January 16, 2014 - Envisage Technologies, a Bloomington, Indiana-based high-technology firm, announced today that it was awarded a contract by the Colorado Peace Officer Standards and Training (POST). Based on evaluation of competitive bids, Colorado POST chose the Acadis® Readiness Suite to replace its legacy system with a modern, modular software solution.

Difficulty measuring the effects of disaster preparedness has prevented a proper accounting of its benefits, says a paper published by the Institute of Medicine. "In principle, we could evaluate the effectiveness of an investment in preparedness with appropriate measures of outcomes such as response times, property saved, etc.," the paper (.pdf) says. But because emergencies are relatively rare and so different from each other, researchers rely on case studies or other qualitative methods, instead of empirical studies. The authors of the paper, dated Jan. 7, are two emergency medicine professors--Jesse Pines of George Washington University and Seth Seabury of the University of Southern California--and William Pilkington, the public health director for Cabarrus County, N.C.

The primary goal of any first responder is to come home alive. Ongoing training is essential to improve the chances of that happening. To be effective, however, training must evolve to reflect and anticipate future emergency scenarios. Threats of the past become instruction tomorrow.

The Federal Aviation Administration's air traffic controller training program overran costs four years in a row because it didn't properly outline training needs before issuing the program contract, a Dec. 18 Transportation Department inspector general report says. The overruns totaled about $89 million. The Barnstable Police Department recently received a $126,121 grant from the state Executive Office of Public Safety and Security to train and update training for 82 telecommunicators, including dispatchers, and 10 new police officers in emergency medical dispatch. Everyone currently assigned to the communications desk has had the training, Sweeney said.

"This is an example of great restraint and excellent police work in dealing with a mental health issue where the outcome could have been much different," Bob Gualtieri said. Sachse, 54, has been with the sheriff's office since March 17, 2004. He received Crisis Intervention Training the following year. The training is designed to teach deputies how to recognize mental health issues and to deal with them in the most effective manner, according to the sheriff's office.

Every chief, sheriff and departmental purchasing agent will start off 2014 with their eyes on some old issues and new trends to follow this year.
