the standards of Georgian academic research in Georgian universities and educational institutes, and to encourage greater interaction between Georgian academic researchers, civil society, and government policy-makers. The project is meant to strengthen the quantitative and qualitative research skills and the academic writing of young Georgian scholars; raise Georgian scholarship to an international standard; and encourage the publication of Georgian scholarly research in Western academic and/or in Georgian peer reviewed journals in areas directly related to: domestic policy issues (i.e. health care, education, environment, civil service/personnel issues, local government, etc.) and comparative analyses (U.S.-Georgian). The proposal may also include teaching academic English and updating Georgian research library capacities and resources.

Indiana University's African Studies Program invites applications for a short-term residency to conduct research in IU's Libraries/African Studies Collections. Indiana University's African Studies Collection ranks among the top tier of such collections in the U.S. It comprises more than 150,000 volumes of monographs and over 700 serial subscriptions as well as materials in other formats (e.g. posters, slides, film/video, audio tapes, etc). The focus of the collection is on the humanities and social sciences, supporting a wide range of students and faculty in such departments as history, anthropology, fine arts, theatre & drama, literature, folklore, ethnomusicology, communication and culture, linguistics, religious studies, education, political science, business, economics, journalism, and applied health science. This residency is intended for faculty members at Historically Black Colleges and Universities, or at other U.S. colleges / universities with limited Africa collections, to conduct research in Indiana University's libraries and special collections in support of curriculum development or publications. The successful applicant will receive an award that covers domestic travel, accommodations in Bloomington, and a modest per diem for up to two weeks of research. The award will cover expenses up to a maximum of $2,000 and must be used before August 01, 2014. The recipient is expected to reside in Bloomington during the period of her/his award.

The Terra Foundation for American Art International Essay Prize recognizes excellent scholarship by a non-U.S. scholar in the field of historical American art. Manuscripts should advance the understanding of American art, demonstrating new findings and original perspectives. The prize winner will be given the opportunity to work toward publication in American Art, the Smithsonian American Art Museum's scholarly journal. He or she will also receive a $1,000 cash award and a travel stipend of up to $3,000 to give a presentation in Washington, D.C., and meet with museum staff and fellows. This annual prize is supported by funding from the Terra Foundation for American Art.

The Public Affairs Sections (PAS) of the Embassy of the United States in Islamabad, Pakistan and New Delhi, India are pleased to announce an open competition for assistance awards through this Notice of Funding Opportunity (NOFO). The Embassies invite all eligible organizations (see Section C for Eligibility Requirements) to submit a proposal for a Grant or Cooperative Agreement to support programs that connect U.S., Pakistani, and Indian stakeholders. The U.S. Embassies in Islamabad, Pakistan, and New Delhi, India, support initiatives that bring Americans, Pakistanis, and Indians together for educational and cultural exchange, joint training opportunities, and collaborative projects that result in sustainable relationships and increased regional cooperation. Since 2011, the Embassies in Pakistan and India have supported almost a dozen grant-funded programs that have promoted cooperation in the arts, cultural heritage and preservation, economic issues, education, journalism and water management.

The Study of the U.S. Branch, Office of Academic Exchange Programs, Bureau of Educational and Cultural Affairs (ECA), invites proposal submissions for the design and implementation of five different Study of the U.S. Institutes for Scholars and Secondary Educators to take place over the course of five to six weeks at U.S. academic institutions beginning in June 2016, pending the availability of FY 2016 funds. These Institutes should provide multinational groups of experienced foreign university educators, scholars, teachers, and other professionals with a deeper understanding of U.S. society, culture, values, and institutions. Four of these Institutes will be for groups of 18 foreign university level faculty, focusing on the themes of Journalism and Media, U.S. Culture and Society, U.S. Foreign Policy, and U.S. National Security Policymaking, each with a total duration of six weeks.

Funding Opportunity Description The Public Affairs Section of the Embassy of the United States (U.S. Embassy) in Chile is pleased to announce the availability of funding for public diplomacy programs with Chile. This initiative was developed to support projects proposed by U.S. and Chilean cultural, educational, and other non-profit organizations and/or individuals that fulfill U.S. Embassy goals and objectives: to promote greater understanding of the United States and to foster academic, cultural, and other people-to-people exchanges between the United States and Chile. The Public Affairs Section is particularly interested in projects that support increasing academic and cultural exchanges between the United States and Chile, increasing social inclusion, fostering entrepreneurship and innovation, expanding English language proficiency, cooperating in science and technology, and advancing excellence in journalism. We are looking for proposals with outstanding cultural, educational, and exchange merit that involve geographically, demographically, and socio-economically diverse audiences in Chile.

1) Development and implementation of an action plan to build AUAF business school and research structure. Through mentoring plus virtual and in-person sessions the grantee will assist the business school faculty to: improve curricula, materials, technology and teaching methods related to business and research. The grantee will co-teach virtual classes and, ideally, conduct one in-person course per year in Kabul as the security situation allows; and conduct collaborative research and publish papers co-authored with AUAF faculty or students. The project will develop an Executive-in-Residence program as the security situation allows. 2) Advise AUAF in the development of longer-term strategic plans pertaining to promoting the academic quality and research capacity of AUAF in general and of the business school in particular. The partner will support the professional development of non-business faculty in teaching and research methods through transfer of knowledge gained in the business school project. In addition, the partner will advise on: steps needed for AACSB accreditation; the recruitment of target students and faculty; technical needs; the development of an on-line research journal; and, paths for research-related fund raising. PAS intends to issue an award for a period of up to 24 months.

 We are seeking an organization that has experience in working in local languages and working with vernacular journalists, and especially organizations or institutions with linkages to India and specifically South India. The grantee would need to work with local partners in each of the three states in our district to develop online materials and coursework for vernacular journalists.

This project will provide two separate streams of English training, one for journalists and one for export-oriented business professionals, for the purpose of giving both audiences the necessary language skills to communicate more effectively. For journalists, the project will enable participants to more effectively research and develop stories in English, and to represent current events in Afghanistan to a larger international audience. For export-oriented business professionals, the course will enhance their ability to engage in relationship-building and transactions with other English speakers, with the intent of boosting international trade. The successful applicant is expected to administer and conduct English courses for each group, separately, over a 12-month period to at least 80 participants for each of the two separate streams. The courses will include topics and vocabulary relevant to each audience, and will improve participants' English ability in reading, listening, speaking, and writing. To target the skills development of women, gender balance among participants will be taken into consideration in the selection process.

The Public Affairs Section (PAS) of the U.S. Embassy in Kabul, Afghanistan is pleased to announce an open competition for eligible organizations to submit applications to carry out a program to improve access to information for journalists and civil society in accordance with Afghanistan's Access to Information Law. Based on funding availability, this grant intends to develop and provide training for journalists and members of civil society on access to information procedures under Afghan law. The recipient will demonstrate a thorough understanding of the current legal framework surrounding access to information in Afghanistan, and create a strategic plan that will increase awareness of the law and how to use it. Participants will become more aware of the law, how it works, and how to make access to information requests. A successful proposal will include a detailed plan for recruiting a diverse group of journalists from a variety of outlets and employees from a cross-section of civil society organizations working on democracy and governance issues to take part in these trainings. Training activities should take place in Kabul and in no less than five provincial capitals.

The Social Science Research Council and the Japan Foundation Center for Global Partnership have announced that applications are now open for the Abe Fellowship for Journalists. The fellowship is designed to encourage in-depth coverage of topics of pressing concern to the United States and Japan through individual short-term policy-related projects. Applicants are invited to submit proposals on one of four themes. 1) Threats to Personal, Societal, and International Security: Topics may include food, water, and energy insecurity; pandemics; climate change; disaster preparedness, prevention, and recovery; and conflict, terrorism, and cyber security. 2) Growth and Sustainable Development: Topics may include global financial stability, trade imbalances and agreements, adjustment to globalization, climate change and adaptation, and poverty and inequality. 3) Social, Scientific, and Cultural Trends and Transformations: Topics may include aging and other demographic change, the benefits and dangers of reproductive genetics, gender and social exclusion, expansion of STEM education among women and underrepresented populations, migration, rural depopulation and urbanization, impacts of automation on jobs, poverty and inequality, and community resilience. 4) Governance, Empowerment, and Participation: Topics may include challenges to democratic institutions, participatory governance, human rights, the changing role of NGO/NPOs, the rise of new media, and government roles in fostering innovation.
