The U.S. Embassy's Public Affairs Section in Moscow (PAS Moscow) announces an open competition for organizations to submit applications to carry out a program to administer the FY 2019-2020 English Language Teaching Support. Please carefully follow all instructions below. The U.S. Embassy in Moscow invites proposal submissions for a cooperative agreement to provide technical and logistical support for English Language Programming from the English Language Office (ELO) in Russia. Award recipients will consult closely with the English Language Officer in PAS Moscow throughout the development, implementation, and evaluation of each English Language Program. Each English Language Program professionally develops teachers, increases the English language skills of students, or assists an expert to professionally develop other teachers of English in Russia. These include, but are not limited to: Umbrella and National Association of Teachers' of English) NATE conferences, ETA support to visit English Access camps, Teacher Associations' and USG alumni support, travel of Russian English teachers to TESOL Convention and other international conferences, and targets of opportunity. The grantee will be responsible for providing logistical support during major ELO events and projects in Russia in the form of venue negotiations and arrangements, transportation, transfers, hotel and meal arrangements, purchasing of materials and supplies, and other technical and/or logistical support, as directed by PAS Moscow. The Grantee will be required to provide the Embassy with program account records on a regular basis.

Promoting and improving English language education in Japan will increase U.S.-Japan exchange, a top priority of the Embassy of the United States. A 2012 report by the U.S.-Japan Conference on Cultural and Educational Interchange (CULCON) noted that inadequate English language proficiency among Japanese young people can discourage students from applying and may decrease their chances of admission to programs abroad. The Japanese Ministry of Education, Culture, Sports, Science, and Technology (MEXT) is working to strengthen English language education from kindergarten through university. The U.S. Embassy supports MEXT's goal of strengthening English language education by providing Japanese teachers of English with various Teaching of English to Speakers of Other Languages (TESOL) training programs to improve their English teaching, with the ultimate goal of promoting more student exchange between the United States and Japan.

The primary goal of the funding opportunity is to engage English teachers in training programs that will strengthen English teaching quality and capacity in the Dominican Republic. The target population for this training program will be public school teachers, teachers from the Ministry of Higher Education's English Immersion Program and teachers from the binational centers (Instituto Cultural Dominico-Americano and Centro Cultural Dominico-Americano). Institutions should include a description of the interview and selection procedures and assessment methods for the proposed training program(s). Participants and Audiences: a. License at least five teachers or teacher trainers as TESOL Trainers Target audience: Teachers or Supervisors/Teacher Trainers from the Instituto Cultural Dominico-Americano's Teacher Training Center and/or English School b. Train at least 80 English pre-service teachers and/or in-service teachers in the communicative approach in support of the new English curriculum implemented by the Ministry of Education of the Dominican Republic in the northern, eastern, southern and/or capital region. Target audience: Pre-service teachers attending local universities, including UASD and ISFODOSU, and/or in-service teachers from the Ministry of Education c. Train 40 teachers and/or supervisors from the Ministry of Higher Education's English Immersion Program, the Instituto Cultural Dominico-Americano and the Centro Cultural Dominico-Americano in evaluation and assessment and/or communicative approach. The Office of English Language Programs of the Bureau of Educational and Cultural Affairs announces an open competition for proposals to advance the Bureau's objectives through support of academic exchanges that will result in the improvement of English teaching capacity around the world and the enhancement of mutual understanding between the people of the United States and the people of other countries through exchanges of U.S. English language educators to all regions of the world. The EL Fellow and Specialist Program builds bridges of mutual understanding between the people of the United States and the people of other countries through exchanges of U.S. English language educators. The EL Fellow and Specialist Program sends talented, highly qualified U.S. citizens in the area of Teaching English to Speakers of Other Languages (TESOL) or a closely related field on approximately ten month Fellow exchanges or short-term (two-weeks or more) Specialist assignments at educational institutions in all regions of the world. Through U.S. embassy-designated projects, EL Fellows and Specialists share their expertise, build English teaching capacity abroad, hone their skills, and gain international experience. Upon returning to the United States, they share their experiences and acquired knowledge with their communities and professional colleagues. Projects are carried out with host country ministries of education, universities, teacher-training institutions, NGOs, binational centers, and other English language teaching institutions.

The project will promote the development of English language, classroom pedagogy, community engagement and leadership skills of the participants through first-hand experience and networking with English language teaching peers in the United States. Through teamwork activities, the program will develop participants' classroom, leadership, communication skills, and teacher trainer skills. In addition to enhancing the participants' ability to implement effective English language programs in Pakistan, the exchange program will provide participants a better understanding of the United States, its people, and its democratic values. By the end of the English Language Teaching Exchanges, approximately 50 Pakistani English language teachers from government or foundation schools from undeserved areas will further develop their pedagogic expertise in teaching English language, improve their own English language proficiency, and increase their knowledge about the United States.

The U.S. Consulate Fukuoka Public Affairs Section (PAS) of the U.S. Department of State is pleased to announce that funding is available through its Public Diplomacy Small Grants Program. This annual notice of funding opportunities outlines our funding priorities and areas of interest, as well as procedures for submitting requests for funding. Any organization or individual interested in applying for funding should carefully follow all instructions. Public Affairs Section (PAS) seeks to provide Iraqi youth with educational opportunities through English-language instruction in accordance with Mission Iraq goals. The English Access Micro-scholarship Program for Central and Southern Iraq will provide a foundation of English language skills to non-elite, 13 to 18 year-old students through after-school classes and intensive summer activities over a two-year period. Access Program students also gain an appreciation for American culture and democratic values, increase their ability to participate successfully in the socio-economic development of their countries, and gain the ability to compete for and participate in future U.S. Government-sponsored educational programs. Subject to the availability of funds, the Embassy expects to award a grant up to $380,000 to carry out the English Access Micro-scholarship Program for Central and Southern Iraq over a twenty-four month time frame.

This project will provide two separate streams of English training, one for journalists and one for export-oriented business professionals, for the purpose of giving both audiences the necessary language skills to communicate more effectively. For journalists, the project will enable participants to more effectively research and develop stories in English, and to represent current events in Afghanistan to a larger international audience. For export-oriented business professionals, the course will enhance their ability to engage in relationship-building and transactions with other English speakers, with the intent of boosting international trade. The successful applicant is expected to administer and conduct English courses for each group, separately, over a 12-month period to at least 80 participants for each of the two separate streams. The courses will include topics and vocabulary relevant to each audience, and will improve participants' English ability in reading, listening, speaking, and writing. To target the skills development of women, gender balance among participants will be taken into consideration in the selection process.

The U.S. Mission in Iraq announces an open competition for eligible organizations to submit proposals to develop and implement the English Access Microscholarship Program for Kirkuk and Tikrit. Public Affairs Office (PA) seeks to provide Iraqi youth with educational opportunities through English-language instruction in accordance with Mission Iraq goals. The English Access Microscholarship Program for Kirkuk and Tikrit will provide a foundation of English language skills to economically disadvantaged, demographically diverse, 13 to 16 year-old students through after-school or weekend classes and intensive summer activities over a two-year period. Access Program students also gain an appreciation for American culture and democratic values, increase their ability to participate successfully in the socio-economic development of their countries, and gain the ability to compete for and participate in future U.S. Government-sponsored educational programs. Subject to the availability of funds, the Embassy expects to award a grant up to $193,000 to carry out the English Access Microscholarship Program for Kirkuk and Tikrit over a twenty-four month time frame.

he U.S. Embassy Macedonia Public Affairs Section is pleased to announce that funding is available for academic year English language teaching programs that offer primary and/or secondary school students in Macedonia innovative and experiential learning opportunities to improve their English and learn about the United States. Programs should meet at least once a week throughout the academic school year, beginning in September 2017. The main objectives of this program are to: * Provide opportunities for disadvantaged students to improve their English speaking ability. * Teach about American culture and values through English language learning. * Connect students in the United States and Macedonia, so that they can learn more about each other and build relationships. * Promote inter-ethnic understanding among students in Macedonia. Successful applicants should build off of current and previous English language programs run by U.S. Embassy Macedonia, including the Dreams and Friendship and Graphic Novel Programs

To support the interest of journalists in developing their English language skills, the Embassy of the United States has supported English courses for journalists in six cities of Kazakhstan. On the basis of this experience, the Embassy intends to continue this program to help more Kazakhstani journalists enhance their knowledge of professional English and apply their knowledge of English to advance their careers.

The Office of English Language Programs of the Bureau of Educational and Cultural Affairs (ECA/A/L) announces an open competition to administer the English Access Microscholarship Program (Access), which provides a foundation of English language skills to bright, economically disadvantaged students in their home countries. Access programs introduce students, primarily aged 13 to 20, to U.S. culture and democratic values, improve the students' potential to fully contribute to the socio-economic development of their countries, and increase their ability to compete for and participate in U.S. exchange and study programs.

The U.S. Embassy Tallinn Public Affairs Section (PAS) of the U.S. Department of State seeks proposals for programs that expand English language education and enrichment in the northeast region of Estonia. Ideas for proposals could include the establishment an after-school enrichment program for disadvantaged youth, an English-language youth leadership development summer camp for Estonian and Russian speaking youth, or the establish an English language entrepreneurship and technology program for teachers and students.

The Public Affairs Section (PAS) of the U.S. Embassy in Kabul, Afghanistan, is pleased to announce an open competition for eligible organizations to submit applications to carry out a program to teach English for Specific Purposes (ESP) to select Ministry of Foreign Affairs (MFA) employees. The successful applicant is expected to administer and conduct ESP courses at the intermediate and advanced levels to select employees of the MFA. The recipient will also be expected to administer TOEFL iBT prep courses. This project aims to provide MFA employees with the necessary language skills to communicate in English at the intermediate and advanced levels. The course will introduce topics and vocabulary relevant to foreign affairs professionals into the course curriculum. This is a 12-month project for 120 participants (60 participants per each 6-month semester) which will improve participants' overall English ability in terms of reading, listening, speaking, writing, and presentation skills.

The country-wide English Works! Program will offer the opportunity to at least 600 at-risk Pakistani youth ages 17-25 to increase their English language proficiency, critical thinking, employability, and soft skills to become more productive members of their community and society. English Works! will be taught using the existing curriculum and guidance of RELO Pakistan. Implementers and teachers may participate in trainings (in-person or online) designed to introduce them to sample activities and suggested methodology.

Priority Region: Proposals must be implemented in Lebanon, with priority given to projects implemented partially or entirely in underserved areas. Program Objectives: U.S. Embassy Beirut seeks proposals that promote English language education through youth engagement, women empowerment, community service, Science Technology English Math (STEM), English for Specific Purposes (ESP) or other relevant activities. Key Guidelines: - Applicants can apply as individuals or as groups (for example, a group of alumni), organizations, or as non-profit organizations. - All applicants should be Lebanon-based. - For alumni proposals, partnerships with existing, active alumni organizations are encouraged. - Successful projects should identify and work with appropriate partner institutions. Partner institutions can be engaged to provide expertise as well as cost-share activities. Cost-sharing (financial and/or in kind) is encouraged for a competitive grant. - Each project will evaluated based on its potential sustainability, meaning its ability to reach different audiences and goals during and beyond the grant cycle; projects that demonstrate sustainability will be given preference.

The U.S. Embassy Tokyo announces an open competition for organizations to submit proposals for an English teacher training project to improve the communicative English language teaching skills of Japanese elementary and secondary school teachers and carry out a micro-grant program for alumni of U.S. Embassy-sponsored English teacher training programs.

The Public Affairs Section (PAS) of the U.S. Embassy in Kabul, Afghanistan is pleased to announce an open competition for assistance awards through this Request for Grant Proposals (RFGP). PAS Kabul invites all eligible organizations (see Section IV for Eligibility Requirements) to submit a proposal to provide English language and editing training for employees of the Bakhtar News Agency. A successful proposal will show: 1) demonstrated organizational capacity for planning and implementing this project; 2) experience providing English training; 3) experience providing English for editing training; and 4) experience providing workforce training in the Afghan context.
