The United States Agency for International Development (USAID) is seeking application for a cooperative agreement from qualified entities to implement the Feed the Future Innovation Lab for Crop Improvement. This NOFO is designed to develop a global portfolio of crop improvement research-for-development activities.

The Community Engagement Office (CEO), of the Public Affairs Section (PAS) of the U.S. Embassy in Islamabad of the U.S. Department of State is pleased to announce an open competition for assistance awards, contingent on funding availability, through the Public Diplomacy Grants Program. The funds awarded through this NOFO should strengthen local institutions, organizations, and communities to build self-sustaining capacity to implement long-term interventions to reduce violent extremism and ultimately contribute to a peaceful, stable and prosperous Pakistan. Tech Camps are a public diplomacy program hosted in the Bureau of International Information Programs (IIP) at the U.S. Department of State and will follow guidelines from IIP. They are hands-on, participant-driven workshops that connect private sector technology experts with key populations to explore and apply innovative tech solutions to global issues. Tech Camps are focused on results, with participants identifying real-world challenges and working in partnership with trainers to apply technology solutions to these challenges. Each Tech Camp also includes ongoing impact-oriented programs and efforts to help participants implement their projects post-workshop and stay connected and engaged with each other, their trainers, and Public Affairs Section staff in Pakistan.

The Rural Resilience Activity is meant to contribute to economic recovery in Nigeria's Northeast region that has been devastated by the ongoing insurgency carried out by Jama'atu Ahlus-Sunnah Lidda'Awati Wal Jihad, also known as Boko Haram, and Islamic State in West Africa (ISIS-WA). The Rural Resilience activity is issued under the U.S. Government's (USG) Global Food Security Act (GFSA), which aims to advance the objectives of inclusive and sustainable agriculturally-led economic growth; strengthened resilience among people and systems; and a well-nourished population, especially women and children. The Activity will cover four northeastern states that have been affected by the insurgency: Adamawa, Borno, Gombe, and Yobe. Within these states, priority will be given to geographic areas where the security situation allows safe movement and market activity. Activity interventions will commence initially in fully accessible areas with security levels that permit medium- to long-term development efforts with market and production significance. There is a substantial risk that some of the areas to which IDPs have been returning may have landmines or other explosive remnants of war (ERW). LGAs that have been cleared as being free of ERW will be prioritized, and the activity will coordinate with local, federal, and international police or demining organizations to ensure that the areas are free off ERW prior to any activity interventions.

The International Research Experiences for Students (IRES) program supports international research and research-related activities for U.S. science and engineering students. The IRES program contributes to development of a diverse, globally-engaged workforce with world-class skills. IRES focuses onactive research participation by undergraduate or graduate students in high quality international research, education and professional development experiences in NSF-funded research areas. The overarching, long-term goal of the IRES program is to enhanceU.S. leadership in research and education and to strengthen economic competitiveness through training the next generation of research leaders. This solicitation features three mechanisms; proposers are required to select one of the following tracks to submit their proposal. Track I focuses on the development of world-class research skills in international cohort experiences.

Through academic training, practice, and global networking opportunities, the Rotary Peace Centers program develops leaders who serve as catalysts for conflict prevention and resolution. In just over a decade, Rotary Peace Centers have trained more than a thousand fellows for careers in peace-building, many of them serving as leaders at international organizations or who have started their own peace-building organizations.

PEPFAR’s shift away from direct service delivery (DSD) support for Vietnam in COP 2018 poses significant challenges for the country in sustaining the national response to HIV epidemic. Strengthening the indigenous technical capacity of Ministry of Health and introducing innovative models, technologies, and latest scientific global expertise will be critical for Vietnam to reach epidemic control. This Notice of Funding Opportunity intends to support a recipient to provide this technical assistance, mentorship, and capacity building to the Ministry of Health and its affiliates on HIV/AIDS care and treatment and related clinical services.

All submissions or applications will be reviewed against the evaluation criteria outlined below. GEC expects to make multiple awards with a floor of $200,000 and a ceiling of $500,000 for each, constituting a planned total award volume of approximately $5,000,000. GEC reserves the right to award more or less funding or no funding at all as it deems in the best interest of the government. U.S.-based and foreign non-profit and non-governmental organizations (NGO), public international organizations (PIO), media outlets, for-profit entities, and institutions of higher education are eligible to apply by submitting an application as described in this announcement.

The 2014-2016 Ebola Virus Disease (EVD) outbreak in Liberia exposed the acute vulnerability of Liberia's public health system. Limited laboratory capacity and resources, including lack of diagnostic capacities to test for infectious diseases, an unreliable blood supply with inadequate blood services, and poor to non-existent infection prevention and control (IPC) resources and practices in health facilities and laboratories left the Liberian health system unprepared for the EVD outbreak. Significant investments and gains have been made since 2014 to strengthen Liberia's public health system; however, the system remains fragile. The US Centers for Disease Control and Prevention (CDC), in coordination with the Government of Liberia (GOL) and local and international partners, continues to support health system strengthening activities, further building Liberia's capacity to prevent, detect, and respond to disease outbreaks at their source. This NOFO supports activities to strengthen laboratory capacities, further developing a competent laboratory workforce and expanding diagnostic capacities, reinforced through laboratory quality management activities; improved blood transfusion practices to build and maintain quality blood transfusion services; and strengthening infection prevention and control practices, with the goal of reducing transmission of epidemic prone diseases and antimicrobial resistance within healthcare facilities. These activities align with Global Health Security Agenda priorities in preventing, detecting and responding to potential public health threats. In order to continue efforts to maintain and expand Liberia's capabilities to prevent, detect, and respond to potential infectious disease outbreaks, CDC, the GOL, and partners must work to ensure a rapid diagnosis of infectious diseases.

This notice of funding opportunity supplemental expansion will support foreign governments through their ministries of health or other responsible entities for human health or public-health emergency preparedness in Azerbaijan, Bhutan, Bolivia, Columbia, Ecuador, Hashemite Kingdom of Jordan, Kyrgyzstan, the Maldives, Mali, Mozambique, Republic of Tunisia, and South East Europe (a multi-country proposal from Albania, Bosnia-Herzegovina, Macedonia, Montenegro). The principal purpose is this additional year of funding is to extend support of routine influenza surveillance and build capacity to respond to and contain a highly pathogenic virus transmissible among humans in the above-referenced countries. A second intent is to support the development of epidemiologic, virologic, and related capacity to detect, respond to, and monitor changes in influenza viruses, as well as identify outbreaks of severe respiratory illness syndromes. A third intent is to increase participation in the World Health Organization Global Influenza Surveillance and Response System (GISRS) and capacity to share specimens and clinical/epidemiologic data on the circulation of influenza in the identified countries.

Each program assisted with federal funds must enhance primarily the international academic program of the institution. Eligible activities may include but are not limited to: Development of a global or international studies program that is interdisciplinary in design; Development of a program that focuses on issues or topics, such as international business or international health; Development of an area studies program and programs in corresponding foreign languages; Creation of innovative curricula that combine the teaching of international studies with professional and preprofessional studies, such as engineering; Research for and development of specialized teaching materials, including language instruction, i.e., business French; Establishment of internship opportunities for faculty and students in domestic and overseas settings; and Development of study abroad programs.

The Industry/University Cooperative Research Centers (I/UCRC) program develops long-term partnerships among industry, academe, and government. The Centers are catalyzed by an investment from the National Science Foundation (NSF) and are primarily supported by industry Center members, with NSF taking a supporting role in the development and evolution of the Center. Each Center is established to conduct research that is of interest to both the industry members and the Center faculty. An I/UCRC contributes to the nation's research infrastructure base and enhances the intellectual capacity of the engineering and science workforce through the integration of research and education. As appropriate, an I/UCRC uses international collaborations to advance these goals within the global context.

The Coupling, Energetics, and Dynamics of Atmospheric Regions (CEDAR) program is a broad-based research program with the goal of understanding the behavior of atmospheric regions from the middle atmosphere upward through the thermosphere and ionosphere into the exosphere in terms of coupling, energetics, chemistry, and dynamics on regional and global scales. These processes are related to the sources of perturbations that propagate upward from the lower atmosphere as well as to solar radiation and particle inputs from above. The activities within this program combine observations from ground based and space based platforms, theory and modeling.

This Request for Information (RFI) is a preliminary call for expressions of interest to partner with the USAID/Kyrgyz Republic Mission in its work to support the Kyrgyz Republic to improve long-term detection, treatment, and prevention of Tuberculosis (TB), especially drug resistant tuberculosis (DR-TB). The responses from this RFI will aid USAID in the follow-on design of its Defeat TB Program. Interested parties should provide a short (3-7 pages) expression of interest, addressing the issues and questions discussed below, and offering initial ideas (not in detail) of 1) how they would propose expanding TB detection, treatment, and prevention successes in the Kyrgyz Republic and support implementation of the WHO End TB Strategy; and 2) help achieve the strategic goals of the USG Global TB Strategy (2014-2019), and the National Action Plan for Combating MDR-TB (NAP).

The Course Hero-Woodrow Wilson Fellowship for Excellence in Teaching will support rising stars in the academy who love teaching, demonstrate excellence as educators, and are making their mark as exceptional researchers, poised to shape their fields. Designed for young scholars working towards tenure, the Course Hero-WW Fellowship is a "genius grant" that will emphasize the balance between scholarly excellence and commitment to teaching practice that draws on new approaches to pedagogy, creating a new level of engagement for students in and beyond the classroom. In short, Fellows will be emerging heroes in their fields, on a clear trajectory to become great college educators. In its inaugural year, the Course Hero-WW Fellowship will identify five outstanding junior faculty members. Fellows will receive a one-year grant of $40,000-approximately $30,000 to support the engagement of a student assistant and the balance to be used for research and travel support. Exceptional candidates teach in ways that build student confidence and mastery of a subject; encourage critical thinking; explore foundational concepts through the lens of broader themes and global events; promote the power of learning communities beyond the classroom; leverage technology to complement the classroom experience; consider and serve different learning styles; prepare students for lifelong learning; and can serve as replicable teaching models for other educators. Selection takes place in June 2018. The five Fellows will be invited to attend the Course Hero Education Summit in July 2018, where their Fellowships will be announced.

The goal of the Guinea Financial Accountability Support (GFAS) project is to enhance Guinea's fiscal transparency and government accountability for budget expenditure programs. Specific project objectives include the following: facilitate the publication of government budget through the application of print and social media in partnership with CSOs and private sector partners serving as third-party reporters of fiscal and budget data; advocate for reliable, complete, publically available and timely budget data. This Activity will help support the Mission's overall development goal, as set forth in the 2015-2019 Country Development Cooperation Strategy (CDCS), which is "More Participatory Governance for a Healthier Guinea". In 2015, under the auspices of the GCTF, the United States and Turkey launched the International CT and CVE Clearinghouse Capacity-Building Mechanism (ICCM) in an effort to develop a more systematic approach to direct, coordinate, and de-conflict the provision of CT and CVE resources to key partner nations and regions. The ICCM is an online database of unclassified civilian CT and CVE activities, which serves as a resource and decision-making tool to better coordinate and deliver capacity-building assistance. The ICCM is password-protected and only open to GCTF members (29 countries and the EU), key donors and affiliated institutions, such as the United Nations. In 2015, the ICCM was launched as a two-year pilot project in Kenya, Nigeria, and Tunisia. The ICCM is now live with recent, ongoing, and planned CT and CVE capacity-building projects. Data in the ICCM comes from partner nation inputs, existing donor databases, and open source materials. As the ICCM's two-year pilot period comes to an end in September 2017, the United States is looking to fund the continuation of the ICCM and its expansion to include additional countries. The specific countries to be added will be provided by CT at a later date. PROJECT'S GOALThe goal of this project is to expand as well as maintain and update the International Counterterrorism and Countering Violent Extremism Capacity-Building Clearinghouse Mechanism (ICCM) under the auspices of the Global Counterterrorism Forum (GCTF). The Edmond J. Safra Center for Ethics at Tel Aviv University is accepting applications for its 2018-19 post-doctorate fellowship program. The Center offers grants to outstanding researchers who study the ethical, moral and political aspects of markets, both local and global from all disciplines and fields, including economics, social sciences, business, the humanities and the law.

The Public Affairs Section of the U.S. Consulate in Kolkata (PAS Kolkata) seeks proposals for a project entitled "Women for Women: Supporting Each Other to Build Sustainable Careers." Under this project, a grantee will partner with PAS Kolkata to host weekly mentoring workshops at the American Center for 20 women between the ages of 20-25 pursuing undergraduate studies in STEM fields in Kolkata who have little to no exposure to the U.S and the American higher education system. The workshops will be conducted by four experts, preferably female alumni of USG programs, who have built successful careers. In addition, each woman will participate in 12 one-on-one virtual exchange sessions with a current STEM student studying in a U.S. university, preferably EducationUSA alumni or STEM Fulbright Fellow. The findings from the virtual exchanges will be incorporated into the workshop to achieve a global perspective of working women professionals.
