The Borlaug International Agricultural Science and Technology Fellowship Program (Borlaug Fellowship Program) advances USDA's agricultural research goals of promoting collaborative programs among agricultural professionals of eligible countries, agricultural professionals of the United States, the international agricultural research system, and United States entities conducting research by providing fellowships to individuals from eligible countries who specialize or have experience in agricultural education, research, extension, or other related fields. Fellowships promote the expansion of domestic and international markets in eligible countries by educating a new generation of agricultural scientists, increasing scientific knowledge and collaborative research to increase trade and agricultural economic activity by extending that knowledge to users and intermediaries in the marketplace. The collaborative nature of the training and research programs not only benefits the Fellow, his or her home institution, and partner country; the U.S. host institution, its professors, researchers, and students; and the global agricultural sector by improving agricultural productivity, systems, and processes in partnering nations through the transfer of new science and agricultural technologies. As part of the Borlaug Fellowship Program, Fellows will attend the Borlaug Dialogue International Symposium (Borlaug Dialogue) hosted by the World Food Prize in Des Moines, Iowa during the week of October 11, 2020.

The goal of the Agriculture Growing Rural Opportunities (AGRO) Activity in Ukraine is to accelerate economic development of rural Ukrainian communities with the greatest need in through a better governed agricultural sector, to encourage more productive, modern, and profitable small and medium agricultural businesses that are successfully integrated into competitive markets both in Ukraine and internationally. High level results of AGRO are as follows: increased revenue of agricultural small and medium enterprises; increased access of agricultural SMEs to financing; establishment of fair and transparent agricultural land market (land reform); reducing corruption in the agriculture sector

The Bureau of International Labor Affairs (ILAB), U.S. Department of Labor (USDOL, or the Department), announces the availability of approximately $2,500,000 total costs (pending availability of Federal funds) for one cooperative agreement to fund a technical assistance project in Argentina to increase action by labor and agriculture stakeholders to address child labor in agricultural areas in Argentina. Project outcomes include: 1) increased common understanding of the challenges and opportunities for addressing child labor in agriculture, and 2) increased capacity of labor and agriculture stakeholders to address child labor in agriculture.

USAID/KEA anticipates awarding a five-year cooperative agreement (CA) whose purpose is to sustainably reduce hunger, malnutrition and poverty in Kenya by focusing on (i) inclusive and sustainable agriculture-led growth; (ii) strengthened resilience among people and systems and (iii) a well-nourished population. The USAID/Ghana Democracy Rights and Governance (DRG) and Economic Growth Offices' new cross sectoral governance project seeks to accelerate governance improvements and manage conflict in support of enhanced agricultural development in Ghana's Northern, Upper East and Upper West Regions. The purpose of the activity is to increase the capacity of Ghana's decentralized agricultural structures at the regional and district levels, improve accountability and performance efficiency of these decentralized agricultural structures, build community consensus, and strengthen civil society's demand for better service delivery in agriculture in partnership with the private sector.

This project is authorized by the following legislation: 7 USC 3291, International agricultural research, extension, and teaching, authorizes the Secretary in part (a) to (1) exchange research materials and results with the institutions or persons, and (5) work with transitional and more advanced countries in food, agricultural, and related research, development, teaching, and extension (including providing technical assistance, training, and advice to persons from the countries engaged in the activities and the stationing of scientists and other specialists at national and international institutions in the countries). The Office of Agreements and Scientific Affairs (OASA), International Regulations and Standards Division (IRSD) is a division of the Foreign Agricultural Service (FAS), an agency within the U.S. Department of Agriculture. IRSD's strategic goals are to monitor and enforce Sanitary and Phytosanitary (SPS) obligations in accordance to the World Trade Organization's (WTO) SPS Agreement, to advance the adoption of science-based international standards and regulations, and to coordinate with other U. S. government agencies to support United States Government's (USG) SPS priorities. OASA works with a number of other U.S. government agencies (e.g., U.S. Trade Representative, Food and Drug Administration (FDA), and Environmental Protection Agency (EPA), Department of Commerce, and USDA sister agencies), international organizations, and industry to promote the trade of safe food products globally.

The goal of the National Integrated Water Quality Program (NIWQP) is to contribute to the improvement of the quality of surface water and groundwater resources through research, education, and extension activities. Projects funded through this program will work to solve water resource problems by advancing and disseminating the knowledge base available to agricultural, rural, and urbanizing communities. Funded projects should lead to science-based decision making and management practices that improve the quality of the Nations surface water and groundwater resources in agricultural, rural, and urbanizing watersheds.

United States - Israel Binational Agricultural Research and Development

The Food and Drug Administration (FDA) is announcing its intention to receive and consider a single source application for award of a cooperative agreement in fiscal year 2018 (FY 2018) to the Food and Agriculture Organization (FAO) of the United Nations to support global strategies that address food safety, nutrition and public health. The purpose of this cooperative agreement is to: 1. Utilize FAO's extensive research and expertise on country development and aid activities. 2. Contribute to the research, knowledge base and development of food safety systems globally due to the increasingly diverse and complex food supply. 3. Enhance and broaden FDA's ability to address global food safety, nutrition, and public health issues associated with food. 4. Provide opportunities to leverage additional resources of other countries. 5. Support the FDA Food Safety Modernization Act (FSMA) and FDA's International Food Safety Capacity Building Plan, which emphasizes the concept of preventing food safety-related problems before they occur and the importance of establishing strong relationships and mutual support among all stakeholders, including multilateral organizations, to improve worldwide food safety. 6. Support food safety, nutrition and public health programs that align with FDA's mission.

The Bureau of International Labor Affairs (ILAB), U.S. Department of Labor (DOL), announces the availability of approximately $2 million total costs for one cooperative agreement to fund a technical assistance project in Costa Rica to improve enforcement of labor laws with respect to minimum wages, hours of work, and occupational safety and health (OSH) in the agricultural export sector. Successful implementation of this project would contribute to a fair global playing field for workers and assist Costa Rica's compliance with the labor provisions of the Dominican Republic - Central America Free Trade Agreement (CAFTA-DR). The applicant must work with relevant local actors such as the labor inspectorate, legal aid attorneys, workers, and judges, according to the implementation strategy of the applicant. The duration of the project will be a maximum of 4 years (48 months) from the effective date of the award.

The U.S. government's (USG) Global Health Security Agenda (GHSA) envisions a world safe and secure from global health threats posed by infectious diseases. The U.S. Centers for Disease Control and Prevention (CDC) is assisting the Governments globally to meet key International Health Regulations (IHR) (2005) requirements through the implementation of the GHSA. CDC seeks to partner with the Georgian Ministry of Agriculture, through a cooperative agreement in a collaborative effort to achieve specific goals in three focus areas of the GHSA specifically: 1. workforce capacity development through FELTP, 2. the "One Health" approach through coordination and collaboration, and 3. Laboratory system strengthening. The proposals funded through the cooperative agreement will respond to Zoonotic Disease Prevention of the GHSA by supporting the Georgian National Animal Health Plan, expanding and updating a cadre of the workforce and training of public health veterinarians to work with epidemiologists and laboratorians in the context of evidence-based timely detection and response, and adapting the One Health approach with the expected outcomes of stopping the diseases in animals before they spill-over into humans and strengthening the current surveillance system.

FAS will make foreign currencies available to eligible applicants to provide assistance in market development and agricultural technical assistance activities. This announcement supersedes all previous announcements regarding this program. Funding is currently only available in Morocco under the program. FAS is inviting proposals to use the Moroccan currency for market development projects and technical assistance activities. FAS must disburse local currencies to program participants through the disbursing officers at U.S. embassies. It is the responsibility of the recipient to arrange for the receipt and use of the foreign currencies made available through the program. Activities funded with Section 108 currencies are not limited to the country in which the currency originated. Applicants should note that the Moroccan currency cannot be converted to another currency prior to disbursement.

The Public Affairs Section of the U.S. Embassy South Africa of the U.S. Department of State announces an open competition for organizations to submit applications to carry out a program focused on strengthening existing ties and fostering new collaboration between U.S. and African universities. The Public A Priority Region: Project activities must take place in South Africa and the United States, and be directed at South African audiences/participants. Program Objectives: The goal of the University Partnerships Initiative (UPI) is to strengthen existing ties and foster new collaboration between U.S. and South African universities. Focus areas include promoting faculty and student exchanges, facilitating joint research, building administrative capacity, and creating public-private partnerships. Program proposals should address how relationships between institutions will be sustained after U.S. government funded efforts are concluded. Specific Program Objectives: - Promote U.S.-South Africa faculty and student exchanges, particularly the development of dual degree programs that have South Africans complete their studies in their home country and address South Africa's shortage of qualified academic staff. - Facilitate joint research, especially in agriculture, food security, and STEM. - Provide training and transfer skills in all aspects of university administration through subject-matter exchange programs. - Explore public-private partnerships, with an emphasis on commercialization, technology transfer, and job creation.

The primary purpose of the Rural Access to New Opportunities in Water, Sanitation, and Hygiene (RANO-WASH) is to increase access to sustainable water supply, sanitation, and hygiene (WASH) services in targeted rural areas of Madagascar. RANO-WASH will expand access to sustainable WASH services; facilitate improved behaviors and use of those services; develop and support public-private partnerships; and strengthen governance at the community, commune, regional, and national levels. This Program Description articulates a strategic set of interventions that takes advantage of USAID/Madagascar's historic and current work in health, natural resources management, and agriculture, and its unique comparative advantages as a donor and a key partner.

The Public Affairs Section (PAS) of the U.S. Embassy in Kabul, Afghanistan is pleased to announce an open competition for assistance awards through this Request for Grant Proposals (RFGP). PAS Kabul invites all eligible organizations (See Section III. Eligibility Requirements on page 5) to submit a proposal for a grant with the U.S. Embassy to enhance the capacity of three Afghan government media relations offices so that their media outreach increases in number and effectiveness and the gap between the Afghan public and their governemnt is narrowed. The grant's goals will be achieved by strengthening the capacity of the ministries to engage in proactive, effective, and truthful outreach to both public and private media. The three ministry media relations offices that this grant will train and support are: the Ministry of Agriculture, the Ministry of Public Health, and the Independent Directorate for Local Governance. This will be a one-year project, focused on training and production of new stories for a variety of different media. The successful applicant must have strong experience in communications, media training and public relations, with a broad track record in developing and placing stories about the real and measurable progress in Afghanistan with the Afghan media. The successful proposal also must show strong project management experience that demonstrates success in meeting both short- and long-term milestones. Success for this project also will be measured by the number of media activities, the number and impact of stories placed in the media, and the ability of the ministry press office to sustain and carry on this work after the award performance period has been completed.

The main goal of this program is to strengthen the capacity of indigenous organizations to develop and deliver science-based HIV and STI risk reduction interventions for mobile (mostly Haitian) populations, improve linkages to HIV/STI/TB treatment and care, and increase their understanding about the benefits of early treatment. Key objectives are to increase the opportunity, capacity and motivation of mobile populations to adopt healthier sexual behaviors, increase the capacity of indigenous organizations to offer HIV prevention services to mobile populations, improve the availability and accessibility of high quality condoms, and increase access to friendly clinical and care services for HIV/STI/TB. This program will provide prevention services in 10 provinces and will target construction workers, market vendors, and agricultural workers. The implementation will be through indigenous organizations. The use of clinical mobile units will be needed to test individuals at their work site, over extended hours and multiple locations. Close coordination and collaboration with Ministry of Health (MOH) facilitates will be required.

The goal of the National Robotics Initiative is to accelerate the development and use of robots in the United States that work beside, or cooperatively with, people. Innovative robotics research and applications emphasizing the realization of such co-robots acting in direct support of and in a symbiotic relationship with human partners is supported by multiple agencies of the federal government including the National Science Foundation (NSF), the National Aeronautics and Space Administration (NASA), the National Institutes of Health (NIH), and the U.S. Department of Agriculture (USDA). The purpose of this program is the development of this next generation of robotics, to advance the capability and usability of such systems and artifacts, and to encourage existing and new communities to focus on innovative application areas. It will address the entire life cycle from fundamental research and development to manufacturing and deployment. Methods for the establishment and infusion of robotics in educational curricula and research to gain a better understanding of the long term social, behavioral and economic implications of co-robots across all areas of human activity are important parts of this initiative. Collaboration between academic, industry, non-profit and other organizations is strongly encouraged to establish better linkages between fundamental science and technology development, deployment and use.O

USDOL/ILAB intends to award up to USD 2 million for one cooperative agreement to fund a technical assistance project in Peru. The purpose for funding this project is to help build the labor law enforcement capacity of the Peruvian labor inspectorate, with a focus on the Ministry of Labor and Employment Promotion (MTPE)'s newly-formed National Superintendency of Labor Inspection or Superintendencia Nacional de Fiscalización Laboral (SUNAFIL). The project will help the MTPE in its transition from a decentralized to a more centralized labor law enforcement system and will help ensure more effective labor law enforcement at the national and regional levels. The project will focus particularly on improving the MTPE's enforcement of laws, regulations, and other legal instruments governing subcontracting/outsourcing and the use of short-term employment contracts, especially in the nontraditional export sectors (e.g., mining, agriculture, fishing, and textiles). The duration of the project funded by this announcement is up to 4.5 years (54 months) from the effective date of award. The project start date will be negotiated upon award of the individual cooperative agreement but will be no later than December 31, 2014. ILAB's mission is to use all available international channels to improve working conditions, raise living standards, protect workers' ability to exercise their rights, and address the workplace exploitation of children and other vulnerable populations. ILAB is authorized to award and administer cooperative agreements by the Consolidated Appropriations Act, 2014, Pub. Law 113-76.
