The Ministry of Health (MOH) in Burma and the National Department of Health (NDOH) in Papua New Guinea (PNG) plan to rapidly expand high-quality antiretroviral treatment (ART) coverage in the coming years by increasing capacity at existing delivery sites and decentralizing selected services to provincial, district and township levels. in order to accomplish this expansion, the MOH and NDOH need strong laboratory systems that ensure high-quality HIV diagnostic and clinical monitoring of patients at the existing and new service delivery sites. This will require strengthening the capacity of Burma's National Health Laboratory (NHL) and Papua New Guinea's Central Public Health Laboratory (CPHL), as well as building capacity of sub-national laboratories and improving the laboratory network in these countries.This Funding Opportunity Announcement (FOA) will be awarded to a technical assistance (TA) partner to provide support to NHL and CPHL in several key areas, including: (1) developing and helping implement standard operating procedures, policies, guidelines, and training materials related to management and operations of national and sub-national laboratories; (2) building capacity of NHL and CPHL staff to validate, conduct, and ensure strong (and often cross-cutting) quality assurance and monitoring systems for HIV-related diagnostic and clinical monitoring activities; (3) strengthening the overall laboratory network in Burma and PNG that may include specimen transport and right-sizing of various classes of laboratories; and (4) providing supporting mentoring of NHL and NDOH staff and opportunities for professional development.

This opportunity provides funding to an organization to manage the below-mentioned programs that will be executed by the Centre for Excellence in Journalism (CEJ) at the institute for Business Administration (IBA) to support scholarships, internships and journalism training workshops. The Centre for Excellence in Journalism (CEJ) offers Pakistan's only professionally-focused master's degree in journalism. The 1.5-year long Masters of Science in Journalism (MSJ) allows students to immerse themselves in all forms of journalism - digital, audio and video - and gain practical experience in a newsroom under the guidance of experienced instructors. This award will provide opportunities for CEJ students, including eight-week internships at U.S. media outlets in the final semester of their MSJ degree; partial scholarships (50% of tuition) to attend CEJ; and (3) thematic training led by specialists and professional journalists from the U.S. who will be brought to CEJ to lead the workshops.

The Food and Drug Administration announces its intention to accept and consider a single source application for award to the World Health Organization (WHO) for the Building Research Capacity in Global Tobacco Product Regulation Program. The purpose of the Program is to identify, support, develop, conduct, and coordinate research efforts relating to tobacco control laws and rules in foreign countries that will directly inform and support FDA's exercise of its authority to regulate the manufacture, distribution, marketing and sale of tobacco products in the United States. The Program will advance FDA's Center for Tobacco Products' (CTP's) mission by utilizing the World Health Organization's (WHO) Member States' expertise and extensive international contacts in global tobacco control, as well as WHO's own programmatic expertise, to inform and support adequate manufacture, distribution and market regulations of tobacco products for the protection of public health in the United States. The Program will also provide a universal public benefit by creating opportunities for collaboration and research development globally, thereby resulting in better-informed and effective tobacco product regulation around the world, and increased knowledge in the public sphere regarding tobacco use and its harms globally.

This solicitation extends the Collaborative Research in Computational Neuroscience program for three years. Proposals for collaborations involving Japan are now supported through a new partnership with the National institute of information and Communications Technology. The Cultural Programs Division within the Office of Citizen Exchanges, in the Bureau of Educational and Cultural Affairs (ECA) announces an open competition, pending the availability of funds, for four projects under the FY13 Creative Arts Exchange (CAE). CAE initiatives are arts-based international people-to-people exchanges that support and further U.S. Department of State foreign policy objectives. Programs are implemented in close coordination with U.S. Embassies and Consulates abroad. Eligible themes and/or artistic genres for CAE initiatives are determined annually based on ECA strategic priorities. Under the FY2013 CAE Open Competition, ECA will accept project proposals under the following themes: Economic Statecraft and the Arts, Arts in Collaboration, Community Engagement through the Arts, and Professional Development in the Arts. The goals of the Creative Arts Exchange are to promote mutual understanding between the people of the United States and the people of other countries; provide unique opportunities for artistic collaboration, engagement and/or performance between American artists and international participants; convey the diversity and high artistic merit of the arts in America as well as increasing awareness and understanding of American art, culture, values and society for international participants and audiences; foster opportunities for educational outreach and community engagement with diverse and underserved communities, especially youth, women, and persons with disabilities; engage participants in instructive and informative experiences in their art form; and create opportunities for sustaining relationships and collaboration between U.S. and international artists and institutions that endure beyond program duration.

The announced Visiting international Fellowship in duration of four months is intended to increase the number of international faculty at the Silesian University, to foster scholarly networking and to enable the fellowship holder to carry out research in the Czech Republic. The fellow is expected to be in residence in Opava during the teaching part of the semester and to study in Czech research institutions during the non-teaching part of the semester (3−4weeks). The teaching load will be four courses in the area of fellow's expertise. English is foreseen as the main language of instruction. The fellow will receive a monthly stipend of approximately 1200 euro (exchange rate dependence). The funding is supposed to cover all expenses. The Visiting Fellowship lasts for four months and is tenable either from March to June or from September to December 2013.

The objective of this FOA is to develop and implement a variety of activities that deploy U.S. technical expertise in areas such as strategic and policy planning and analysis, energy market analysis, energy modeling, workforce development, and technical analysis to prime markets for increased use of energy efficient and renewable energy technologies in South Africa and Saudi Arabia. Benefits to the U.S. include potentially increased exports of domestic clean energy technologies and services in rapidly expanding markets, as well as access to data on clean energy policy and program successes and challenges that can inform U.S. national and subnational policy development. The Public Affairs Section of the U.S. Embassy in Islamabad announces an open competition for a cooperative agreement to establish an Academic Partnership in Business Management & Environmental Sciences between a U.S. educational institution and the Karakoram international University (KIU) in Gilgit, Pakistan. Accredited U.S. four-year colleges and universities meeting the provisions described in internal Revenue Code section 26 USC 501(c)(3) may submit proposals to pursue institutional or departmental objectives in partnership with the Karakoram international University. Objectives detailed as priorities for this partnership include: curriculum development, collaborative research, professional development for faculty by U.S. counterparts, and faculty and student exchange. The duration of faculty and student exchanges can be managed according to the time required for the specific task or activity of their exchange. KIU has indicated the primary focus areas should be the environmental sciences programs and the business management programs. in addition, KIU has expressed a desire for assistance with laboratory equipment and training, involving environmental sciences students and faculty in research, and launching a program for encouraging entrepreneurial aptitude among youth and facilitating their transition to become entrepreneurs.

The U.S. Embassy in Belmopan, Belize announces a notice of funding opportunity (NOFO) to strengthen citizen security by focusing on job creation and providing alternative activities and better education for youth at higher risk of gang affiliation and/or engaging in criminal activity. Contingent upon the availability of funds and quality of proposals, U.S. Embassy Belmopan intends to issue three to five awards in an amount not to exceed $900,000 in total funding. Each award will be for an amount between $100,000 and $400,000. Project periods should not exceed two years, and the anticipated start date for successful proposals is September 30, 2015. This funding will support U.S. Government objectives under the Central America Regional Security initiative (CARSI) to target the underlying factors contributing to violence and crime in Belize. MOVO will be a five-year regional messaging and communication effort that leverages both traditional and new media to counter violent extremism and promote democracy, human rights and governance. MOVO will aim to form lasting partnerships to amplify moderate voices in communities as well as national and regional networks and institutions. MOVO will use a strategic information campaigns to tackle difficult, long-standing issues critical to VE vulnerability as well as to respond directly to events and hot topics. MOVO will integrate with other USG CVE and messaging efforts, such as State and USAID-funded programs, Public Affairs Sections and Military information Support Teams (MIST) in the region. With regard to mediums of information exchange, MOVO will strengthen and expand existing PDev II radio networks and programming, continuing to invest in the medium most easily accessible to rural communities at-risk. However, MOVO will also produce targeted video content in targeted countries that is easily sharable and of most interest to target demographics. Mobile platforms that leverage feature phones have proved wildly popular and are useful in engaging rural audiences. Social media offers exciting new opportunities to connect with target audiences. However, poor internet penetration in target areas and among target demographics may limit the applicability of the medium. MOVO will expand its emphasis on social media in a measured, iterative manner that builds on effective, cost-efficient approaches. To the extent possible, all content will be cross-promoted across radio, video, mobile and social media to increase dissemination and build audiences across demographics and platforms.

The Hubert H. Humphrey Fellowship Program was established by presidential initiative in 1978. The goals of the Humphrey Program are to build mutual understanding and strengthen U.S. engagement with professionals from designated countries who are well placed to address their countries' development needs in key areas, including public health, education, sustainable development, and democratic institution-building. Each year the Humphrey Program brings accomplished professionals from approximately 100 countries in North Africa and the Middle East, Sub-Saharan Africa, East Asia and the Pacific, South Asia, Central Asia, Latin America, the Caribbean, Eastern Europe, and Eurasia to the United States for one academic year, preceded by U.S.-based pre-academic English instruction for participants who need it. The Kyiv American Center Program will provide all staffing, resource materials, technology infrastructure, technical support and key program activities to administer the Kyiv American Center in Ukraine, which is one of approximately 700 American Spaces supported by the Bureau of international information Programs (IIP) of the U.S. Department of State. American Spaces exemplify the U.S. commitment to a core tenet of democracy: the citizen's right to free access to information. The American Center in Kyiv will support the foundation of public diplomacy by creating a place for in-person engagement with Ukrainian audiences. The Center will be a technology-forward, welcoming, and engaging environment where Embassy personnel, official visitors, and implementing partners connect with Ukrainians, especially young leaders and young professionals, to inspire dialogue on issues that matter most to U.S.-Ukraine relations. The recipient organization will be responsible for staffing and operating a new stand-alone American Center in downtown Kyiv. Key program activities under this cooperative agreement will include hiring local Ukrainian staff with expertise in program and event management to staff the center; purchasing all necessary technology, materials, and supplies to provide a basis for engagement with Ukrainian audiences; and designing a flexible and dynamic program of activities each month to interact with Ukrainian visitors to the center and encourage visitors to return regularly.
