The purpose of this funding opportunity announcement (FOA) is to strengthen capabilities of the Ministry of Health (MOH) and District Health Teams (DHTs) to conduct the following activities: (1) monitoring and evaluation (M&E) of HIV program including service quality assessment, (2) district led HIV programming (DLP); (3) conducting population case-based surveillance, and lastly (4) strengthening the Ministry of Health (MOH)-owned national Health Management Information System (HMIS), to generate timely, valid, consistent and complete data. This FOA is part of the PEPFAR overall sustainability plan and transition of HIV/AIDS monitoring and evaluation into the primary national health care system towards alignment to the national HIV/AIDS M&E framework and achievement of one national M&E system. The FOA also supports the PEPFAR implementation of a sustainability plan and investments in public health systems, quality improvement, and public health workforce development. At the end of the project, the main expected outcomes include increased use of information for evidence-based decision making, effective health programming at the district levels, and a well-functioning Health Management Information System. All the data collection and reporting activities will emphasize maintaining patients' and participants' confidentiality by treating information that they disclose in a relationship of trust. All of the information provided by patients/participants will be kept confidential and secure in locked rooms/drawers with limited access. Any data analyses will be conducted after all personal identifying information have been removed from electronic datasets.

The Public Affairs Section (PAS) of the U.S. Embassy in Kabul, Afghanistan is pleased to announce an open competition for eligible organizations to submit applications to carry out a program to improve access to information for journalists and civil society in accordance with Afghanistan's Access to Information Law. Based on funding availability, this grant intends to develop and provide training for journalists and members of civil society on access to information procedures under Afghan law. The recipient will demonstrate a thorough understanding of the current legal framework surrounding access to information in Afghanistan, and create a strategic plan that will increase awareness of the law and how to use it. Participants will become more aware of the law, how it works, and how to make access to information requests. A successful proposal will include a detailed plan for recruiting a diverse group of journalists from a variety of outlets and employees from a cross-section of civil society organizations working on democracy and governance issues to take part in these trainings. Training activities should take place in Kabul and in no less than five provincial capitals.

Human resources (HR) are an essential component of Zimbabwe's health system, and are therefore critical for an effective response to the HIV epidemic. Still recovering from the effects of the political crisis in the first decade of the 21st century, the country's health institutions are understaffed and the workforce overburdened. Efficient information systems can provide knowledge to equitably distribute scarce human resources. This includes both applications to manage information about the health sector workforce and means to electronically share information across systems. The key element of the national HIV/AIDS program is ART scale up contributing towards strategic goals of treatment cascade. This project will build on the successful creation of a HIV medical information system through the ACCESS project by scaling up implementation of the MIS to treatment sites in all 12 PEPFAR focus oblasts, including capacity building of healthcare workers, improving information management, analysis and use. The project will also develop and implement a laboratory information system module. In addition, the project will work with the treatment sites to implement quality improvement and facility index testing activities in coordination with other PEPFAR and Global Fund supported activities. The major expected project results are 1) functional HIV MIS is operated by a GOU affiliated Operator at treatment sites in the 12 PEPFAR priority regions and Vinnitsa; 2) MIS data used by sites, GoU, PEPFAR , and other stakeholders; 3) laboratory module implemented; 3) quality improvement activities are implemented at all supported treatment sites; 4) high coverage facility index testing is performed at supported sites.

MOVO will be a five-year regional messaging and communication effort that leverages both traditional and new media to counter violent extremism and promote democracy, human rights and governance. MOVO will aim to form lasting partnerships to amplify moderate voices in communities as well as national and regional networks and institutions. MOVO will use a strategic information campaigns to tackle difficult, long-standing issues critical to VE vulnerability as well as to respond directly to events and hot topics. MOVO will integrate with other USG CVE and messaging efforts, such as State and USAID-funded programs, Public Affairs Sections and Military Information Support Teams (MIST) in the region. With regard to mediums of information exchange, MOVO will strengthen and expand existing PDev II radio networks and programming, continuing to invest in the medium most easily accessible to rural communities at-risk. However, MOVO will also produce targeted video content in targeted countries that is easily sharable and of most interest to target demographics. Mobile platforms that leverage feature phones have proved wildly popular and are useful in engaging rural audiences. Social media offers exciting new opportunities to connect with target audiences. However, poor internet penetration in target areas and among target demographics may limit the applicability of the medium. MOVO will expand its emphasis on social media in a measured, iterative manner that builds on effective, cost-efficient approaches. To the extent possible, all content will be cross-promoted across radio, video, mobile and social media to increase dissemination and build audiences across demographics and platforms.

National Science Foundation (NSF) and the National Institute of Information and Communications Technology (NICT) of Japan have agreed to embark on a collaborative research program to address compelling research challenges that arise from networks supporting future demands of device proliferation and data objects. This NSF solicitation parallels an equivalent NICT solicitation. Proposals submitted under this solicitation must describe joint research with Japanese counterparts who are requesting funding separately under the NICT solicitation. This research and development program addresses three specific challenges that arise when environments with trillions of device and information objects are connected via networks. Trillions of network-connected objects are expected to emerge in the global network around 2020. This trend will require novel approaches for network design and modeling, new technologies to manage and control object mobility, and new and more flexible networks with the speed, capacity and environmental characteristics needed to accommodate communications among objects in the emerging world. This program seeks joint Japan-US research projects that leverage each nation's expertise and address these challenges via work in three areas: 1. Network Design and Modeling: Addressing the design, modeling and component interaction challenges associated with increasingly dynamic and heterogeneous network technologies and applications at scale. 2. Mobility: Addressing issues such as security, control, provisioning, naming, discovery, and fast mobility in a world in which mobility is driven by factors such as social networks, the Internet of things, and cyber-physical systems. 3. Optical Networking: Finding novel approaches for sustainable high‐speed, high‐capacity, and energy-efficient networks that will accommodate communications required in "beyond trillions of devices and information objects" situations.

The aims of Science Learning+ are to strengthen the research and knowledge base; bridge the practice and research gap; and/or share knowledge and experience in informal science,technology, engineering and mathematics (STEM) experiences. Furthermore, the initiative seeks to support practice-based research which falls within or across the following priority areas: understanding learning; engagement in STEM; skills development; equity; diversity; access to informal learning settings; and measurement of outcomes. Proposals must address at least one priority area and include:collaborations between at least one organization in the US and one in the UK/Republic of Ireland. In addition, the proposal should include a substantive research program, not solely a public engagement activity; genuine partnerships between researchers and practitioners of STEM engagement; experts from more than one STEM area; and more than one informal STEM learning location, platform, or environment. The Food and Drug Administration announces its intention to accept and consider a single source application for award to the World Health Organization (WHO) for the Building Research Capacity in Global Tobacco Product Regulation Program. The purpose of the Program is to identify, support, develop, conduct, and coordinate research efforts relating to tobacco control laws and rules in foreign countries that will directly inform and support FDA's exercise of its authority to regulate the manufacture, distribution, marketing and sale of tobacco products in the United States. The Program will advance FDA's Center for Tobacco Products' (CTP's) mission by utilizing the World Health Organization's (WHO) Member States' expertise and extensive international contacts in global tobacco control, as well as WHO's own programmatic expertise, to inform and support adequate manufacture, distribution and market regulations of tobacco products for the protection of public health in the United States. The Program will also provide a universal public benefit by creating opportunities for collaboration and research development globally, thereby resulting in better-informed and effective tobacco product regulation around the world, and increased knowledge in the public sphere regarding tobacco use and its harms globally.

CDC Tanzania is seeking to enter into a cooperative agreement to provide software development and other health information systems (HIS) related support services to United Republic of Tanzania government ministries, agencies or departments. The partner(s) will help increase the use of electronic systems to improve delivery of services, increase the number of interoperable systems exchanging and sharing data to support evidence-based decision making, and improve the alignment between health information systems and health sector service delivery and management requirements.

The purpose of this funding opportunity announcement (FOA) is to strengthen HIV strategic information (SI) in Senegal through design and implementation of a national HIV case reporting system and other surveillance activities in support of the national Strategic Information (SI) program. This announcement allows for the expansion of existing HIV surveillance activities in Senegal with the following program goals and objectives: * Implementing a round of surveillance among pregnant women attending ANC based on routine prevention of mother-to-child transmission of HIV (PMTCT) program data by 2016 through the evaluating and strengthening the quality of routine PMTCT data and HIV testing. * Supporting the Senegal National AIDS Control Program (CNLS) to establishing a national HIV case surveillance system by 2019 through the strengthening and expansion of the pilot case surveillance system initiated in 2013.

The Justice Information Sharing (JIS) Training and Technical Assistance (TTA) solicitation has 2 categories listed; (1) Criminal Intelligence Online Training and Technical Assistance (28 CFR Part 23), and (2) RISS Technology Service Center (RTSC) and Administration Support. The Criminal Intelligence Systems Operating Polices 28 CFR Part 23 TTA Program provides an online training to help state and local law enforcement professionals understand the guidelines that govern the development and implementation of policies and systems that facilitate criminal intelligence sharing and in FY16 over 6,900 users took this online training. The program also provide technical assistance to agencies wanting to ensure their policy and procedures protect the privacies and civil liberties as identified in 28 CFR Part 23. The RISS Technology Service Center (RTSC) staff supports technical programs and projects that span the RISS enterprise and support the six RISS Centers nationwide. This includes the infrastructure and security of the RISS Secure Cloud (RISSNET) and database applications development. The tasks will be to continue to operate, maintain, and upgrade RISSNET, support RISS member connectivity and access to RISSNET, maintain and enhance the RISSNET Portal and RISSNET infrastructure, continue to operate and further enhance RISS applications, participate in national information sharing projects and working groups, work with other federal agencies and share technology, and ensure applicable databases adhere to 28 CFR Part 23 Guidelines.

DOJ’s Global Justice Information Sharing Initiative (Global) is designed to engage the full range of criminal justice policymakers and practitioners in the development of innovative strategies to improve the justice information sharing (JIS) and technology capabilities of state, local and tribal agencies. In order to be effective, Global’s approach requires training and technical assistance (TTA) to adequately engage stakeholders; facilitate working groups and task teams; develop products and publications; and offer implementation support to the field. The FY 2018 Global solicitation is designed to enhance Global’s ability to achieve its goals through the provision of TTA support.

National AIDS Control Organization (NACO) has implemented a series of activities to track trends in the HIV epidemic and measure the impact of the national program. A strategic objective of PEPFAR India in COP 2017 is to ensure availability of high-quality data for planning and decision-making, and to harmonize NACO’s efforts for a coordinated HIV response. This NOFO will support monitoring the epidemic trends and continuous quality improvement (CQI) to improve data quality and its efficient use through targeted technical assistance (TA) and limited introduction of new techniques and approaches. The recipient will strengthen the individual and organizational capacities, data quality and reporting systems to inform program and health systems’ planning, and provide evidence for implementation of health policies and best practices. The recipient will collaborate with NACO to develop/strengthen and implement the national HIV strategic information (SI) plan. The recipient will provide TA to health departments and selected public service delivery sites (Targeted Interventions, which are combination prevention sites for key population, Integrated Counseling and Testing Centers and antiretroviral treatment (ART) centers) to strengthen capacities for data management and use for decision-making. Interventions will be implemented in PEPFAR-prioritized districts in two high prevalence states in India.
