Botswana has both a high prevalence of HIV (25% among persons 15-49 years of age) and a high incidence of TB (455 new cases per 100,000 population per year). Drug resistance is a concern with both diseases. High quality surveillance and monitoring data are needed for effective disease control efforts. This funding opportunity announcement (FOA) has two primary objectives. Both are meant to support ongoing efforts of the Botswana Ministry of Health (MOH). The first objective is to strengthen the capacity of the TB laboratory and surveillance systems focusing on drug resistance and system integration. The second objective is to a) complete the national rollout of PIMS II (Patient Information Management System) to health care facilities and development of the national data warehouse and b) to support development and implementation of an HIV surveillance strategy at national- and district-levels.

The USAID Research and Innovation Fellowships aim to build a sustainable model for knowledge exchange by connecting bright American minds with key in-country organizations to collaboratively apply science, technology, and innovation to complex development challenges. The Fellowships offer unique opportunities for Fellows to provide critical research and technical expertise to exciting, progressive projects and initiatives with tangible and finite goals. Additionally, the Fellowships allow for complementary program design, incorporating the needs of the host organization within the scope of the Fellows' existing studies and research. Ultimately, the Fellowships hope to foster stronger human networks and improve sharing of organizational best practices under the umbrella of science, technology, and innovation for stronger development. The Fellowships will be piloted in seven initial countries: Brazil, Colombia, India, Indonesia, Philippines, Senegal, and South Africa. Through a partnership with the U.S. National Science Foundation, and drawing upon the university resources of the Higher Education Solutions Network (HESN), USAID will fund over 300 Fellows in 2014.

 We are seeking an organization that has experience in working in local languages and working with vernacular journalists, and especially organizations or institutions with linkages to India and specifically South India. The grantee would need to work with local partners in each of the three states in our district to develop online materials and coursework for vernacular journalists.

This Funding Opportunity Announcement (FOA) solicits applications to address implementation questions facing World Bank designated low- and middle-income countries (LMICs) in their efforts to scale up sustainable, evidence-based mental health interventions and thereby eliminate the mental health care treatment gap for children, women, and men. The mental health treatment gap refers to the proportion of persons who need, but do not receive care. Each awarded project is to conduct implementation research and research capacity-building activities in LMICs in any one of the following geographical regions: East Asia and the Pacific; Europe and Central Asia; Latin America and the Caribbean; Middle East and North Africa; South Asia; Sub-Saharan Africa. As a group, awardees will constitute a network for mental health implementation research in LMICs with capabilities for answering research questions about going to scale with mental health interventions, sustaining high-quality mental health care in resource-limited settings, and fostering evidence-based mental health policy and program development on an ongoing basis. This program is not intended to support research that can be conducted primarily in and/or by United States or other high income country institutions.

The project will empower citizens of the Guatemalan Western Highlands to identify and address their own development needs. Through a rigorous community-based development (CBD) approach, the project will strengthen the voices of underrepresented groups (including women, poor, indigenous, youth, and others) and actively engage community members as participants and leaders in the full cycle of design, management, and evaluation of development activities. The project will work to dismantle the social, cultural, and historical divides that have marginalized indigenous Mayans in the Western Highlands.

The U.S. Department of State Bureau of Democracy, Human Rights and Labor (DRL) announces an open competition for organizations interested in submitting applications for projects that address the needs of Syrians survivors of torture and other gross human rights violations (GHRV), including released political prisoners and their families. Projects should focus on the mental health and psychosocial support (MHPSS), medical, legal, and human rights documentation sectors, with specific attention focused on issues faced by recently released political prisoners and other Syrian survivors of gross human rights violations.

INL aims to improve access to justice for women in Pakistan by building an extensive network of police, prosecutors, judges, community leaders, and other service providers that can effectively respond to the needs of victims of gender-based violence.

The NIH Research Education Program (R25) supports research education activities in the mission areas of the NIH. The over-arching goal of this Fogarty International Center R25 program is to support educational activities that complement and/or enhance the training of a workforce to meet the nations biomedical, behavioral and clinical research needs by enhancing health workforce capacity in high HIV-burden, low-income countriesin sub-Saharan Africa; enhance the diversity of the biomedical, behavioral and clinical research workforce by encouraging interprofessional education initiatives to enhance team health care delivery; help recruit individuals with specific specialty or disciplinary backgrounds to research careers in biomedical, behavioral and clinical sciences in low-income countries to enhance capacity of US research projects; foster a better understanding of biomedical, behavioral and clinical research and its implications to improve capacity to develop, implement and evaluate evidence-based health services. To accomplish the stated over-arching goal, this FOA will support creative educational activities with a primary focus on courses for Skills Development;Research training; Mentoring Activities; Curriculum or Methods Development to increase Outreach to broad communities to enhance participation in skills development courses, curricula, and mentoring activities.

RGN will serve leading governance activity in Niger under the USAID's Resilience in the Sahel II Project (RISE II). RGN will address Objective 4: Enhance governance of institutions and organizations, of the RISE II results framework (attached), specifically sub-IR 4.1: Improved performance of sub-national state institutions and sub-IR 4.2: Strengthened local civil society and community based organizations. The Activity is intended to support locally-driven, politically feasible approaches to enhance: Municipal government and citizen understanding of the roles and responsibilities of municipal governments and deconcentrated national authorities, and intergovernmental communications concerning local governance; Planning, budgeting and administrative capacity of municipal governments to manage and mobilize financial and human resources for locally-determined service and infrastructure needs; and Civic engagement in communal governance - in determining local priorities, and in holding government accountable to meet its obligations

"Counter-Trafficking in Persons" will address the endemic issue of trafficking in Haiti while fostering a state-led and inter-agency system that protects people at risk of trafficking, meets the needs of victims and works towards creating a human rights environment that systematically precludes trafficking from happening. The implementation of this activity will enable civil society and Government of Haiti institutions to work hand in hand to build on previous achievements and consolidate safeguards against this phenomenon.

The Public Affairs Section (PAS) of the U.S. Embassy in Tbilisi is pleased to announce an open competition for an implementing partner for the Promoting Gender Equality in Technical and Vocational Education and Training (TVET) Exchange Program (1) to facilitate a clear understanding of key barriers to female participation in TVET and analyze their implications in women's employment and economic empowerment; (2) to provide practical tools and guidance on how to mainstream gender effectively into the TVET institutional structures, systems, programs and activities; and (3) to strengthen the capacity of TVET providers to overcome gender disparity in student recruitment and retention. U.S. non-profit/non-governmental organizations, public and private educational institutions, including TVET providers, may submit proposals to manage a year-long project to support the professional development of the staff of select Georgian TVET institutions through a robust professional study tour at U.S. training centers, with site visits to the relevant TVET institutions, partners, and policymakers in the United States. PAS intends to award a cooperative agreement for an estimated amount of $225,000 to defray the costs for the preliminary needs assessment trip to Georgia, followed by a three-week intensive study tour in the United States for up to 12 participants, and follow-up visit in Georgia for evaluation and further consultations.

The U.S. Embassy in Kyiv announces a funding opportunity establish an academic partnership between a U.S. university and a Ukrainian institution to develop an academic program in government communications. The university partnership will develop a degree-granting higher education program for government communications students (i.e. pre-service training for potential public servants in government communications offices). The partnership will also develop in-service training for government officials through a professional extension program. Elements of the university partnership will include a needs assessment, faculty and student exchanges, curriculum development, joint online courses, and opportunities for joint research among American and Ukrainian faculty and students, and evaluation and measurement of the partnership's impact.

The purpose of this Funding Opportunity Announcement (FOA) is to establish Phase 2 of the U.S.-South Africa Program for Collaborative Biomedical Research.  Research areas supported under this program include: sexually transmitted infections; parasitic infections; arboviruses and emerging/re-emerging viral pathogens; and vector biology and control. The intent of this FOA is to foster, stimulate, and/or expand basic, translational, behavioral and applied research that will advance scientific discovery and engage U.S. and South African scientists working collaboratively in the areas of infectious disease research.  Proposed research should reflect the highest possible scientific standards, as well as shared interests, international and local public health needs and priorities, and involve mutually advantageous collaborations among institutions, including participating communities and other partners.  U.S. and South African investigators working in partnership will prepare and submit a single joint application.  Applications must include at least one PD/PI affiliated with the U.S. institution and a South African PD/PI from an eligible institution from South Africa.

The Public Affairs Section of the U.S. Embassy in Singapore announces an open competition for proposals to design, plan, and implement a three-day workshop (not inclusive of travel dates) in Singapore for the Young Southeast Asian Leaders Initiative (YSEALI), pending the availability of funds. The three-day workshop in August 2020 (tentatively) will gather approximately 40-60 participants between 18-35 years of age from all ten ASEAN member states and Timor-Leste around the theme, "Future Workforce." YSEALI is the U.S.government's signature initiative to strengthen partnerships with emerging leaders in ASEAN member states (Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand, and Vietnam) and Timor-Leste. Program participants are encouraged to work across national borders to solve regional challenges, encompassed by the four pillars of YSEALI - economic growth, sustainable development, education, and civic engagement - and to strengthen the U.S.-ASEAN partnership. The YSEALI Regional Workshop on "Future Workforce" in Singapore will help Southeast Asia strengthen economic development capacity by preparing their workforce to adapt to the needs of future job demands and highlight the value of U.S. companies in driving technology and innovation. Over the course of three days, workshop participants will gain the knowledge, skills, and resilience to ensure their enterprises remain viable into the future. The workshop will develop participants' leadership competencies in strategies for meeting the digital future, critical thinking skills required to adapt quickly, and upskilling/reskilling their workforce.

This NOFO seeks to provide infrastructure support and technical assistance to Mozambican Ministry of Health (MOH) health clinics and facilities in order to scale-up HIV and TB services through PEPFAR. This NOFO will provide technical assistance to help address MOH infrastructure needs as well as providing overall alternative solutions to improving the health infrastructure either through renovations, pre-fabricated (pre-fab) structures, or equipment necessary for the improvement of HIV/AIDS and TB services across the clinical cascade. Sites for infrastructure support will be selected based on MOH and PEPFAR priorities. Health centers may require different infrastructure solutions which may include pre-fab structures for warehouses, pharmacies, laboratories, and medium-sized health units. Supported health facilities may be geographically dispersed throughout Mozambique and involve rural and urban areas. The accomplishment of these objectives will support the Government of Mozambique’s goal of promoting epidemic control through an increased facility maximum HIV patient capacity and will in turn facilitate the country’s HIV strategic goals.

The purpose of this grant is to continue to provide G.R. E.A.T. Instructor Certifications to Central American Officers plus overall management and coordination of the Program, including scheduling of trainers and training; regular review, revision, and updating of curricula and training processes; publication and production of materials and resources needed for training and for instructors in the field; maintenance and enhancement of a dual-language G.R.E.A.T. Web site; continued development of program curricula and materials to improve accessibility for Central American audiences; and monitoring and evaluation of Program implementation to ensure fidelity to the Program design and effective delivery of services.

The Office of Citizen Exchanges, Youth Programs Division, of the Bureau of Educational and Cultural Affairs (ECA) announces an open competition for the FY 2018 Jovenes en Accion (Youth in Action), an exchange program for Mexican high school students. U.S. public and private non-profit organizations meeting the provisions described in Internal Revenue Code section 26 USC 501(c)(3)may submit proposals to provide participants with a four-week summer exchange program in the United States focused on civic education, community service, and youth leadership development and to support the implementation of service projects in their home communities. This program will be funded as a joint initiative between the U.S. Department of State, the Mexican government, and the private sector. U.S. Embassy Mexico City and the Mexican Secretariat of Public Education will recruit, screen, and select the participants. ECA funding will support U.S.-based activities for approximately 25 participants to take place during summer 2018. U.S. Embassy Mexico City anticipates additional funding to increase the total number of participants to approximately 75 students; proposals should indicate the applicant's ability in hosting approximately 75 students and managing funding from multiple sources. The Department reserves the right to reduce, revise, or increase proposal project configurations, budgets, and participant numbers in accordance with the needs of the program and the availability of funds.

The purpose of this program is to increase citizens' access to useful information.To achieve the main purpose of increasing citizens' access to useful information. MSP 2.0 will pursue the following illustrative sub-purposes: Sub-Purpose 1: Improved Capacity of community radios to respond to rural citizens' information needs; Sub-Purpose 2: Improved Sustainability of Media Sector to Provide Quality Information to Citizens. The new media strengthening programming will directly support the DRG PAD Intermediate Result (IR) 1: More effective civil society participation in governance processes, and more specifically the Sub-IR 1.1: Citizens better informed of rights and responsibilities.
