The Food and Drug Administration (FDA) is announcing its intention to receive and consider a single source application for award of a cooperative agreement in fiscal year 2018 (FY 2018) to the Food and Agriculture Organization (FAO) of the United Nations to support global strategies that address food safety, nutrition and public health. The purpose of this cooperative agreement is to: 1. Utilize FAO's extensive research and expertise on country development and aid activities. 2. Contribute to the research, knowledge base and development of food safety systems globally due to the increasingly diverse and complex food supply. 3. Enhance and broaden FDA's ability to address global food safety, nutrition, and public health issues associated with food. 4. Provide opportunities to leverage additional resources of other countries. 5. Support the FDA Food Safety Modernization Act (FSMA) and FDA's International Food Safety Capacity Building Plan, which emphasizes the concept of preventing food safety-related problems before they occur and the importance of establishing strong relationships and mutual support among all stakeholders, including multilateral organizations, to improve worldwide food safety. 6. Support food safety, nutrition and public health programs that align with FDA's mission.

Through Grand Challenges for Development (GCD), the United States Agency for International Development (USAID) and its partners are sourcing, selecting, and accelerating science, technology, and business model innovations that have the potential to achieve large-scale development impact. Securing Water for Food: A Grand Challenge for Development (SWFF) is part of a portfolio of 7 GCDs, each tackling a critical and complex development challenge. SWFF's objective is to enable the production of more food with less water and/or make more water available for food production, processing, and distribution in developing and emerging countries. It is jointly funded by USAID, the South African Department of Science and Technology, Sweden through the Swedish International Development Cooperation Agency (Sida), and the Foreign Ministry of the Kingdom of the Netherlands (collectively, the "Founding Partners"). This is the fourth Call for Proposals (RFA) under Securing Water for Food.

The Public Affairs Section of the U.S. Consulate in Kolkata (PAS Kolkata) seeks proposals for a project entitled "Food Diplomacy: A Recipe for Entrepreneurship." Under this project, PAS Kolkata will partner with a grantee to implement a two-day workshop with approximately 20-30 participants from Sri Lanka, Nepal, Bangladesh, and East India. Participants should be business professionals from the food industry who have a moderate to higher level of experience in the industry. The majority of the workshop will be led by 2-3 speakers/entrepreneurs from the United States who have significant expertise in food-based business and entrepreneurial ventures.

USAID would like to partner with the private sector, education and research institutions (and organizations working with them) towards improving food security in Ethiopia. This initiative will be used to identify and test innovations that produce cost effective and scalable solutions to addressing the problems Ethiopian households face with regards to food insecurity. The overall objective of this effort is to find ways to accelerate and reduce food insecurity and malnutrition across Ethiopia

The U. S. Agency for International Development (USAID) Office of Food for Peace (FFP) is seeking applications for funding for development food security activities in Niger and Burkina Faso.

This project is authorized by the following legislation: 7 USC 3291, International agricultural research, extension, and teaching, authorizes the Secretary in part (a) to (1) exchange research materials and results with the institutions or persons, and (5) work with transitional and more advanced countries in food, agricultural, and related research, development, teaching, and extension (including providing technical assistance, training, and advice to persons from the countries engaged in the activities and the stationing of scientists and other specialists at national and international institutions in the countries). The Office of Agreements and Scientific Affairs (OASA), International Regulations and Standards Division (IRSD) is a division of the Foreign Agricultural Service (FAS), an agency within the U.S. Department of Agriculture. IRSD's strategic goals are to monitor and enforce Sanitary and Phytosanitary (SPS) obligations in accordance to the World Trade Organization's (WTO) SPS Agreement, to advance the adoption of science-based international standards and regulations, and to coordinate with other U. S. government agencies to support United States Government's (USG) SPS priorities. OASA works with a number of other U.S. government agencies (e.g., U.S. Trade Representative, Food and Drug Administration (FDA), and Environmental Protection Agency (EPA), Department of Commerce, and USDA sister agencies), international organizations, and industry to promote the trade of safe food products globally.

The United States Agency for International Development (USAID), Bureau for Food Security (BFS), Office of Strategic Planning and Program Management (SPPM), Monitoring and Evaluation Division (MEL), invites applications for funding from qualified U.S. and non-U.S., non-profit or for-profit non-governmental organizations (NGOs) and international organizations to carry out activities that develop, test or apply innovative methods for monitoring or evaluating Feed the Future/Global Food Security Strategy activities or programs. This Notice of Funding Opportunity serves as BFS's Monitoring and Evaluation team's Annual Program Statements (APS). An APS is issued when USAID intends to support a variety of creative approaches towards developing methodologies to assess and implement development objective activities. The purpose of this APS is to disseminate information to prospective applicants so that they may develop and submit applications for USAID funding. This APS: (a) describes the types of activities for which applications will be considered; (b) describes the funding available and the process and requirements for submitting Concept Papers and applications; (c) explains the criteria for evaluating Concept Papers and applications; and (d) refers prospective applicants to relevant documentation available on the internet.

The purpose of the LVRP APS is to support USAID's goal of improving livelihoods in conflict-affected areas of South Sudan with stressed and crisis levels of food insecurity. The complexities surrounding conflict and displacement as causes of food insecurity and diminished livelihoods require LVRP to utilize a conflict-sensitive and holistic approach to achieve program objectives. This APS fills a critical gap in South Sudan between humanitarian programming and development programming, where the latter prior to 2014 largely focused on more productive sectors of the economy in the "Greenbelt" of the Equatoria states.

The Cooperative Agreement announced in this FOA represents the continuation and further refinement as well as expansion of well-established collaborations between WHO and FDA, through OIP, in support of data-driven and science-based public health, science-based and research strategies and approaches that align well with FDA domestic and global goals. This cooperative agreement is expected to contribute to the knowledge base of the current regulatory efforts in support of food and medical products safety and quality globally and address specific challenges and fill gaps in the global efforts to ensure said safety and quality of such products.

The Borlaug International Agricultural Science and Technology Fellowship Program (Borlaug Fellowship Program) advances USDA's agricultural research goals of promoting collaborative programs among agricultural professionals of eligible countries, agricultural professionals of the United States, the international agricultural research system, and United States entities conducting research by providing fellowships to individuals from eligible countries who specialize or have experience in agricultural education, research, extension, or other related fields. Fellowships promote the expansion of domestic and international markets in eligible countries by educating a new generation of agricultural scientists, increasing scientific knowledge and collaborative research to increase trade and agricultural economic activity by extending that knowledge to users and intermediaries in the marketplace. The collaborative nature of the training and research programs not only benefits the Fellow, his or her home institution, and partner country; the U.S. host institution, its professors, researchers, and students; and the global agricultural sector by improving agricultural productivity, systems, and processes in partnering nations through the transfer of new science and agricultural technologies. As part of the Borlaug Fellowship Program, Fellows will attend the Borlaug Dialogue International Symposium (Borlaug Dialogue) hosted by the World Food Prize in Des Moines, Iowa during the week of October 11, 2020.

The Food and Drug Administration announces its intention to accept and consider a single source application for award to the World Health Organization (WHO) for the Building Research Capacity in Global Tobacco Product Regulation Program. The purpose of the Program is to identify, support, develop, conduct, and coordinate research efforts relating to tobacco control laws and rules in foreign countries that will directly inform and support FDA's exercise of its authority to regulate the manufacture, distribution, marketing and sale of tobacco products in the United States. The Program will advance FDA's Center for Tobacco Products' (CTP's) mission by utilizing the World Health Organization's (WHO) Member States' expertise and extensive international contacts in global tobacco control, as well as WHO's own programmatic expertise, to inform and support adequate manufacture, distribution and market regulations of tobacco products for the protection of public health in the United States. The Program will also provide a universal public benefit by creating opportunities for collaboration and research development globally, thereby resulting in better-informed and effective tobacco product regulation around the world, and increased knowledge in the public sphere regarding tobacco use and its harms globally.

New Voices Fellowships are designed to bring more expert voices from Africa and other parts of the developing world into the global development discussion. The program, which is supported by the Bill & Melinda Gates Foundation, offers experts from the developing world a year-long program of media support, training, research, and writing under the guidance of experienced mentors and trainers that is designed to help them reach a broader global audience. Candidates for the twelve to fourteen fellowships awarded each year must be experts in a field related to global development, ranging from global health and food security to governance, education, and social entrepreneurship. Fellows also must be from a developing country and ideally work and live in their country of origin or another developing country.

The purpose of the program is to identify and support U.S.- and Japan-based professionals who demonstrate an interest in and potential for becoming Japan specialists and policy intellectuals. The resulting network includes Japan specialists from all regions of the United States and Japan with diverse expertise and perspectives. Participants should be able to constructively participate in the bilateral policymaking process and contribute to better understanding of U.S.-Japan relations. The program seeks to nurture a new generation of scholars and professionals working in the following policy areas: U.S.-Japan security relations; U.S.-Japan economic relations; regional cooperation; issues where the two countries confront common domestic challenges (such as aging societies and income inequality); and issues where the two countries have opportunities to work together to resolve global challenges (such as climate change and food security).

The Rural Resilience Activity is meant to contribute to economic recovery in Nigeria's Northeast region that has been devastated by the ongoing insurgency carried out by Jama'atu Ahlus-Sunnah Lidda'Awati Wal Jihad, also known as Boko Haram, and Islamic State in West Africa (ISIS-WA). The Rural Resilience activity is issued under the U.S. Government's (USG) Global Food Security Act (GFSA), which aims to advance the objectives of inclusive and sustainable agriculturally-led economic growth; strengthened resilience among people and systems; and a well-nourished population, especially women and children. The Activity will cover four northeastern states that have been affected by the insurgency: Adamawa, Borno, Gombe, and Yobe. Within these states, priority will be given to geographic areas where the security situation allows safe movement and market activity. Activity interventions will commence initially in fully accessible areas with security levels that permit medium- to long-term development efforts with market and production significance. There is a substantial risk that some of the areas to which IDPs have been returning may have landmines or other explosive remnants of war (ERW). LGAs that have been cleared as being free of ERW will be prioritized, and the activity will coordinate with local, federal, and international police or demining organizations to ensure that the areas are free off ERW prior to any activity interventions.

The U.S. Agency for International Development seeks information to create new pathways to work with local civil society and religious organizations in our disaster preparation, relief, and recovery activities. This announcement is a Request for Information (RFI), not a Request for Applications (RFA) or a Request for Proposal (RFP), and is not a commitment by USAID to issue a solicitation, contract, grant, or cooperative agreement or otherwise compensate an organization or individual for any information submitted as a result of this RFI. The Social Science Research Council and the Japan Foundation Center for Global Partnership have announced that applications are now open for the Abe Fellowship for Journalists. The fellowship is designed to encourage in-depth coverage of topics of pressing concern to the United States and Japan through individual short-term policy-related projects. Applicants are invited to submit proposals on one of four themes. 1) Threats to Personal, Societal, and International Security: Topics may include food, water, and energy insecurity; pandemics; climate change; disaster preparedness, prevention, and recovery; and conflict, terrorism, and cyber security. 2) Growth and Sustainable Development: Topics may include global financial stability, trade imbalances and agreements, adjustment to globalization, climate change and adaptation, and poverty and inequality. 3) Social, Scientific, and Cultural Trends and Transformations: Topics may include aging and other demographic change, the benefits and dangers of reproductive genetics, gender and social exclusion, expansion of STEM education among women and underrepresented populations, migration, rural depopulation and urbanization, impacts of automation on jobs, poverty and inequality, and community resilience. 4) Governance, Empowerment, and Participation: Topics may include challenges to democratic institutions, participatory governance, human rights, the changing role of NGO/NPOs, the rise of new media, and government roles in fostering innovation.

The U.S. Embassy in Kigali, Political and Economic section is seeking proposals for community projects designed to support high-impact, quick-implementation activities which benefit a large number of people within one year without requiring further assistance. Projects that support and promote livelihoods, food security, employment (particularly youth employment and employment of members of the community with disabilities), women's empowerment, and tradeable skills are preferred.

The U.S. Department of State Bureau of East Asia Pacific Affairs (EAP) announces an open competition for organizations interested in submitting applications for a series of small environmental awards to support local and regional small-scale environmental projects in eligible countries in the Pacific Islands region, via the Regional Environmental Office in Suva, at $24,999 or less per award. Since FY 2007, EAP and the Bureau of Oceans and International Environmental and Scientific Affairs (OES) have worked together to award and administer small environmental grants in the EAP region. The Public Affairs Section of the U.S. Embassy South Africa of the U.S. Department of State announces an open competition for organizations to submit applications to carry out a program focused on strengthening existing ties and fostering new collaboration between U.S. and African universities. The Public A Priority Region: Project activities must take place in South Africa and the United States, and be directed at South African audiences/participants. Program Objectives: The goal of the University Partnerships Initiative (UPI) is to strengthen existing ties and foster new collaboration between U.S. and South African universities. Focus areas include promoting faculty and student exchanges, facilitating joint research, building administrative capacity, and creating public-private partnerships. Program proposals should address how relationships between institutions will be sustained after U.S. government funded efforts are concluded. Specific Program Objectives: - Promote U.S.-South Africa faculty and student exchanges, particularly the development of dual degree programs that have South Africans complete their studies in their home country and address South Africa's shortage of qualified academic staff. - Facilitate joint research, especially in agriculture, food security, and STEM. - Provide training and transfer skills in all aspects of university administration through subject-matter exchange programs. - Explore public-private partnerships, with an emphasis on commercialization, technology transfer, and job creation.
