The outcome of the year's flurry of gun control legislative activity was similarly mixed, as this timeline of some of the most headline-making bills - and the fallout from them - demonstrates.

An active shooter incident, where someone with a gun is actively attempting to kill or harm people in a confined area, merits the swift action of law enforcement. Such an event is typically over in less than 15 minutes, which means immediate and effective measures must be taken to prevent deaths.

For years, Tasers and stun guns have been used by law enforcement as a way to apprehend individuals without using excessive violence. Though they are used by more than 15,000 agencies across the U.S., these tools do not come without controversy.

Law enforcement agencies depend on new technology to help them ensure public safety. One such innovation is virtual firearms training, a practice facility that replaces traditional guns with digital ones. Several agencies across the U.S. are exploring use of virtual firearms training to save costs, increase efficiency and flexibility, and dramatically lower the risks to officers.

"This is an example of great restraint and excellent police work in dealing with a mental health issue where the outcome could have been much different," Bob Gualtieri said. Sachse, 54, has been with the sheriff's office since March 17, 2004. He received Crisis Intervention Training the following year. The training is designed to teach deputies how to recognize mental health issues and to deal with them in the most effective manner, according to the sheriff's office.
