This National Aeronautics and Space Administration NRA "Solicitation of Proposals for Possible inclusion in a Russian Bion-M2 Mission" is an Appendix to the NASA Omnibus Research Announcement ROSBio-2016 (NNH16ZTT001N NRA). NASA's Space Life and Physical Sciences Research and Applications Division (SLPSRAD) has been invited to propose candidate experiments from U.S. investigators for possible inclusion in the Bion-M2 mission, which will occur in 2020 or 2021. The NASA Space Biology Program, therefore, requests proposals for flight investigations that fit within the Russian IBMP flight experiment designs as described in Appendix C (NNH16ZTT001N-BION) to the ROSBio-2016 Omnibus NRA. For this Appendix, NASA Space Biology will use a two-phase submission and review process. The first phase will require the submission of a preliminary proposal, hereafter referred to as a pre-proposal. The Bureau of International Labor Affairs, U.S. Department of Labor announces the availability of approximately $4 million total costs for one cooperative agreement to fund a technical assistance project In Colombia to improve compliance with Colombia's labor laws and relevant labor standards. The objective of this project is the improved ability of workers In priority sectors of Colombia to understand and exercise their labor rights. The strategy for achievIng the project objective is creatIng worker-driven labor law enforcement centers that will effectively reach workers, educate them on their rights, traIn them to identify potential labor law violations In workplaces, and then assist workers to submit and track well-supported, well-articulated, justiciable claims to Initiate labor Inspections and pursue legal remedies. If labor law enforcement centers are able to submit well-supported and well-articulated claims, then the labor mInistry and other relevant government agencies will be able to address labor rights violations more effectively and improve compliance with Colombia's labor laws and relevant labor standards. The project must target workers In priority sectors, specifically rural workers In the palm oil, sugar, and mIne sectors and workers In the port and cut-flower sectors.

The Public Affairs Section of the U.S. Embassy in Islamabad and the U.S. Consulate General in Karachi announce an open competition for a cooperative agreement to establish a University Partnership between a four-year college or university in the U.S. and Kinnaird College for Women in English Literature with an emphasis on American Literature. Accredited U.S. four-year colleges and universities meeting the provisions described in internal Revenue Code section 26 USC 501(c)(3) may submit proposals to pursue institutional or departmental objectives in partnership with Kinnaird College. Objectives detailed as priorities for this partnership include: collaborative research, sharing of resources, professional development for faculty, and faculty and graduate student exchange. Faculty exchange programs of a few months and graduate student exchange programs of one semester are preferred by Kinnaird College. Shared resources should include access to peer-reviewed journals, research papers, and curriculum. The means of achieving these objectives is purposefully left broad to encourage the submission of innovative proposals tailored to the international education and research goals of both institutions. The project implementation period should be 36 months.

This position has developed out of a collaborative research initiative between CHM and the international Diagnostics Centre (IDC) at the London School of Hygiene and Tropical Medicine on diagnostics for communicable disease. Recent research has demonstrated the importance of dynamic contextual processes and environmental factors in determining how individuals, populations, and health systems respond to novel technologies and disease control interventions. However, the role of socio-cultural factors is often unacknowledged in technology development, implementation, and assessments, with consequences for the uptake and efficacy of healthcare delivery and disease control in the population. The collaboration between CHM and IDC aims to promote cross-disciplinary research into diagnostic technologies, foregrounding the significance of socio-cultural contexts in the development, successful integration, and sustainable implementation of diagnostic technologies for infectious diseases in East Asia.

We propose the development of a skills building workshop series to promote empowerment and engagement, using civil society and community. This should focus on under-served communities, especially in second-tier indian cities, using theater and performance techniques. No large scale performance is required at any venue, but small performances should be generated, recorded, and prepared for broadcast through a variety of media platforms as part of the workshop. The workshops will provide underserved local communities with techniques to build confidence, skills, increase a sense of community, and build linkages across communities and between peoples and institutions that normally do not interact. These linkages should include organizations in both india and the United States. Target audiences will be identified by U.S. Mission india, and may include underserved youth in second tier cities, e.g. Lucknow. Youth might come from the full range of economic backgrounds, from street kids to students in better local academic institutions. It is not required that the workshops take place in all five consular districts; instead, the U.S. Mission will work with the program partner, local theater partners, and with other appropriate institutions to identify the priority locations for this project. The project should use traditional media, Facebook and Twitter as amplifiers, and will use such means as DVC, Livestream, Google, etc., to broadcast events. We hope to foster a recognition among indians that as their economic stature rises, the social and political inclusion of once marginalized groups will advance the interests that the U.S. and india have in common. 

NSF and selected foreign counterpart science and technology agencies sponsor international research institutes for U.S. graduate students in seven East Asia and Pacific locations at times set by the counterpart agencies between June and August each year. The Summer institutes (EAPSI) operate similarly and the research visits to a particular location take place at the same time. Although applicants apply individually to participate in a Summer institute, awardees become part of the cohort for each location. Applicants must propose a location, host scientist, and research project that is appropriate for the host site and duration of the international visit. An EAPSI award provides U.S. graduate students in science, engineering, and education: 1) first-hand research experiences in Australia, China, Japan, Korea, New Zealand, Singapore, or Taiwan; 2) an introduction to the science, science policy, and scientific infrastructure of the respective location; and 3) an orientation to the society, culture, and language. An enormous appetite for professional training exists among Pakistan's journalists. The industry has expanded rapidly in the past decade with the privatization of television but the training opportunities have not kept pace. Journalism education emphasizes the theoretical over the practical. The majority of Pakistan's media companies do not offer training to their staff and salaries are low, so journalists struggle to pay for training themselves. Thus the proposal to create a Center of Journalism Excellence will fill a major gap in providing much needed journalism skills training. The Public Affairs Section of the U.S. Embassy in Islamabad announces an open competition for a cooperative agreement to establish a Center of Journalism Excellence (CJE) by a U.S. or foreign university housing a journalism school of international stature, or U.S. or foreign media development organization that offers in-service professional development training for journalists of the highest quality. Accredited U.S. four-year colleges and universities must meet the provisions described in internal Revenue Code section 26 USC 501(c)(3). Strong preference will be given to applications in which the primary grantee is explicitly linked with a Pakistani partner institution(s) and there is a clear path to sustainability. Additional preference will be given to proposals that include cost sharing by a foundation or non-governmental organization.

ARIT / National Endowment for the Humanities Advanced Fellowships for Research in Turkey, 2014-2015. ARIT/NEH Advanced Fellowships cover all fields of the humanities, including prehistory, history, art, archaeology, literature, and linguistics as well as interdisciplinary aspects of cultural history for applicants who have completed their academic training. To that end, the foundation is inviting applications from mainland China for its Fellowship Award in Translational Research. The aim of the program is to build enduring partnership between the U.S. and Asia through the training of future Chinese academics and to encourage long-term collaborations between the two regions. The annual award provides  a one-year fellowship to a qualified candidate to conduct  research  in the area of translational medicine. The program will provide support in the amount of $60,000 for the project to be conducted at the applicant's home institution in China, as well as support for the U.S. partner institution in the amount of $25,000.

USDOL/ILAB intends to award up to USD 2 million for one cooperative agreement to fund a technical assistance project in Peru. The purpose for funding this project is to help build the labor law enforcement capacity of the Peruvian labor inspectorate, with a focus on the Ministry of Labor and Employment Promotion (MTPE)'s newly-formed National Superintendency of Labor inspection or Superintendencia Nacional de Fiscalización Laboral (SUNAFIL). The project will help the MTPE in its transition from a decentralized to a more centralized labor law enforcement system and will help ensure more effective labor law enforcement at the national and regional levels. The project will focus particularly on improving the MTPE's enforcement of laws, regulations, and other legal instruments governing subcontracting/outsourcing and the use of short-term employment contracts, especially in the nontraditional export sectors (e.g., mining, agriculture, fishing, and textiles). The duration of the project funded by this announcement is up to 4.5 years (54 months) from the effective date of award. The project start date will be negotiated upon award of the individual cooperative agreement but will be no later than December 31, 2014. ILAB's mission is to use all available international channels to improve working conditions, raise living standards, protect workers' ability to exercise their rights, and address the workplace exploitation of children and other vulnerable populations.
