When you dial 911, you expect to be connected with someone who is able to provide emergency services to you in your time of need. But what do you really know about who is answering that emergency line? Telecommunicators are often thought of as the "first, first responder." Whether you are a sworn law enforcement officer, EMS professional, corrections officer, or firefighter, being an effective public safety professional requires strong relationships with the public, the media, and each other. In 2014-15, the Ebola virus was a source of devastation for millions in West Africa. The disease-which quickly causes severe hemorrhaging, organ failure, and death-was primarily found in isolated parts of central Africa until the outbreak. The three nations at the center of the epidemic were Guinea, Liberia and Sierra Leone, all of which share borders. According to the Centers for Disease Control, the World Health Organization confirmed more than 11,000 deaths from 28,000 cases of Ebola through the end of August 2015. The Ebola epidemic was a major test for crisis responders in the public health field. First responders and crisis response agencies can learn from the way organizations across the globe worked together to ultimately contain the virus. Examining both global and local efforts reveals some key lessons about readiness in any situation. Some of these lessons may be important immediately, as the Zika virus spreads and becomes a global threat.

Each year, public safety professionals learn more about the complexities of firefighting. Technology has advanced with that knowledge, allowing first responders to capture critical data and use it to inform future calls. Faced with budgetary and personnel shortages that hamper management of that data, however, fire departments stand to benefit from adoption of cloud-based solutions. Taking on the burden of hardware and software maintenance, Software as a Service (SaaS) greatly mitigates the technical overhead for a firehouse. Cloud computing improves performance, increases access to important information, and lowers the total cost of ownership for software. Earlier this year, a Washington emergency services agency wrapped up its annual social media disaster preparedness game, the "30 Days, 30 Ways Preparedness Challenge." Created by the Clark Regional Emergency Services Agency (CRESA), the game invites participants to complete one simple task each day aimed at training people to be more prepared for an emergency. CRESA partners with local organizations to develop activities that foster conversations about preparedness between families, friends, co-workers and neighbors. Some businesses encourage employees to join the challenge to create a shared experience for their teams.

Over the past few years, cybersecurity has grown into a major concern for federal government and law enforcement. Two-thirds of federal CIOs and CISOs place cybersecurity as one of their top priorities, and FEMA listed it among its five core capabilities in the organization's latest preparedness report. Although high-profile data breaches involve larger organizations, there is growing concern that smaller agencies will be targeted with greater frequency in the future.

Emergency medical technicians perform one of the most critical jobs, but they also face a high degree of risk. In addition to the physical and health dangers that accompany each call, EMTs can easily find themselves in the center of legal disputes. Alarmingly, cases against them are often based on verbal accusations alone. To ensure that EMTs can remain legally defensible, certain services are now requiring their employees to wear body cameras. These cameras can document interactions with the public and provide a tangible record to be used in court, if necessary. As with every new technology, however, video cameras present challenges when integrating into an EMT's daily routine.

The use of force constitutes a seizure under the Fourth Amendment. It is analyzed by courts under an objective reasonableness test: the amount of force used in any police encounter must be reasonable in relation to the risks presented. Deadly force is acceptable only if an officer has probable cause to believe that the suspect poses a significant threat of death or serious injury to the officer or others. When an officer exceeds these bounds, supervisors and departments may be subject to liability. Use of force occurs in a relatively small number of interactions between the police and public, but the potential costs in terms of dollars, reputations and lives demand that resources be allocated toward its management. Through standards, education and technology, departments can effectively and proactively limit their exposure to these costs.

In advance of President Barack Obama's 2015 State of the Union address, the White House provided the public with "spoilers" prior to the speech. This is unusual; new proposals are kept secret until the last minute as a political tactic to maximize the power of the speech. Unmanned aircraft systems can be used in a variety of contexts. Hobbyists fly them for private use, as they might a model aircraft. E-commerce giant Amazon is exploring the use of drones for rapid product delivery. Drones are also used for humanitarian purposes, surveying damage caused by natural disasters. The versatility of drones entices state and local law enforcement agencies, as well. The U.S. Customs and Border Protection, for example, deployed UAS to help monitor areas that are difficult to traverse along the Mexican and Canadian borders. When drones detect movement in these places, the CBP is able to send human agents equipped to deliver medical assistance. For local law enforcement, however, drone use is often misunderstood. As quickly as police departments find ways to leverage the benefits of unmanned vehicles, public criticism of such operations can shut them down. Along with an investment in technology and crafting good policy, public perception is a critical factor that law enforcement needs to address.
