The Food and Drug Administration announces its intention to accept and consider a single source application for award to the World Health Organization (WHO) for the Building Research Capacity in Global Tobacco Product Regulation Program. The purpose of the Program is to identify, support, develop, conduct, and coordinate research efforts relating to tobacco control laws and rules in foreign countries that will directly inform and support FDA's exercise of its authority to regulate the manufacture, distribution, marketing and sale of tobacco products in the United States. The Program will advance FDA's Center for Tobacco Products' (CTP's) mission by utilizing the World Health Organization's (WHO) Member States' expertise and extensive international contacts in global tobacco control, as well as WHO's own programmatic expertise, to inform and support adequate manufacture, distribution and market regulations of tobacco products for the protection of public health in the United States. The Program will also provide a universal public benefit by creating opportunities for collaboration and research development globally, thereby resulting in better-informed and effective tobacco product regulation around the world, and increased knowledge in the public sphere regarding tobacco use and its harms globally.

This project is authorized by the following legislation: 7 USC 3291, International agricultural research, extension, and teaching, authorizes the Secretary in part (a) to (1) exchange research materials and results with the institutions or persons, and (5) work with transitional and more advanced countries in food, agricultural, and related research, development, teaching, and extension (including providing technical assistance, training, and advice to persons from the countries engaged in the activities and the stationing of scientists and other specialists at national and international institutions in the countries). The Office of Agreements and Scientific Affairs (OASA), International Regulations and Standards Division (IRSD) is a division of the Foreign Agricultural Service (FAS), an agency within the U.S. Department of Agriculture. IRSD's strategic goals are to monitor and enforce Sanitary and Phytosanitary (SPS) obligations in accordance to the World Trade Organization's (WTO) SPS Agreement, to advance the adoption of science-based international standards and regulations, and to coordinate with other U. S. government agencies to support United States Government's (USG) SPS priorities. OASA works with a number of other U.S. government agencies (e.g., U.S. Trade Representative, Food and Drug Administration (FDA), and Environmental Protection Agency (EPA), Department of Commerce, and USDA sister agencies), international organizations, and industry to promote the trade of safe food products globally.

In 2014, CDC-Ethiopia started supporting the Government of Ethiopia to build Ethiopia's capacity to achieve the International Health Regulation (IHR) targets through implementing the Global Health Security Agenda. The initial roadmap was developed with multisector partners in 2015, and the multi-sector collaboration has proved successful as over 500 people have been trained in field epidemiology; a national public health emergency operations center exists for outbreak; and diagnostic and surveillance capacity has increased to respond to emerging disease threats. Ethiopia was the second country to conduct a joint external assessment (JEE) and has completed a costed National Action Plan for Health Security (NAPHS). EPHI led the multisector partners in both of these initiatives. Nigeria has a projected estimated population size of 203,452,505 (July 2018), which makes Nigeria the most populous nation in Africa. The country's National Health Act 2014 (NHA 2014) was signed into law on October 31, 2014 and provides a legal framework for the regulation and management of Nigeria's national health system, however, much work is needed to operationalize the law. Monitoring and mitigating recurring infectious disease outbreaks, as well as detecting and controlling emerging infectious diseases, will be impacted by multiple factors that include inadequate surveillance and response systems, weakened or non-existent infrastructure and health systems and poor coordination among stakeholder agencies. Nigeria is a major gateway to many global destinations. In July 2014, the index case in the Nigeria Ebola Virus disease outbreak arrived at the international airport in Lagos, Nigeria. This index patient potentially exposed 72 persons at the airport and the hospital where he was admitted. The Federal Ministry of Health (FMoH), with guidance from the Nigeria Centre for Disease Control (NCDC), declared an Ebola emergency and rapidly implemented a response using all available public health assets and resources. An Ebola Incident Management Center (a precursor to the current Emergency Operations Center) was established to rapidly respond to the 2014 outbreak. Using an Incident Management System (IMS) to coordinate the response and consolidate decision making, largely contributed to helping contain the Nigeria outbreak early.

USDOL/ILAB intends to award up to USD 2 million for one cooperative agreement to fund a technical assistance project in Peru. The purpose for funding this project is to help build the labor law enforcement capacity of the Peruvian labor inspectorate, with a focus on the Ministry of Labor and Employment Promotion (MTPE)'s newly-formed National Superintendency of Labor Inspection or Superintendencia Nacional de Fiscalización Laboral (SUNAFIL). The project will help the MTPE in its transition from a decentralized to a more centralized labor law enforcement system and will help ensure more effective labor law enforcement at the national and regional levels. The project will focus particularly on improving the MTPE's enforcement of laws, regulations, and other legal instruments governing subcontracting/outsourcing and the use of short-term employment contracts, especially in the nontraditional export sectors (e.g., mining, agriculture, fishing, and textiles). The duration of the project funded by this announcement is up to 4.5 years (54 months) from the effective date of award. USAID/Cambodia seeks to make a five-year award focused on the goal of improving the quality of public and private health services in Cambodia in a sustainable manner through technical assistance to national and sub-national health systems. The activity will achieve this goal through four objectives: 1) improved policies, guidelines and standards for streamlined quality assurance; 2) increased efficiency and effectiveness of service delivery; 3) strengthened regulatory framework, implementation, and enforcement; and 4) strengthened pre-service public health training. Under these objectives, the award will support the Ministry of Health, Provincial Health Departments, Operational District Offices and Referral Hospital Management to improve the quality of health services through targeted technical assistance and limited introduction of new techniques, approaches, and technologies that improve quality of health services in both the public and private sector. The award will build upon existing, effective quality assurance systems and ensure that they incorporate a focus on USAID/Cambodia's technical priorities (maternal and child health, family planning, nutrition, tuberculosis, HIV and malaria). In addition, a major focus of the award will be ensuring quality of health services provided in the private sector. The U.S. Department of State's Bureau of East Asia Pacific Affairs (EAP) announces an open competition for an environmental award of up to 246,850 to support a local and regional small-scale public health project in the Lower Mekong countries of Southeast Asia. Under the Lower Mekong Initiative (LMI) EAP and the Bureau of Oceans and International Environmental and Scientific Affairs (OES) work together to improve human health thereby promoting economic growth throughout the region. Guided by the specific objectives from the LMI 2016-2020 Master Plan of Action, this project seeks to combat Antimicrobial Resistance (AMR) through the development of National AMR Resistance Action Plans. The U.S. government's (USG) Global Health Security Agenda (GHSA) envisions a world safe and secure from global health threats posed by infectious diseases. The U.S. Centers for Disease Control and Prevention (CDC) is assisting the Governments globally to meet key International Health Regulations (IHR) (2005) requirements through the implementation of the GHSA. CDC seeks to partner with the Georgian Ministry of Agriculture, through a cooperative agreement in a collaborative effort to achieve specific goals in three focus areas of the GHSA specifically: 1. workforce capacity development through FELTP, 2. the "One Health" approach through coordination and collaboration, and 3. Laboratory system strengthening. The proposals funded through the cooperative agreement will respond to Zoonotic Disease Prevention of the GHSA by supporting the Georgian National Animal Health Plan, expanding and updating a cadre of the workforce and training of public health veterinarians to work with epidemiologists and laboratorians in the context of evidence-based timely detection and response, and adapting the One Health approach with the expected outcomes of stopping the diseases in animals before they spill-over into humans and strengthening the current surveillance system.

Reducing Mercury Use and Increasing Transparency in Ghana's Artisanal and Small-scale Gold Mining Sector. This project aims to facilitate Ghana's development and implementation of laws and regulations for the governance of its ASGM sector in ways that will encourage transparent and responsible management, and which will, in turn, strengthen implementation of Ghana's obligations under the Minamata Convention on Mercury.

CT seeks proposals to strengthen the Bangladeshi capacity to successfully implement the Antiterrorism Act of 2009, amended in 2013, and adequately address the threat of terrorism and terrorist financing in a rule of law framework. This project will complement CT-funded assistance focused on Bangladeshi prosecutors, investigators, and regulators that is being provided through the Department of Justice's Office of Prosecutorial Development, Assistance, and Training (OPDAT). Project proposals should focus on building the capacity of judges, magistrates, law clerks, and other judicial personnel, to successfully adjudicate terrorism cases in accordance with the rule of law and should address all of the following areas: 1. Develop a unified judicial practice focused on terrorism, terrorism financing, and money laundering cases that adheres to the rule of law; 2. Strengthen their capacity to implement Bangladesh's Antiterrorism Act of 2009 laws through the effective adjudication of terrorism, money laundering, and terrorism financing cases; 3. Develop administrative capacity for courts to streamline case management for terrorism cases and address significant backlogs.

The purpose of the Health Workforce Improvement Program (HWIP) is to address critical human resources challenges in Ethiopia's health sector. The program will build on the work carried out under the Strengthening Human Resources for Health (HRH) Cooperative Agreement (AID-663-A-12-00008) that was awarded to Jhpiego in 2012. The Health Workforce Improvement Program will work with the Ministry of Health (MOH) and Ministry of Science and Higher Education (MOSHE) at the national level and their respective structures at the sub-national levels (regional, zonal and woreda levels), Higher Education Institutes (HEIs) levels that provide healthcare education at national and sub-national, and targeted health worker professional associations to improve the quality of Ethiopia's health workforce. The focus areas of this Activity are: 1. Institutional and individual capacity building to improve the quality of pre-service education for priority clinical cadres to improve the competency of clinical health workers, 2. Improve the human resource for health management and regulation capacity of national and sub-national entities.
