The mission of the Smith Richardson Foundation in Westport, Connecticut, is to contribute to important public debates and address serious public policy challenges at home and assist with the development of effective policies that help the United States advance its interests and values abroad. To that end, the foundation sponsors an annual Strategy and Policy Fellows grant competition to support young scholars and policy thinkers on American foreign policy, international relations, international security, military policy, and diplomatic and military history.

The Smith Richardson Foundation seeks to contribute to important public debates and to address serious public policy challenges facing the United States as well as help ensure the vitality of social, economic, and governmental institutions, and assist with the development of effective policies that enable the United States to compete internationally and advance U.S. interests and values abroad. To that end, the foundation is accepting applications for its annual Strategy and Policy Fellows grant competition. Through the program, at least research grants of $60,000 will be awarded in support of research by young scholars and policy thinkers working in the area(s) of American foreign policy, international relations, international security, military policy, and diplomatic and military history that leads to the writing of a book.

Mercator-IPC Fellows work at Istanbul Policy Center (IPC), an independent policy research institute with global outreach located in the center of Istanbul. IPC's mission is to foster academic research and its application to policy making. The Center is firmly committed to providing decision makers, opinion leaders, academics and the general public with innovative and objective analyses of key domestic and foreign policy issues. IPC offers the Mercator-IPC Fellows access to a broad network of academics, civil society activists and decision makers as well as a unique platform for sound academic research to shape hands-on policy work. Likewise, fellows profit from Sabancı University's exceptional intellectual capital and vast reserves of scientific knowledge. Mercator-IPC Fellowships are available to outstanding academics and professionals who work in one of three thematic areas: | EU/German-Turkish relations | Climate change | Education In the 2014/15 round, at least six Mercator-IPC Fellowships are available for outstanding young academics and professionals who have significant prior work experience. The fellows will be expected to work on academic or practical projects at IPC. A Master's degree (or equivalent) is required for this position, but a PhD degree is strongly preferred. Projects which focus on the German-Turkish nexus are likewise preferred.  The 2014/15 fellowships begin September 1, 2014 and the deadline for applications is April 1, 2014.

Building mutual understanding is a cornerstone of U.S. foreign policy abroad. Through the explanation and presentation of U.S policies, values, culture and history, U.S. embassies and consulates abroad seek to tell America's story. To that end, the U.S. Mission to China (Embassy Beijing and Consulates General Chengdu, Guangzhou, Shanghai, Shenyang, and Wuhan) seeks to support activities that, whether through existing partnerships between eligible U.S. institutions and their Chinese counterparts or through new ties, explain American foreign policy, values and culture to the people of China. Such programming will enhance and broaden the outreach of the U.S. Mission in China. The U.S. Embassy in Beijing seeks to ensure that programming is representative of the depth and breadth of U.S. foreign policy, history values and culture. The U.S.-China relationship is one of the United States' most important bilateral relationships and much work remains to enable mutual understanding between the peoples of the two nations. Proposals should increase overall understanding of U.S. policy, society, and values by the people of China.

The Science of Science & Innovation Policy (SciSIP) program supports research designed to advance the scientific basis of science and innovation policy. Research funded by the program thus develops, improves and expands models, analytical tools, data and metrics that can be applied in the science policy decision making process. For example, research proposals may develop behavioral and analytical conceptualizations, frameworks or models that have applications across a broad array of SciSIP challenges, including the relationship between broader participation and innovation or creativity. Proposals may also develop methodologies to analyze science and technology data, and to convey the information to a variety of audiences. Researchers are also encouraged to create or improve science and engineering data, metrics and indicators reflecting current discovery, particularly proposals that demonstrate the viability of collecting and analyzing data on knowledge generation and innovation in organizations. Among the many research topics supported are:examinations of the ways in which the contexts, structures and processes of science and engineering research are affected by policy decision, the evaluation of the tangible and intangible returns from investments in science and from investments in research and development, the study of structures and processes that facilitate the development of usable knowledge, theories of creative processes and their transformation into social and economic outcomes, the collection, analysis and visualization of new data describing the scientific and engineering enterprise. The SciSIP program invites the participation of researchers from all of the social, behavioral and economic sciences as well as those working in domain-specific applications such as chemistry, biology, physics, or nanotechnology. The goal of the FPC's International Media Reporting Programs is to engage directly with foreign media to advance U.S. foreign policy priorities by providing visiting foreign journalists with direct access to authoritative sources of information about U.S. foreign policy through informational and policy briefings, as well as local and national reporting tours. In turn, those foreign media members report on important facts and insights regarding the social, political, economic, historical, and cultural context within which U.S. foreign policy is developed via broadcast, print, and digital media.

The objective of this FOA is to develop and implement a variety of activities that deploy U.S. technical expertise in areas such as strategic and policy planning and analysis, energy market analysis, energy modeling, workforce development, and technical analysis to prime markets for increased use of energy efficient and renewable energy technologies in South Africa and Saudi Arabia. Benefits to the U.S. include potentially increased exports of domestic clean energy technologies and services in rapidly expanding markets, as well as access to data on clean energy policy and program successes and challenges that can inform U.S. national and subnational policy development. DOE anticipates providing two awards totalling $900k (one $450k award for activities in South Africa; one $450k award for activities in Saudi Arabia). The awardees will implement these activities over a period of up to three years to accomplish the goals of this funding opportuni ty. Launched in 2010, the International Affairs Fellowship in South Korea (IAF-SK), sponsored by the Asan Institute for Policy Studies, seeks to strengthen mutual understanding and cooperation between the rising generations of leaders in the United States and South Korea by expanding cultural exchange and enhancing communication between both countries on global issues. CFR awards several fellowships annually to highly accomplished individuals who have a capacity for independent work and who are eager to undertake serious foreign policy analysis while affiliated with the Asan Institute for Policy Studies in South Korea. The IAF-SK is only open to U.S. citizens. Applicants do not have to be Korea specialists, and knowledge of the Korean language is not a requirement.

The U.S. State Department, Bureau of Intelligence and Research (INR), Office of Outreach, invites organizations with substantial and wide-reaching experience in administration of research and training programs to apply for funding to conduct nationwide competitive programs supporting U.S. scholars, students, and institutions in advanced research and language training on the countries of Eastern Europe and the independent states of the former Soviet Union. U.S.-based nonprofit organizations and educational institutions may submit proposals for the Program for Research and Training on Eastern Europe and the Independent States of the Former Soviet Union (Title VIII) that 1) support and sustain American expertise on the countries of Eastern Europe and the independent states of the former Soviet Union, 2) bring American expertise to the service of the U.S. government, and 3) further U.S. foreign policy goals. All proposals must make an explicit connection to U.S. foreign or national security policy, and demonstrate how the proposed program will contribute to U.S. knowledge, expertise, and national capability. The program also aims to support outreach and build relationships with the U.S. academic and nonprofit communities. Intelligence Community analysts and State Department policy makers benefit from engagement with those communities to explore new ideas and perspectives and create new knowledge and research.

The twelve-month fellowship is designed to assist mid-career scholars and professionals in advancing their analytic capabilities and broadening their foreign policy experience. The program aims to strengthen career development by helping outstanding individuals acquire and apply foreign policy skills beyond the scope of their professional and scholarly achievements. CFR awards approximately ten fellowships annually to highly accomplished individuals who have a capacity for independent work and who are eager to undertake serious foreign policy analysis.

MENA governments - especially in Jordan, Lebanon, Morocco, and Tunisia - have undertaken important reform initiatives to modernize their public administrations and pass access to information laws. Several have applied to join the Open Government Partnership (OGP), an international initiative that aims to leverage capabilities of new technologies to strengthen participatory governance and fight corruption. Further actions are required to sustain this progress and implement open government principles that foster civil society collaboration with government. This project will assist governments in developing action plans to improve management and governance activities such as: budgeting, human resources management, regulatory practices, public integrity, public procurement, digital government, open government and data, risk management, and innovations. By focusing on public governance areas and creating inclusive economies and societies, this project will guide governments to benchmark their countries' progress on public sector reforms at the national and regional levels, and to compare them against international standards. Additionally, it will create the first MENA long-term strategic partnership and governance network for policy dialogue and exchange of good practices. Finally, it will deliver ad hoc policy recommendations to advance public sector reform agendas in specific sectors at the national or regional level with a focus on policies pertaining to women and youth.

The Public Affairs Section (PAS) of the U.S. Embassy in Tbilisi, Georgia invites U.S. and Georgian universities, educational institutes and non-profit/non-governmental organizations to submit proposals for a one- to two-year project to improve the standards of Georgian academic research in Georgian universities and educational institutes, and to encourage greater interaction between Georgian academic researchers, civil society, and government policy-makers. The project is meant to strengthen the quantitative and qualitative research skills and the academic writing of young Georgian scholars; raise Georgian scholarship to an international standard; and encourage the publication of Georgian scholarly research in Western academic and/or in Georgian peer reviewed journals in areas directly related to: domestic policy issues (i.e. health care, education, environment, civil service/personnel issues, local government, etc.) and comparative analyses (U.S.-Georgian). The proposal may also include teaching academic English and updating Georgian research library capacities and resources.

The Academy welcomes emerging as well as established scholars, writers, and professionals who wish to engage in independent study in Berlin. Around two dozen Berlin Prizes are conferred annually. Past Berlin Prize recipients have included historians, economists, poets, art historians, journalists, legal scholars, anthropologists, musicologists, public policy experts, and writers, among others. The Academy does not accept project proposals in mathematics and the hard sciences. In addition to placing a high priority on the independent work of its fellows, the Academy is in a unique position to aid fellows in establishing professional and general networks both in Berlin and beyond. The Academy's public outreach, which facilitates the introduction of a fellow's work to a wider audience, serves its mission of fostering transatlantic ties through cultural exchange. Fellowships are typically awarded for an academic semester or, in some cases, for an entire academic year. Only the Bosch Fellowships in Public Policy may be for shorter stays of six to eight weeks. Fellowship benefits include round-trip airfare, housing at the Academy, partial board, and a stipend of $5,000 per month. The Academy's furnished apartments at the Hans Arnhold Center are suitable for individuals and couples; accommodations are available for families with children at the Hans Arnhold Center or at nearby apartments. All fellows are expected to reside at the Hans Arnhold Center during the entire term of the award. Fellowships are restricted to candidates based permanently in the US. US citizenship is not required, and American expatriates are not eligible.

The Bureau of International Narcotics and Law Enforcement Affairs (INL) advises the President, Secretary of State, other bureaus in the Department of State, and other departments and agencies within the U.S. Government on the development of policies and programs to strengthen the ability of criminal justice institutions to combat transnational organized crime. INL is operationalizing this policy goal in Guinea. Helping to build the architecture of democracy, INL's goal is for the Government of Guinea to provide citizen security in a manner that respects human rights and the rule of law. Supporting the Ministry of Justice's (MOJ) strategic reform agenda is a key component of our program.

The Office of Citizen Exchanges, SportsUnited Division, of the Bureau of Educational and Cultural Affairs (ECA) announces an open competition for the FY 2016 International Sports Programming Initiative. Sports Diplomacy programs can be an important tool for advancing foreign policy goals and connecting with audiences with whom traditional diplomacy proves challenging, including at-risk youth, women, minorities, people with disabilities, and non-English speakers. Sports Diplomacy enhances cross-cultural understanding and opens new avenues of dialogue and collaboration between individuals and nations. In support of U.S. Department of State foreign policy objectives, ECA's sports diplomacy programs create both people-to-people and institutional linkages through sport. The Office of Citizen Exchanges welcomes proposals that directly respond to the Sport for Social Change theme outlined below. The award recipient will be responsible for planning, overseeing, and/or implementing the exchanges including the administration of at least four two-way exchange programs.

EES offers summer research scholarships to scholars working on policy relevant projects on East Europe. While Southeast Europe remains a primary focus, projects on Central Europe and the Baltic states are again eligible. Projects should focus on fields in the social sciences and humanities including, but not limited to: Anthropology, History, Political Science, Slavic Languages and Literatures, and Sociology. All projects should aim to highlight their potential policy relevance.

The Abe Fellowship Program encourages international multidisciplinary research on topics of pressing global concern. The program fosters the development of a new generation of researchers interested in policy-relevant topics and willing to become key members of a bilateral and global research network. In partnership with the SSRC, the Japan Foundation Center for Global Partnership (CGP) established the Abe Fellowship Program as its flagship program in 1991. The Abe Fellowship Program now includes three core elements: the Abe Fellowship, the Abe Fellowship for Journalists, and the CGP-SSRC Policy Forum. Founded through the efforts of Shintaro Abe, former Japanese minister of foreign affairs, the mission of CGP is (1) to promote collaboration between Japan and the United States, with the goal of fulfilling shared global responsibilities and contributing to improvements in the world's welfare, and (2) to enhance dialogue and interchange between Japanese and US citizens on a wide range of issues, thereby improving bilateral relations.

The Mountain Societies Research Institute (MSRI) is a university-wide, interdisciplinary research center dedicated to addressing the challenges and opportunities within Central Asian mountain communities and environments. MSRI's goal is to support and enhance the resilience and quality of life of mountain societies through the generation and application of sound research. MSRI has five objectives: To generate new knowledge on mountain societies from academically sound research; To enhance Central Asian capacity to conduct sound research relevant to mountain societies; To serve as a knowledge hub for scholars, development practitioners and decision-makers; To inform policy and practice through sound research; and To contribute to the development of UCA academic programmes relevant to mountain societies. MSRI, together with its regional and international partners, actively works to transfer knowledge to policy and practice aimed at improving the quality of life for people of the mountain areas in Central Asia, including the Tien Shan, Pamir and Hindu Kush mountain ranges. MSRI is the first of several planned research institutes at UCA.

The DAAD/AICGS Research Fellowship Program, funded by a generous grant from the Deutscher Akademischer Austauschdienst (DAAD), is designed to bring scholars and specialists working on Germany, Europe, and/or transatlantic relations to AICGS for research stays of two months each. Fellowships include a monthly stipend of up to $4,725, depending on the seniority of the applicant; transportation to and from Washington; and office space at the Institute. Please note that the DAAD/AICGS Research Fellowship supports fellows conducting research at AICGS in Washington DC. We are unable to support research in Germany/Europe. DAAD/AICGS Research Fellows will be expected to produce a short analytical essay that will be published on the AICGS website and distributed via the Institute's targeted analysis newsletter, The AICGS Advisor. For fellows producing research output of exceptional quality and interest, AICGS will provide opportunities for public presentations to the broader Washington policy community.
