The Directorate for Biological Sciences (BIO) awards Postdoctoral Research Fellowships in Biology to recent recipients of the doctoral degree for research and training in selected areas supported by BIO and with special goals for human resource development in biology.  The fellowships encourage independence at an early stage of the research career to permit Fellows to pursue their research and training goals in the most appropriate research locations regardless of the availability of funding for the Fellows at that site.  For FY 2013, these BIO programs are (1) Broadening Participation in Biology; (2) Intersections of Biology and Mathematical and Physical Sciences and Engineering; (3) National Plant Genome Initiative Postdoctoral Research Fellowships; and (4) International Postdoctoral Research Fellowships in Biology.  These areas change periodically as new scientific and infrastructure opportunities present themselves. For this reason, this solicitation will be changed as necessary to reflect the areas being funded.

This National Aeronautics and Space Administration NRA "Solicitation of Proposals for Possible Inclusion in a Russian Bion-M2 Mission" is an Appendix to the NASA Omnibus Research Announcement ROSBio-2016 (NNH16ZTT001N NRA). NASA's Space Life and Physical Sciences Research and Applications Division (SLPSRAD) has been invited to propose candidate experiments from U.S. investigators for possible inclusion in the Bion-M2 mission, which will occur in 2020 or 2021. The NASA Space Biology Program, therefore, requests proposals for flight investigations that fit within the Russian IBMP flight experiment designs as described in Appendix C (NNH16ZTT001N-BION) to the ROSBio-2016 Omnibus NRA. For this Appendix, NASA Space Biology will use a two-phase submission and review process. The first phase will require the submission of a preliminary proposal, hereafter referred to as a pre-proposal. Pre-proposals will be evaluated by NASA and possibly by the IBMP/RAS for their suitability for inclusion in mission planning. Investigators whose pre-proposals are found to satisfy the evaluation criteria described in Appendix C will be invited to submit complete full proposals during phase 2, which will occur at a later date, after more details about the Bion-M2 mission become available.

The objective of the Chernobyl Tissue Bank is to maintain a research resource that supports current and future studies on the biology of thyroid cancer, a major health consequence of the Chernobyl accident. With generous support from the Cleveland Zoological Society, the Asia Seed Grants Program provides funds to support field conservation and research projects in Asia. Annual awards ranging from $1000 to $3500 will be made to conservation and research initiatives involving wildlife and their habitats, and educational or cultural activities that involve or impact wildlife and their habitats. Ideal projects have clear and direct conservation impact, positively affect local people and create opportunities for capacity building in country. The Science of Science & Innovation Policy (SciSIP) program supports research designed to advance the scientific basis of science and innovation policy. Research funded by the program thus develops, improves and expands models, analytical tools, data and metrics that can be applied in the science policy decision making process. For example, research proposals may develop behavioral and analytical conceptualizations, frameworks or models that have applications across a broad array of SciSIP challenges, including the relationship between broader participation and innovation or creativity. Proposals may also develop methodologies to analyze science and technology data, and to convey the information to a variety of audiences. Researchers are also encouraged to create or improve science and engineering data, metrics and indicators reflecting current discovery, particularly proposals that demonstrate the viability of collecting and analyzing data on knowledge generation and innovation in organizations. Among the many research topics supported are:examinations of the ways in which the contexts, structures and processes of science and engineering research are affected by policy decision, the evaluation of the tangible and intangible returns from investments in science and from investments in research and development, the study of structures and processes that facilitate the development of usable knowledge, theories of creative processes and their transformation into social and economic outcomes, the collection, analysis and visualization of new data describing the scientific and engineering enterprise. The purpose of this Funding Opportunity Announcement (FOA) is to establish Phase 2 of the U.S.-South Africa Program for Collaborative Biomedical Research.  Research areas supported under this program include: sexually transmitted infections; parasitic infections; arboviruses and emerging/re-emerging viral pathogens; and vector biology and control. The intent of this FOA is to foster, stimulate, and/or expand basic, translational, behavioral and applied research that will advance scientific discovery and engage U.S. and South African scientists working collaboratively in the areas of infectious disease research.  Proposed research should reflect the highest possible scientific standards, as well as shared interests, international and local public health needs and priorities, and involve mutually advantageous collaborations among institutions, including participating communities and other partners.  U.S. and South African investigators working in partnership will prepare and submit a single joint application.  Applications must include at least one PD/PI affiliated with the U.S. institution and a South African PD/PI from an eligible institution from South Africa.

The GEOMM program supports fundamental research on the mechanical and engineering properties of geologic materials including natural, mechanically stabilized, and biologically or chemically modified soil and rock. The program also addresses hydraulic, biological, chemical and thermal processes that affect the behavior of geologic materials. Research at the micro-scale on soil-structure interaction and liquefaction are included in the scope of this program. Support is provided for theoretical studies, constitutive and numerical modeling, laboratory, centrifuge, and field testing. Cross-disciplinary and international collaborations are encouraged.

Problems facing world governments, businesses, civil societies, and the international scientific community are increasingly interconnected in nature and rarely fall cleanly within the confines of a national border. In recognition of the fact that global problems require international inquiry to generate effective solutions, and in pursuit of its goal to enable strong international research collaborations, CRDF Global is currently accepting proposals from U.S. researchers who will collaborate with Russian teams in basic research in one of the following three scientific areas:

This NOFO will support implementation and acceleration of comprehensive HIV prevention, care, and treatment programs for HIV/AIDS epidemic control in Fort Portal Region of Uganda. This will entail implementation of comprehensive HIV/AIDS services in line with the new WHO guidelines,including targeted HIV testing services (HTS) to find more people living with HIV (PLHIV), especially men and key and priority populations (KP/PP) through HIV care and treatment; TB/HIV prevention, diagnosis, and treatment;elimination of Mother-to-Child Transmission (eMTCT); Voluntary Medical Male Circumcision (VMMC); services for orphans and vulnerable children (OVC); and associated laboratory and strategic information (SI) services through a health systems strengthening approach. Additionally, the recipient will work closely with the Ministry of Health (MOH) to strengthen the technical capacity of regional structures and District Health Teams (DHTs) for an effective public health decentralized HIV/AIDS response. Expected outcomes include improved access,coverage, and quality of HIV services ensuring 90% of PLHIV know their status;90% of people diagnosed with HIV infection receive antiretroviral therapy (ART); and 90% of those on treatment are virally suppressed.

The key element of the national HIV/AIDS program is ART scale up contributing towards strategic goals of treatment cascade. This project will build on the successful creation of a HIV medical information system through the ACCESS project by scaling up implementation of the MIS to treatment sites in all 12 PEPFAR focus oblasts, including capacity building of healthcare workers, improving information management, analysis and use. The project will also develop and implement a laboratory information system module. In addition, the project will work with the treatment sites to implement quality improvement and facility index testing activities in coordination with other PEPFAR and Global Fund supported activities. The major expected project results are 1) functional HIV MIS is operated by a GOU affiliated Operator at treatment sites in the 12 PEPFAR priority regions and Vinnitsa; 2) MIS data used by sites, GoU, PEPFAR , and other stakeholders; 3) laboratory module implemented; 3) quality improvement activities are implemented at all supported treatment sites; 4) high coverage facility index testing is performed at supported sites.

This Broad Agency Announcement (BAA) seeks opportunities to co-create, co-design, co-invest, and collaborate in the research, development, piloting, testing, and scaling of innovative, practical and cost-effective interventions to address Zimbabwe's Development Challenges. Those Development Challenges may include opportunities to increase the number of Zimbabweans who live longer, healthier lives. The United States Agency for International Development (USAID) invites individuals, organizations, and companies to participate with the USAID Mission in Zimbabwe (USAID/Zimbabwe) to create more strategic, focused and results- oriented solutions to respond to the development challenges in Zimbabwe.

Timely and reliable laboratory data are an essential component of a well-functioning national health system. This FOA will support strengthening the quality, accessibility, and sustainability of the NHLS across a six-tiered network, i.e., at the national, zonal, regional, district, health center, and dispensary levels. Technical assistance will focus on improving the quality assurance of HIV rapid testing, TB microscopy and GeneXpert; Early Infant Diagnosis (EID) and Viral Load (VL) testing; establishment and maintenance of efficient sample referral system and transport networks; implementation of laboratory Quality Management Systems; implementation of Laboratory Information Management Systems; scale up of EID and VL monitoring programs; quantification and forecasting of laboratory commodities; HIV Drug Resistance Surveillance; and, effective use of laboratory data for program management.

Subject to funding availability, STAR is a five-year cooperative agreement. The Office of Professional Development and Management Support within the Bureau for Global Health will manage the Award. The Award covers all core-funded activities under this Agreement, and may receive both USAID core and field support funds, from a variety of accounts and earmarks. Applicants are encouraged to propose creative collaborative partnerships with other USG agencies and/or international organizations, NGOs, private voluntary organizations, and firms to implement activities under this program. Proposing at least one new partner in response to this NFO is also highly desirable. "New partners" are defined as organizations that have never received Bureau for Global Health funding as either a direct or sub-recipient. Under this definition, organizations that have been directly funded by a USAID Mission bilateral program or have received USAID Regional Bureau funding will be considered a new partner. Partnerships should be of manageable size with relationships and responsibilities clearly defined.

The NOAA Coral Reef Conservation Program (CRCP) provides matching grants for international coral reef conservation projects. CRCP solicits proposals that will support the NOAA Coral Reef Conservation Program's International Strategy 2010-2015 (International Strategy). The International Strategy focuses on supporting existing regional efforts in four priority regions based on their interconnections with U.S. reef ecosystems and existing initiatives and partnerships. The following three priority regions will be considered under this Federal Funding Opportunity: the Wider Caribbean, South East Asia and South Pacific, and Micronesia. Funding for the Fiscal Year 2018 competition is subject to the availability of Congressional appropriations and is expected to be approximately $600,000. NOAA expects each applicant will request between $75,000 and $300,000 annually for an award with a project period up to two years. Funding after the first year generally depends on future Congressional appropriations, NOAA/CRCP priorities, and recipient performance in the first year(s) of the award.
