CDC-RFA-GH15-1569 Implementing an Electronic Monitoring and Reporting System in the Rep... - 0 views

  •
This funding opportunity announcement (FOA) addresses the strong need for an electronic repository system in Rwanda. The system will be a web-based monitoring and reporting system to be used by all USG PEPFAR-funded agencies and implementing partners operating in the country, including the Rwandan Ministry of Health, the Rwanda Biomedical Center, and other PEPFAR implementing partners. An initial assessment of the existing electronic system will provide insights on whether or not maintenance, upgrade, or the development of a new platform will address the needs of PEPFAR Rwanda. A flexible and stable platform is needed and will serve as the unique repository of PEPFAR Rwanda program data at the country level. It will be used to generate PEPFAR periodic reports, including the semi-annual and annual progress reports and additional ad hoc requests. The purpose of this FOA is to develop a new system or upgrade and maintain the existing web-based reporting system that has been in place since 2008 and build local capacity within the USG team to manage and maintain the system. The system should include automated checks for data quality. In doing so, the system will add new functionality (e.g., dashboard to easily view achievement of indicators, etc.) as well as add additional data variables to be used for HIV program planning and implementation. The Division of HIV/AIDS at the Rwanda Biomedical Center (RBC) will be one of the major users of the data stored and managed on the system, and the successful applicant will be expected to work closely with this division to refine some of the data elements collected to ensure harmonization with the national system.

The Benjamin A. Gilman International Scholarship is accepting applications for U.S. students studying abroad in 2018.The Gilman scholarship is a U.S. Department of State grant program that enables students with limited finances to study or intern abroad. The scholarship is open to U.S. students who receive the Federal Pell Grant at a two-year or four-year college or university to participate in education or intern abroad programs across the globe. The Gilman is a generous scholarship that allows students to go abroad when they normally cannot afford to," Howard said. "Additionally, after being awarded the scholarship I received invitations to take advantage of the many services the scholarship provided that help students get ready to go abroad, how to acclimate while abroad, and how to readjust when they get back. There is also a strong support system with alumni and more opportunities to stay involved. I don't think that there is any reason not to apply if you're eligible!" Award amounts will vary depending on the length of study and student need. Applicants who are studying a critical need language while abroad in a country in which the language is predominantly spoken can apply for a supplemental award of up to $3,000, for a combined total of $8,000.

The goals of the Humphrey Program are to build mutual understanding and strengthen U.S. engagement with professionals from designated countries who are well placed to address their countries' development needs in key areas, including public health, education, sustainable development, and democratic institution-building. Each year the Humphrey Program brings accomplished professionals from approximately 100 countries in North Africa and the Middle East, Sub-Saharan Africa, East Asia and the Pacific, South Asia, Central Asia, Latin America, the Caribbean, Eastern Europe, and Eurasia to the United States for one academic year, preceded by U.S.-based pre-academic English instruction for participants who need it. The list of eligible U.S. embassies and Fulbright commissions (posts) that may nominate candidates for the Humphrey Program is determined each year by ECA in consultation with the Department of State's six regional bureaus. The academic-year program combines non-degree graduate study, leadership training, and opportunities for substantive professional collaboration with U.S. counterparts. U.S. embassies or binational Fulbright commissions nominate candidates for the Humphrey Program based on the candidates's professional backgrounds, academic qualifications, and leadership potential. The Humphrey Program provides these emerging leaders with an opportunity to understand U.S. society and culture and participate with U.S. colleagues in current approaches to the fields in which they work, providing a basis for on-going cooperation between U.S. citizens and their professional counterparts in other countries.

The national response to the HIV epidemic in Swaziland has undergone dramatic changes and achieved major milestones up to date. As the epidemic matures in Swaziland and the country shifts from emergency response to scale-up of prevention interventions and universal access to care and treatment, the technical needs of the country are also evolving. Monitoring trends, identifying and addressing knowledge gaps, and strengthening the country's long-term capacity to use epidemiological tools to produce strategic information are now recognized as important priorities moving forward. Currently, Swaziland lacks coordinated infrastructure and capacity to formulate and address research questions that will inform programmatic and policy decisions. In addition, the country needs a robust epidemiological surveillance system for communicable and non-communicable disease to enable the detection of and efficient response to disease outbreaks. The overall goal of this FOA is to strengthen the capacity of Ministry of Health (MoH) and Ministry of Economic Planning and Development (MoEPD) to produce and effectively use epidemiological, surveillance, and research data in the Kingdom of Swaziland.

Modernization of the Police Preventive Model: Creation and Implementation of the Proble... - 0 views

  •
In 2012, the Ministry of Public Security of Costa Rica designed a model of the police service implemented by quadrant, which aimed to improve the quality of service provided to citizens by assigning specific responsibilities to police officers who serve in a small geographical area, called a quadrant. However, seven years later the police service model is not being implemented in all police stations in the country and, where it is being implemented, there is no evidence that the model has achieved its main objective. For this reason, the Directorate of Public Force has expressed the need to optimize this police service model by incorporating the principles of the problem-oriented policing (POP) and evidence-based policing. This will enable evidence with targeting and scientific methods to improve the quality of police services, reducing crime rates and increasing the confidence and perception of security in Costa Rica. The specific problem is that the current management model for the police force is ambiguous, inadequate and has no scientific basis, which makes the model urgent to be optimized in order to improve the police force's response to the population's security needs.

FY2020 U.S. Embassy Tokyo: Security in the Indo-Pacific - 0 views

  •
A free and open Indo-Pacific is crucial for global stability in the 21st century. This vision for the Indo-Pacific is not unique to the United States, but is shared by Japan and many other nations in the region. However, there are many challenges to realizing this vision, including territorial and maritime disputes, differing economic approaches, historical concerns, and various types of governance. Therefore, multilateral cooperation is needed to address these challenges and ensure economic prosperity, good governance, and peace and security become a reality for all in the Indo-Pacific. The Embassy welcomes proposals that address these issues and is particularly interested in supporting the following priority areas: maritime security, economic prosperity, civil society, disaster relief, health assistance, and rule of law. The program needs to be designed to strengthen ties between U.S. and Japanese institutions through the inclusion of U.S. experts. The program should also include participants from other countries in the Indo-Pacific region.
