As of early 2012, a report released by Asian Development Bank has said that the most effective ways to eliminate poverty is focusing on and setting up industry and manufacturing plants, as supplements to the Business Process Outsourcing because the BPO industry alone, has not been able to create sufficient jobs for the Filipino populace.

The statement was issued after President Barack Obama was elected as the American president for the second time and hints came out that he might open up the debate on outsourcing once again.
