The bill says that the using of taxpayers' money by USAID to develop overseas personnel and have them trained to be recruited by American companies that are looking to outsource call centers or other departments in other countries such as Sri Lanka and the Philippines. Tim Bishop said that his bill will put a strict ban on this activity of USAID or and also restrict it in providing funds to any American business that plans to go for outsourcing.
