#1 Emenac Incorporated on 26 Dec 12The bill says that the using of taxpayers' money by USAID to develop overseas personnel and have them trained to be recruited by American companies that are looking to outsource call centers or other departments in other countries such as Sri Lanka and the Philippines. Tim Bishop said that his bill will put a strict ban on this activity of USAID or and also restrict it in providing funds to any American business that plans to go for outsourcing. He said that "outsourcing is a job killer, and this explicit prohibition on any aid program that makes it easier to send American jobs overseas is long overdue. I made the case to the appropriations committee that this language was necessary to ensure once and for all that American taxpayers are not supporting outsourcing."
