The grantee will work cooperatively with the Public Affairs Sections in Pretoria, Durban, Cape Town, and Johannesburg to manage the logistics for participants in the 2019-20 Fulbright Foreign Student Program and the 2019-20 Fulbright Visiting Research Scholar Program. Facilitating travel logistics and other related expenses of approximately 27 South African Fulbright grantees including domestic travel related to interviews and the pre-departure orientation. Provision of travel to the U.S. including travel allowance, transportation from home city to departure city, and hotel and meals in departure city if needed, as well as international round-trip air fares.

The objectives of this new funding opportunity is to provide financial assistance to the territories of American Samoa and Guam to provide, expand and improve the provision of independent living services in each respective territory. Centers for Independent Living (CILs) provide services to assist individuals with disabilities to achieve their maximum potential within their families and communities. CILs are consumer-controlled, community-based, cross-disability, non-residential, private nonprofit agencies. Required core services include:•Information and referrals; •Independent living skills training; •Peer counseling;•Individual and systems advocacy; and •Services that facilitate from nursing homes and other institutions to the community, assistance to individuals at risk of entering institutions, and transition of youth to postsecondary life. The problem that will be addressed is that there is currently no center for independent living (CIL) funded in American Samoa or Guam. The target population is individuals with disabilities. The CIL shall use the funds to provide services to individuals with a range of significant disabilities. The CIL shall (1) facilitate the development and achievement of independent living goals; (2) work to increase the availability and improve the quality of community options for independent living; (3) provide independent living services; (4) conduct activities to increase the capacity of communities within the service area of the CIL to meet the needs of individuals with significant disabilities; and (5) conduct resource development activities to obtain other funding.

PRM plans to end its gap-filling support through NGOs for the South Caucasus by the end of FY2019; we will continue to support UNHCR and ICRC. It is in this context that PRM will only consider NGO proposals which have exit scenarios that include the development and/or strengthening of the capacity of beneficiaries, communities and local stakeholders so that they can take responsibility and respond to community needs in a sustainable way. Proposals should include detailed information about how the proposed activities would complement government, other donors' and UN initiatives and/or plans. PRM will consider funding only those projects that include a target beneficiary base of at least 50 percent vulnerable IDPs/refugees/returnees in Georgia and Armenia.

This project aims to support recent reforms of the Ministry of Interior to develop an accountable and trustworthy police force responsive to citizen needs by supporting an additional mechanism to enhance the recruitment, selection, training and placement of officers/agents assigned to the Inspector General's office. Specifically, this project will provide training for officers/agents who are currently assigned to work as investigators in the Office of the Inspector General.

The Public Affairs Section of the U.S. Consulate General in Kolkata (PAS Kolkata) seeks proposals for a project entitled "anti -TIP International Youth Champions Conclave." The program will bring together 40-50 university youth leaders from U.S., India, Nepal, Bangladesh, and Bhutan to the American Center in Kolkata to collaborate during a three-day, intersectional workshop on TIP issues: * Intergenerational: Focusing on the importance of youth and university students to engage in anti-trafficking efforts, including awareness raising through campaigns and social media, internships, exchange programs, etc. * Inter-sectoral: Focusing on the "all hands on deck" approach to combat trafficking, including the private sector, engineers, graphic designers, media etc. * International: Focusing on the need for cross-country partnerships and information exchange. This program supports comprehensive undergraduate National Resource Centers, which: teach at least one modern foreign language; provide instruction in fields needed for full understanding of areas, regions, or countries where a language is commonly spoken; provide resources for research and training in international and foreign language aspects of professional and other fields of study; and provide opportunities for instruction and research on important issues in world affairs.

The ever-changing patterns of globally mobile populations and the incidence and prevalence of disease in these populations are important factors in monitoring, preventing, and controlling disease importation and/or spread in U.S. populations. A better understanding of the scope and control of communicable and non-communicable diseases in globally mobile populations is needed in order to improve public health practices and interventions aimed at preventing illness in refugees, immigrants, travelers and domestic populations. The purpose of this NOFO is to conduct public health research on endemic, neglected, emerging or re-emerging infectious diseases, and other conditions of public health importance, in U.S. bound refugees and other globally mobile populations, in order to promote health and prevent disease in domestic and international populations.

A principal goal of U.S. assistance in Cuba is to empower Cuban civil society to demand effective democracy and respect for human dignity. To promote a peaceful transition to self-determined democracy on the island, U.S. assistance programs focus on providing humanitarian assistance to victims of repression, strengthening civil society, weakening the information blockade, and helping Cubans to create space for dialogue about democratic change and reconciliation. To encourage civic participation in Cuba, the U.S. program focuses on strengthening independent Cuban civil society groups, including professional associations and labor groups. Efforts are aimed at increasing the capacity for community involvement in, and networks among, civil society groups. The United States supports information sharing to, from, and within Cuba, including among civil society groups on the island. In an effort to advocate for human rights, enable expression of political and religious beliefs, and address community needs, civil society leaders create and maintain organized groups that will support a range of their concerns and interests. These associations contribute to an expanding public sphere and discourse in Cuba that includes political and non-political advocacy, youth empowerment, human rights, free press, art, religion, gender and sexuality, among other local issues. However, the Cuban government's repression against civil society leaders and their organizations continues to intensify. I

The U.S. Embassy to Kazakhstan plans to provide the opportunity for broadcast, print, and online journalists from at least six cities of Kazakhstan to gain skills in English language required for their professional needs. We envision holding classes in Astana, Almaty, Aktau, Karaganda, Kostanay and Shymkent, although prospective grantees may propose alternate or additional cities in their proposals. As an additional benefit, we expect the courses will help journalists in each participating city to establish good working relationships with each other and expand professional networks that they can use to share information and skills.

The U.S. Embassy in Moldova seeks to support independent voices in the Moldovan media landscape through the development of good quality local production capacity in the Republic of Moldova in the interests of plurality of views and editorial independence. Specifically, this initiative seeks to support the development of the community of filmmakers and digital content creators who use their medium to present an alternative vision of Moldovan society and culture. The U.S. Embassy seeks a qualified implementing partner that will select, mentor and monitor a series of sub-grantees from the Moldovan creative community.The project will include two major components: 1. Planning and administration of sub-grantees applying for production related initiatives. The grant recipient must solicit applications from emerging or established Moldovan filmmakers, NGOs and creative studios based on an open competition, and select participants based on merit, potential and proposed project goals and outcome. 2. Mentorship of filmmakers, studios and NGOs that successfully pass the selection stage for film production, film festivals, and other non-news production projects. Grant recipient need to mentor the funds recipients in all the cycles of the projects: Planning, Script writing (where necessary), Pitching, Production, Distribution, Fundraising etc. The funding competitions to be announced by the grant recipient of this funding opportunity should be opened to individuals and entities from/registered in the Republic of Moldova and can include different formats, i.e. documentary, narrative, animation, or experimental formats. The themes and goals shall be discussed together with the U.S. Embassy team and the grant recipient.

Lebanon's current court archiving system is insufficient to meet the demands of the caseload of the justice sector. The goal is to support the Lebanese judicial system to establish and use a legal archival system for paper and electronic cases in order to process cases more efficiently and effectively and to have the ability to retrieve past court proceeding files. As part of this project, the implementer will train file attendants/court clerks (those responsible for this process) on proper filing conventions, document preservation, tracking of files released/returned (including tracking the individual documents contained in each file to ensure files are whole upon return) and other areas related to paper and electronic file maintenance identified as-needed.

In Addendum Number 03 to the Catalyzing Private Investment BAA, USAID seeks partners to research, design, develop, test and evaluate approaches for supporting USAID MBIOs to facilitate private-sector financing for development priorities. The objective is to expand and diversify the partner base that can facilitate testing and scaling of a variety of financing instruments, and meet a broad spectrum of financing needs in terms of transaction size and focus to support a country's journey to self-reliance.

This NOFO supports implementation of programs and activities focusing on protecting and improving health globally and further implementing Global Health Security (GHS) through partnerships with health organizations. Its purpose is to advance support for multi-sectoral engagement in human and animal health at all levels in developing strong health systems and resources needed for enhanced surveillance, preparedness and readiness efforts for outbreaks, public health emergencies and health threats. The three main strategic areas are prevent avoidable epidemics, detect threats early, and respond rapidly and effectively to potential events of concern for public health and health security. CDC will leverage resources to promote national initiatives and frameworks that support International Health Regulations (IHR, 2005) core capacities: detect and reduce bio-threats, improve sharing of best practices, use relevant tools to promote health security, strengthen accountability and transparency of data sharing, and participate in regional and international health security initiatives. Outcomes include strengthening capacities to prevent, detect, and respond to potential events of concern for public health and health security and demonstrate improvement in at least 5 GHSA/IHR technical areas to a level of "Demonstrated Capacity" as measured by relevant health security assessment (i.e., World Health Organization (WHO)/IHR Monitoring and Evaluation Framework).

Nigeria has a projected estimated population size of 203,452,505 (July 2018), which makes Nigeria the most populous nation in Africa. The country's National Health Act 2014 (NHA 2014) was signed into law on October 31, 2014 and provides a legal framework for the regulation and management of Nigeria's national health system, however, much work is needed to operationalize the law. Monitoring and mitigating recurring infectious disease outbreaks, as well as detecting and controlling emerging infectious diseases, will be impacted by multiple factors that include inadequate surveillance and response systems, weakened or non-existent infrastructure and health systems and poor coordination among stakeholder agencies. Nigeria is a major gateway to many global destinations. In July 2014, the index case in the Nigeria Ebola Virus disease outbreak arrived at the international airport in Lagos, Nigeria. This index patient potentially exposed 72 persons at the airport and the hospital where he was admitted. The Federal Ministry of Health (FMoH), with guidance from the Nigeria Centre for Disease Control (NCDC), declared an Ebola emergency and rapidly implemented a response using all available public health assets and resources. An Ebola Incident Management Center (a precursor to the current Emergency Operations Center) was established to rapidly respond to the 2014 outbreak. Using an Incident Management System (IMS) to coordinate the response and consolidate decision making, largely contributed to helping contain the Nigeria outbreak early.

Applicants may request up to $55,000 for projects aimed at fostering or expanding U.S.-Russian ties. All project activities and deliverables should be completed within twelve months and end before August 31, 2021. Projects proposing U.S.-Russia partnerships between previously unaffiliated organizations will be given priority consideration. The Office of the Public Affairs Advisor (PAA) at the U.S. Department of State's U.S. Mission to NATO (USNATO) invites not-for-profit, non-governmental organizations and think-tanks that focus on international affairs, defense and security issues, and U.S. and European relations to submit project proposals which encourage public discussions and creative public engagements in Europe on the major theme of "Turning NATO's Words into Action After the Brussels Meeting. USNATO seeks proposals that illustrate how to adapt NATO's strategic focus on deterrence and defense, and projecting stability with specific emphasis on burden sharing, counterterrorism, cyber security, and other outcomes from the Brussels May Meeting. To successfully communicate these policies, the alliance and its stakeholders will need to explain and debate these issues with policymakers, media, and their public in the coming period. USNATO is seeking proposals that will outline how the alliance can transform intent into actions and programs that NATO and its member states can implement. Specifically, we are referring to initiatives that relate to the strategic direction coming from the Brussels meeting; as well as how member states can honor their defense investment pledges, ways the alliance can support counterterrorism efforts, and novel methods to support cyber defense commitments including ways to blunt disinformation. We look forward to reviewing proposals from partner institutions that discuss some or all of these important NATO-related topics.

The Core Fulbright Scholar Program offers over 500 teaching, research or combination teaching/research awards in over 125 countries. Opportunities are available for college and university faculty and administrators as well as for professionals, artists, journalists, scientists, lawyers, independent scholars and many others. In addition to several new program models designed to meet the changing needs of U.S. academics and professionals, Fulbright is offering more opportunities for flexible, multi-country grants.

COMAC builds upon previous USAID/Afghanistan programming, including the current Afghan Civilian Assistance Program (ACAP III) activity, which ends in February 2018. The original ACAP program supported Afghan civilian families and communities that have suffered losses as a result of the being caught between fighting among Afghan National Security Forces (ANSF), Afghan National Army, and Resolute Support (RS) troops against the Taliban and other anti-government elements (AGEs). COMAC will provide tailored, small-scale assistance packages to eligible families to mitigate the immediate impact of the ongoing conflict on their lives. No cash disbursements are foreseen. Assistance will be provided based on individual family needs. COMAC's funding directive is to assist Afghan civilian victims harmed by military operations.

The United States Agency for International Development (USAID) plans to provide up to $40 million in total USAID funding over a period of five-years. The purpose of the activity is to increase utilization of FP services through universal health coverage. It will be accomplished through: 1) strengthening capacity to more effectively train medical providers and community health workers in FP in both the public and private sectors; and, 2) focusing and expanding public sector FP information and services to high need groups such as adolescents, youth, newlyweds, and postpartum girls and women. The results this activity will achieve include: 1. Increased qualified FP workforce in public and private sectors, and 2. Increased availability of public sector FP outreach contacts and services, particularly for adolescents and youth.

The United States Agency for International Development in Bangladesh (USAID/Bangladesh) seeks to invest in people, networks and institutions to make democracy in Bangladesh more accountable, inclusive, and responsive to the needs of its citizens. USAID/Bangladesh is interested in supporting vibrant civil society organizations (CSO) active in advocating for rule of law, human and other democratic rights enshrined in the constitution and international commitments of the Government of Bangladesh. The purpose of this notice of Expression of Interest is to identify potential partners to implement a five year project entitled "Promoting Advocacy and Rights" (PAR), jointly funded by USAID and UK's Department for International Development (DFID). Organizations responding to this notice will receive a Notice of Funding Opportunity "NOFO" with problem statement for the proposed PAR activity, so that they can develop and submit a full technical and cost application.
